Transfer Permit
Effective September 1, 2026, loose gunpowder or ammunition may only be sold to buyers who hold a transfer permit. You must apply for this permit from the municipality where the transport ends—that is, where the sport shooter will store the gunpowder or ammunition.
Permit for the Transport of Gunpowder
In the Netherlands, a number of companies and individuals use loose gunpowder or ammunition. They do so to demolish buildings, or—in the case of sport shooters, shooting clubs, and associations—to reenact historical battles, for example. This falls under the category of “explosives for civilian use.” You need a transport permit to transport this type of explosive.
