Board Proposal: RIB Planning P&C 2026

As usual, we provide you with an annual update on the planning of all products within the planning and control cycle. The process roadmap for 2026 was discussed at the Audit Committee meeting on December 15, 2025. 2026 is an election year, which means that a new council and a new executive board will take office. No strategic reassessments will take place this year. The Vision 2044 and the Strategy 2026–2029 will remain the substantive framework.

The Executive Board has decided to adopt the Council Information Letter on the P&C Plan 2026.

Memorandum on Policy Guidelines for the Benefits Recovery Operation

This proposal calls for a decision to adopt the policy guidelines for the benefits recovery operation in the municipality of Geldrop-Mierlo. The municipality supports residents who have been affected by the benefits scandal and requires clear guidelines for this purpose. The Association of Netherlands Municipalities (VNG) has drawn up model policy guidelines to provide direction for implementation. The model policy guidelines serve as a basis and have been supplemented to ensure practical feasibility. In consultation with the municipality of Geldrop-Mierlo, we have determined which additions are necessary to make these policy guidelines applicable to Geldrop-Mierlo. The policy guidelines clarify when a resident is or is not eligible for comprehensive support, the municipality’s responsibilities, and how support is further structured.

The council resolves:
1. To adopt the policy guidelines for the Comprehensive Support Program for the Benefits Recovery Operation in the Municipality of Geldrop-Mierlo;
2. To approve the mandate resolution for the Comprehensive Support Program under the Benefits Recovery Operation Act in the Municipality of Geldrop-Mierlo.

Memorandum on the Municipality’s Shareholding in Heppie Thuis BV

On November 18, 2025, the municipality received a request asking it to consider whether it wishes to become a shareholder in Heppie (t)Huis via Vastgoed B.V. A response from the municipal executive is required in order to address the request.

The council resolves:
1. Not to approve the request to become a shareholder in Heppie (t)Huis via Vastgoed B.V.;
2. To approve the sending of the letter to the director of Heppie (t)Huis, Rene van de Camp.

Council Proposal on Foster Care Allowance

When foster children use childcare services, the foster parents are responsible for covering the costs themselves. Even when they are eligible for a childcare subsidy from the tax authorities, there is still an amount that foster parents must pay out of pocket. Many foster parents feel it is unfair that they have to pay these costs themselves and have been asking for a solution to this problem for several years—not only at the national level, but also from municipalities and care providers in our region, as well as through the Foster Parent Council of the Combinatie Jeugdzorg. They also point out that this discourages people from becoming or remaining foster parents. In December 2025, it was announced that the national government would make funds available in the municipal fund for this purpose in 2025. This proposal outlines how to address this in our region.

The council resolves:
1. To instruct the “Een 10 voor de Jeugd” region to send invoices to the 11 municipalities to make the amount specified in this proposal (and as set forth in the December 2025 circular) available to “Een 10 voor de Jeugd” for the reimbursement of child care costs for foster parents; 2. To base the allocation formula for the reimbursement of childcare costs for foster parents on the number of foster care placements per provider as of the reference date of December 31, 2025;
3. To inform foster care providers at the regional level that they may allocate these funds to the “special expenses” budget and make them available to foster parents Requirements this purpose, subject to the associated Requirements ;
4. The council decides to assign the treasurer role to Een 10 voor de Jeugd, which means that the contribution specified in the proposal for our municipality will be transferred to Een 10 voor de Jeugd with the instruction to make it available to foster care providers, as stated in decision points 2 and 3.
5. To include the financial implications in the interim report.

Memorandum on the First Amendment to the 2026 Program Budget of the GGD Brabant-Zuidoost

On January 26, 2026, the Executive Board of the GGD Brabant-Zuidoost Joint Arrangement submitted the first amendment to its 2026 program budget. Pursuant to Article 35 of the Joint Arrangements Act and pursuant to Article 36 of the Joint Arrangement GGD Brabant-Zuidoost, the City Council is given the opportunity to express its opinion on this budget amendment.

The Municipal Executive resolves:
1. To take note of the first amendment to the 2026 program budget of the GGD Brabant-Zuidoost;
2. To approve the allocation of the funds granted to the municipality of Geldrop-Mierlo to the Public Health budget (FCL 6710000, ECL 43300);
3. To forward the council proposal to the Social Affairs Committee dated April 7, 2026, and Municipal Clerk’s Office send the corresponding agenda request to the Municipal Clerk’s Office .

