Court of Auditors
One of the important tasks of the city council is the monitoring task. The council cannot investigate everything itself. To strengthen the council's controlling function, the legislature has required municipalities to establish a court of auditors.
While the court of auditors is intended to strengthen the council's control function, this does not mean that the court of auditors should be seen as an executive body of the council. While its members are appointed by the council, the chamber is independent. And because that is so, the council cannot order the court to conduct certain studies. However, the council can request the court of auditors to investigate.
See the 2024 Annual Report here
In particular, an investigation by the Court of Audit focuses on the following three questions:
- Is the policy effective?
- Is policy implementation effective?
- Is the spending lawful?
Or put another way:
- did we achieve what we wanted?
- Did we do what we had to do?
- Did it cost what it was supposed to cost?
