Advisory note on remuneration of the appeals and complaints committee

As is well known, in Geldrop-Mierlo we utilize an independent Appeals and Complaints Committee, consisting of a General Chamber and a Social Chamber. The Geldrop-Mierlo Appeals and Complaints Committee Regulation stipulates that the chairpersons and members of the committee receive compensation for attending a hearing and that the municipal executive determines the amount of that compensation. The compensation was last adjusted in 2023. Since this was some time ago and our rates are on the low side compared to other municipalities, the proposal is to increase the compensation.

The council has decided to approve an increase in the allowance of €75 per meeting evening for both the chairs and the members of the Appeals and Complaints Committee, meaning that chairs will receive an allowance of €300 and members €275.

Advisory note on transferring the Social Affairs archives of the municipality of Geldrop 1934-1970 to the RHCe Regional Archives

A remaining archive of the Social Affairs Department of the municipality of Geldrop, covering the years 1934 through 1970, is still held by the municipality of Geldrop-Mierlo. The archive consists of 1 meter of archive boxes containing files to be permanently preserved, which we are transferring to the Regional Historical Center Eindhoven (RHCe). The RHCe will add this archive to the existing archive of the municipality of Geldrop from the years 1933–1970.

The council resolves:
1. To transfer the Social Affairs Archive of the Municipality of Geldrop (1934–1970) to the RHCe Regional Archive.
2. To exempt four files from public access by means of a Decision on Restriction of Public Access.

Advisory note on the Painted Lady butterfly 1, Mierlo

Following the demolition of the industrial buildings at Distelvlinder 1/Luchen 13a, the office building that remained was occupied and expanded. The developer intends to demolish the office building and construct a semi-detached house. To carry out this project, the environmental plan must be amended. This amendment to the environmental plan has therefore been drafted. The draft environmental plan amendment “TAM Environmental Plan Chapter 22d Distelvlinder 1” was available for public review for six weeks, effective December 12, 2025. No comments were submitted regarding this amendment.

The Municipal Executive resolves:
1. To approve the “Distelvlinder 1” environmental plan amendment with identification number NL.IMRO.1771.TAMOPH22dDistelvl1-VA01;
2. To approve the council proposal;
3. To forward the council proposal and agenda request to the council for the adoption of the environmental plan amendment without changes.

Advisory memorandum on council proposal Council information letter Industrial estate strategy

It was previously agreed that the industrial park strategy would be updated. This council briefing informs the council about the next steps regarding the industrial parks, which align with existing policy frameworks and focus on an implementation plan.

The Executive Committee has decided to approve the Council Information Letter on the Industrial Park Strategy and to forward it to the City Council.

Final report advisory memorandum on strategic positioning of SGE

The municipalities in the Eindhoven Urban Area, in collaboration with the consulting firm Rijnconsult, have prepared a final report on the challenges and the role of the SGE. The report outlines four functions of the SGE and more clearly defines which matters fall under the SGE’s purview and which are the responsibility of the Eindhoven Metropolitan Region (MRE) and the individual municipalities. It is proposed that the Executive Board take note of the final report, provide guidance for further elaboration, and approve a council information letter.

The Municipal Executive has decided to authorize Mayor van Bree, as a member of the SGE Administrative Platform, to respond positively to the adoption of the final report on the strategic positioning of SGE, while highlighting the following points for consideration:
* Emphasize that SGE is a joint working platform “as if it were a single municipality,” with proven effectiveness and a “spirit of cooperation,” and that administrative responsibility for MRE tasks remains with the MRE. SGE supplements, accelerates, and/or alleviates the burden—it does not replace anything.
* Given the limited capacity of municipalities and the transition to a new administrative term, prioritization is crucial. It is better to have a smaller number of well-executed SGE tasks than an overly ambitious list that is not feasible in practice.

Adopting advisory memorandum on policy rules for special assistance under the Participation Act 2026

Changes to the Participation Act and the Rent Allowance Act have implications for the policy guidelines governing special assistance in Geldrop-Mierlo. The policy guidelines must therefore be amended.

