The City Council meets according to the committee model in three different committees and a theme night. The committees have a fixed composition with representation from the political groups. In this way, the council is involved in issues at an earlier stage and there is more room for debate. Residents are also involved in the various topics as early as possible this way.

PDO model

The City Council meets in the three committees according to the PDO model. Presentations are made at theme nights. PDO stands for Image Formation-Order Formation-Decision Formation.

  • Conceptualization: orienting on topics. Council members are informed by officials and/or external experts about upcoming developments, on which the council is later asked to decide.
  • Judgment formation: during the judgment meeting, residents, businesses and organizations can speak. The substantive political debate also takes place at this stage. The council members arrive at a preliminary political position during the judgment phase.
  • Decision-making: at this stage, the City Council makes a decision, based on the information gathered and the debate held.

Not every issue or proposal needs to go through the entire process.
