Policy Paper: Security Outlook 2025

Once a year, the Dommelstroom Core Team reviews the current status of the established priorities regarding public order and safety in its area of operation during the Tripartite Consultation and the Local Steering Committee on Subversion (LSO). 
The 2025 Security Outlook and the Annual Report on Subversion were discussed on March 16, 2026, in the Triangular Consultation and the LSO of the Dommelstroom Base Team, respectively, and were submitted for information to your executive board and the city council through the chairs of these meetings.

The Municipal Executive resolves:
1. To take note of the 2025 Security Overview.
2. To take note of the Dommelstroom Annual Report on Subversion.
3. To inform the council members of the 2025 Security Overview via the attached draft council information letter.

Policy Memorandum: Response to Questions from the SAMEN Caucus under Article 36 Regarding the Social Domain Task Force

Following the presentation on the Social Domain Task Force at the committee meeting on April 7, the SAMEN faction submitted questions under Article 36. This motion requests that the Municipal Executive approve the responses to these questions, after which they can be forwarded to the Municipal Clerk’s Office.

The council has decided to approve the response to the questions posed under Article 36 by the SAMEN political group regarding the Social Domain Task Force.

Policy Memorandum on the First Amendment to the Local Insulation Initiative Grant Program

On February 3, 2026, your council adopted the 2026 Geldrop-Mierlo Local Insulation Initiative Grant Program. The Requirements the Specific Grant that we are using for this grant program stipulate that we may only use the grant for measures implemented after December 31, 2022. The council proposal of February 3 therefore also indicated that we would incorporate this condition into the subsidy scheme. However, this condition was inadvertently omitted from the subsidy scheme itself. This first amendment decision rectifies this. In addition, an incorrect reference is corrected.

The council has decided to adopt the First Amendment to the 2026 Subsidy Scheme for the Local Insulation Initiative in Geldrop-Mierlo.

Policy Memorandum on the Expansion of the Laarstraat Permit Holder Zone

On July 9, 2025, the Municipal Executive issued a traffic regulation to expand the resident parking spaces on Laarstraat in Geldrop. This traffic regulation was published on July 9, 2025, in the digital Municipal Gazette (No. 302687). 

On August 8, 2025, an objection was filed against the traffic decision. This objection was heard on October 13, 2025, during a hearing of the Objections Committee, and on January 14, 2026, this committee issued a recommendation to the Municipal Executive. 

This advisory memorandum provides guidance to the Municipal Executive on the decision to be made regarding the objection.

The Board decides:
1. To declare the objection filed admissible.
2. To uphold the contested decision with further justification and to adopt the decision on the objection.

Policy Memorandum on Article 36: Questions Regarding the Luchen Self-Build Lot

On April 15, 2026, Wij Zijn Geldrop-Mierlo/VVD submitted questions regarding a currently vacant lot in Luchen, Mierlo. The property in question is located at 70 Vlinderlaan.

The Municipal Executive resolves:
1. To approve the response to the Article 36 questions submitted by Wij Zijn Geldrop-Mierlo/VVD (April 15, 2026) regarding the self-build lot in Luchen, Mierlo.
2. Municipal Clerk’s Office the response to the City Council via the Municipal Clerk’s Office .

Policy Memorandum: Council Information Letter on the Status of the Taxbus

Over the past few weeks, we have received numerous reports regarding the operation of the Taxbus since the new providers took over on March 1, 2026. We take these reports very seriously. For many residents, particularly the elderly and people with disabilities, the Taxbus is not a luxury but an essential service. They received a newsletter from Taxbus during the week of April 13. This is why we would like to inform the council of these developments at the same time via a council information letter.

The Executive Committee resolves:
1. To take note of the relevant developments regarding the implementation of Taxbus.
2. To approve the Council Information Letter.
3. To forward the Council Information Letter to the City Council.

Policy Paper: Questions under Article 36 from Wij zijn Geldrop-Mierlo/VVD regarding communication in Arabic, Polish, and English on a municipal banner

The Wij zijn Geldrop-Mierlo/VVD group has submitted written questions regarding the messages in Arabic, Polish, and English on the municipal banner. We have answered these questions, and they can be shared Municipal Clerk’s Office the council after approval by the Municipal Clerk’s Office .

The council has decided to approve the response to the questions under Article 36 (2026.36.016) submitted by Wij zijn Geldrop-Mierlo/VVD regarding communication in Arabic, Polish, and English on municipal banners.

Policy Paper on the Further Development of the "Slim Wonen" Energy Center

The European Energy Performance of Buildings Directive (EPBD IV) stipulates that member states must provide a one-stop shop where residents and small business owners can seek support in making their properties more sustainable. This European directive still needs to be further incorporated into national legislation. However, it is already clear that compliance with the directive will require the expansion and further professionalization of the Energy House. In addition, the existing agreements with the Energiehuis expire on December 31, 2026. This therefore calls for the continued development of the Energiehuis and for new agreements for the period after 2026. For this reason, participating municipalities and the Energiehuis Slim Wonen have jointly drawn up a framework of agreements and a project plan.

The Municipal Executive resolves:
1. To approve the attached framework of agreements.
2. To approve the exploration of the further development of the energy help desk based on the attached project plan.
3. To cover the additional costs for 2026 from the sustainability budget. 
4. To cover rising costs for the period 2027–2030 from the sustainability budget and CDOKE.

Guidance Document: Cost-Based Rent Calculation

In accordance with the housing policy and the revision of the Comprehensive Housing Plan 2021–2025, which extended the Comprehensive Housing Plan to 2025–2029, including the accompanying council proposal of May 6, 2025, a cost-covering rent will be agreed upon with tenants of municipal real estate who are not commercial entities. To ensure that the calculation at the start of the lease is consistent for everyone and to avoid reinventing the wheel each time, there is a need for a standard format for calculating this cost-covering rent.

The council has decided to adopt the formula for calculating cost-recovery rent, which will serve as a standard tool for determining the rent for tenants—other than commercial businesses—of municipal real estate.

Opinion on the 2026 Budget Amendment and the 2027 Budget: Een10voordeJeugd

The municipality of Geldrop-Mierlo participates in various joint arrangements to tackle regional challenges collectively and, where applicable, because participation is directly required by law and regulations. Each year, these arrangements submit their draft budgets to the participating municipalities. Under the Joint Arrangements Act, the municipal council may submit an opinion on this matter. The municipal executive prepares this through a council proposal and a draft opinion letter, after which the council may provide points for consideration.

The Executive Board resolves:
1. To submit the council proposal “Opinion on the 1st Budget Amendment for 2026 and the 2027 Budget of the Youth Region ‘A 10 for Youth’ Draft Budget” to the council for a decision. 
2. To propose that the council respond to the 1st budget amendment for 2026 and the 2027 budget of the GR Jeugdregio “A 10 for Youth” and the accompanying documents using the attached opinion letter. 
3. To decide to incorporate the financial implications, in anticipation of the adoption by the General Assembly, into the 2027 program budget and the 2028–2030 multi-year estimate.
