Laying cables and pipes in public land
What is it?
You may lay cables and pipes in public land only with the permission of the municipality. In doing so, you must comply with a number of rules. In addition to the national legislation, the municipality has rules governing the organization, planning and coordination of work on underground cables and pipelines.
What to do.
Submit your application for a permit or consent decree digitally via the MOOR platform. This also applies to excavation reports. Applications submitted by other means will only be accepted in exceptional cases.
When submitting the application, you must provide some information. These include your own (company) details and the details of the work to be carried out including drawings and details of the cables and/or pipes to be installed. A complete overview of the data to be supplied can be found in the Regulation on Underground Infrastructure 2014.
Requirements
For the laying of cables and pipelines, you must apply for a permit or consent decree. In addition, before the actual start of the work, you must report this to the municipality.
If you are going to dig mechanically, you must also report the excavation to the Land Registry in advance. There are costs associated with this. For Requirements , visit www.kadaster.nl.

How long does it take?
The municipality decides within 8 weeks of receiving your application. The municipality may extend this period once.

Objection and appeal
You can object to the decision on your application. Do this within 6 weeks. Do you then disagree with the decision on the objection? Then file an appeal with the court.