The council has decided to adopt the 2026 Geldrop-Mierlo Policy Rules on Special Assistance under the Participation Act and, at the same time, to repeal the 2025 Geldrop-Mierlo Policy Rules on Special Assistance under the Participation Act.

Advisory memorandum on the Kunstkwartier cooperation agreement 2026-2028

With this proposal, we are formalizing our partnership with the Kunstkwartier Foundation for the period 2026–2028 in a new partnership agreement between the municipalities of Helmond and Geldrop-Mierlo and Kunstkwartier. The previous administrative agreement has expired and will not be renewed in its current form. The new agreement contains substantive provisions regarding cultural education in leisure time, cooperation, consultation, and monitoring. In this way, we ensure the quality, accessibility, and innovation of the cultural offerings in both municipalities.

The council resolves:
1. To approve the conclusion of the attached cooperation agreement between the municipalities of Helmond, Geldrop-Mierlo, and the Kunstkwartier Foundation for the period 2026–2028
2. To approve the signing of the agreement by Alderman .

Advisory memorandum Short-Term Measures Package 2 (KTM2) Beethoven Covenant

Under the Beethoven Deal, agreements were reached in the spring of 2024 between the national government and the region (the Province of North Brabant, municipalities, and the business community). Part of these agreements concerns a package of mobility measures that will contribute in the short term to the mobility transition and urbanization challenges for the entire MRE. This is the Short-Term Measures Package 2 (KTM2). The details of this KTM2 have recently been developed in collaboration with the 21 municipalities and the Province of North Brabant, and in coordination with the Ministry of Infrastructure and Water Management. The municipal contribution has been determined based on the previously established regional funding system.

The Municipal Executive resolves:
1. To approve the project list for the Beethoven Covenant Short-Term Measures Package 2 (KTM2) on mobility, as set forth in Appendix 1. 
2. To approve the municipal financial contribution to KTM2 in the amount of €1.57 million (2024 price level, including VAT), subject to the adoption of the 2027-2030 Medium-Term Budget (MJB) by the City Council. 
3. To approve the sending of the information letter + appendix project list regarding KTM2 to the municipal council at a joint meeting of all 21 MRE municipalities, following a final “go” from MRE, expected on Thursday, March 5. And not to make the executive committee decision on KTM2 public until that time. 
4. To release (forward) the project list and the KTM2 financial contribution for decision-making by the MRE Executive Committee (for the purpose of finalizing the project list) and by the MRE General Board and the municipal councils of the 21 MRE municipalities (for the purpose of determining municipal financial contributions).

DGG has raised questions regarding the redevelopment of Losweg. These questions under Article 36 have been answered.

The Executive Committee has decided to approve the responses to the DGG’s Article 36 questions regarding the redevelopment of Losweg and to forward them to the Council.

Advisory note on council information letter Housing prioritization and capacity

It is now clear which projects have available capacity and which projects still need to be scheduled. In addition, the council is being informed about new working methods, such as “parallel planning” and leaving more to the market (Auction Grounds pilot). This proposal concerns the approval of the overviews and informing the council.

The Executive Committee resolves:
1. To approve the overview of ongoing housing projects, indicating which have available capacity and which still need to be scheduled;
2. To approve the submission of the attached council information letter titled “Housing Prioritization” to the City Council.

Advisory memorandum on the administrative mandate for youth policy in Geldrop-Mierlo

Data and discussions with colleagues, partners, and stakeholders have revealed a need for a comprehensive youth strategy in the municipality—one that encompasses both preventive and enforcement measures, as well as well-being Health quality of life, Health safety. An approach focused on providing a solid social foundation for youth in Geldrop-Mierlo. This involves offering support, identifying issues, and intervening in collaboration with many partners across both the social and safety sectors. We are doing a great deal in all these areas, and many partners are actively involved as well. However, an integrated approach with our partners is still lacking. This administrative mandate is necessary to develop such a youth approach.

The council has decided to approve the administrative mandate for the Geldrop-Mierlo Youth Initiative.
