Council Information Letter: Status Report on the Implementation of the Refugee Reception Framework and Legal Obligations—August 2026

In this advisory memorandum, we ask the municipal executive to approve the sending of a council information letter regarding the current status of the Refugee Reception Framework. Among other things, the letter informs the City Council about current developments and the approach regarding the housing target for status holders, the accelerated housing of status holders, the follow-up to intergovernmental oversight of the Distribution Act mandate, preparations for the provincial report on the second cycle of the Distribution Act, the target group for the Flexible Arrangement, and the status of other target groups (such as Ukrainian displaced persons, the extension of the Temporary Protection Arrangement for Ukrainian displaced persons, and the core group for housing Ukrainian displaced persons).

The college decides to approve the attached council information letter on the status of the Refugee Reception Framework and send it to the city council.

Memorandum on the Decision Regarding the Appeal Concerning the Relocation of Strabrecht College on Dwarsstraat

An additional access route is needed for the sports hall at Strabrecht College. This is an emergency access route. An objection has been filed against the access permit granted for this purpose. The Appeals Committee recommends supplementing the reasoning for the decision and, based on that, determining whether the contested decision can be upheld.

The Board decides:
1. To declare the appeal admissible and to uphold the contested decision.
2. To supplement the reasoning for the decision.

Council Proposal: Awarding the Neighborhood Sports Coach Position

Over the past few months, the municipality has completed a bidding process to contract out the neighborhood sports coaching program to an external party for the next two years. Funding is available for this. It consists partly of a subsidy from the national government (funds have been set aside for sports within the Azwa program; details will be released in September) and partly of our municipality’s own funds (60%). A winning bidder has now been selected through the bidding process: Negen BV in Meijel, which has been definitively awarded the contract. Since the total contract value exceeds €500,000, the agreement is being submitted to your council, and you are advised to enter into it by signing it. The City Council will be informed about the contract for Negen BV in Meijel to provide neighborhood sports coaching services via a council information letter.

The council resolves:
1. To approve the agreement with Negen BV in Meijel regarding community sports coaching and to sign this agreement.
2. To approve the content of the council information letter and to present it, signed, to the members of the municipal council.

Advisory Memorandum: Policy Rules for Priority Applications for Transportation Capacity for Housing Projects in Geldrop-Mierlo 2026

Our region is facing grid congestion; Enexis does not have sufficient electricity transmission capacity to accommodate all requests for new or higher-capacity connections. This hinders the completion of housing projects, even when they have received planning approval. To address this, the Netherlands Authority for Consumers and Markets (ACM) has adopted the Code Decision on Prioritization of Transmission Requests, which applies throughout the Netherlands. 

As a result, starting October 1, we must begin applying for electricity for housing projects that we intend to carry out over the next 10 years (“apply in advance”). A policy rule is needed to determine the order in which we will apply for these projects. 

This rule will govern the application, assessment, and ranking of housing construction projects for inclusion on a priority list. These rules ensure a transparent, objective, and non-discriminatory allocation of scarce transmission capacity, with due regard for the public interest and legal certainty.

The council resolves:
1. To approve the Policy Rules for Priority Transport Capacity Applications for Housing Projects in Geldrop-Mierlo. 
2. To authorize the Strategy & Spatial Planning Team Manager and grant him power of attorney to draft, issue, and sign the administrative declaration as referred to in Article 7:21, paragraph 2, section b, subsection 2 of the 2026 Electricity System Code.
