When can you request enforcement?
If you see something unusual in the public space, you should always file a public space report first. The municipality will pick up this report.
The municipality monitors compliance with rules to the best of its ability, but it cannot monitor everything. When rules of the municipality are not followed, the municipality has a duty of principle to enforce.
Have you filed a public space report? Have you entered into discussions with the municipality? And do you suspect that the situation has not been resolved and is in violation of laws and regulations? Then you can submit an enforcement request.
It is important that you first find out which authority should enforce the rules. You can only apply for enforcement if the municipal government is the competent authority. If the municipality could enforce, the municipality then does further investigation. Ultimately, the municipality makes a decision whether or not to act. The municipality may decide not to act. You can object and appeal the municipality's decision.
You cannot submit a request for enforcement anonymously.

Are you an interested party or not?
You can only file an enforcement request if you are an interested party. You are an interested party if your interest is directly affected by a decision. For example, you are an interested party if your neighbor erects a structure for which no permit has been issued, or if the factory nearby causes odor or noise pollution. But you are not an interested party, for example, if you complain about someone building a shed in a village further away without a permit.
What should you submit?
Reports or complaints about your residential or living environment can be made by submitting a report. Examples include parking problems, a sagging sidewalk, broken playground equipment, a traffic unsafe situation or overhanging branches.
Would you like to report a violation of rules that is bothering you? Have you already filed a public space report for this? Have you already had a conversation with the municipality about this? And are you an interested party? Then you can submit the enforcement request.