Policy Memorandum on the Redevelopment of Patrijslaan

Patrijslaan is the access road leading from Geldropseweg to Bospark ‘t Wolfsven. This road is frequently used by park visitors, particularly in the spring and summer months, for cycling trips. In addition, this roadway is also used daily by cyclists from Luchen and Brandevoort who are cycling from Eksterlaan/Spechtlaan toward Geldrop and Eindhoven. A few years ago, Spechtlaan and Eksterlaan between Fazantlaan and Patrijslaan were designated as bicycle streets. Good cycling facilities are also available on Geldropseweg between Mierlo and Geldrop. Patrijslaan is currently still a missing link in the bicycle network and will therefore need to be modified.

The council has decided to approve the final design for the redesign of Patrijslaan as a bicycle-friendly street.

Policy Memorandum on Preemptive Rights for Heuvel 81 through Heuvel 89 – Marktplein – Decision on the Objection

On April 15, 2025, the Municipal Executive established a provisional right of first refusal for the property located at Heuvel 81 through 89a – Marktplein. On June 23, 2025, the City Council confirmed the right of first refusal for the property located at Heuvel 81 through 89a – Marktplein. Two objections were filed against this council decision. After consultation, one of the two objections was withdrawn. The second objection remained in effect and was reviewed by the Advisory Committee on Objections. The Advisory Committee on Objections issued its recommendation regarding the objection on January 14, 2026. The Advisory Committee recommends that the objection be declared admissible and that the contested decision be upheld. The City Council is the competent body to decide on the objection to the council decision.

The Executive Committee has decided to submit the attached council proposal—in which the City Council is recommended to adopt the advice of the Appeals Advisory Committee—to the City Council.

DE STAP Newsletter: Toward a Healthier Geldrop-Mierlo, Q3 and Q4 (2025)

In the council information letter dated September 9, 2025, a commitment was made to send the biannual newsletters from our Local Prevention Agreement, “DE STAP toward a Healthier Geldrop-Mierlo,” to the municipal council as well.

The council has decided to approve the Municipal Clerk’s Office of the council information letter and the accompanying newsletter from DE STAP to a healthier Geldrop-Mierlo to the Municipal Clerk’s Office .

Policy Paper: Building a Strong Brand for Geldrop-Mierlo

The Municipality of Geldrop-Mierlo: a connected, vibrant, and green community where quality of life and broad prosperity are central. A wonderful vision that we continue to work toward as we look ahead to 2044. With a clear narrative, the Municipality of Geldrop-Mierlo is now ready to take further steps in shaping its profile. The story of Geldrop-Mierlo forms a solid foundation for a distinctive identity. From this foundation, it is possible to translate this into a strong brand for Geldrop-Mierlo. A single brand for the strong profiling and positioning of Geldrop-Mierlo within Brainport.

The council resolves:
1. To utilize "Het Stadteland" (from Brainport) in promoting Geldrop-Mierlo;
2. To adopt the "Het Stadteland" marketing brand as the official identity of Geldrop-Mierlo;
3. To draw up an action plan for the implementation of the brand and corporate identity for the municipal organization;
4. To include guidelines in the action plan for the use of the marketing brand by residents and organizations.

Sixth Amendment to the Joint Regulation of the GGD Brabant-Zuidoost

On January 26, 2026, the General Board of the Joint Arrangement GGD Brabant-Zuidoost submitted the sixth amendment to the Joint Arrangement GGD Brabant-Zuidoost. Pursuant to Article 51 of the Joint Arrangement GGD Brabant-Zuidoost, the joint arrangement may only be amended after the executive boards of the participating municipalities have unanimously decided to do so, with the consent of the municipal councils. Pursuant to Article 1 of the Joint Arrangements Act, both the Municipal Executive and the municipal council are given the opportunity to express their views on the draft arrangement.

The Executive Board resolves:
1. To take note of the draft regulation for the Joint Municipal Health Service (GGD) Brabant-Zuidoost;
2. To approve the proposed opinion on the draft regulation for the Joint Municipal Health Service (GGD) Brabant-Zuidoost;
3. To forward the council proposal to the Society Committee dated April 7, 2026, and Municipal Clerk’s Office send the corresponding agenda request to the Municipal Clerk’s Office .

Policy Paper on Traffic Measures at the Eindhovenseweg-Hulsterweg Intersection

Following a serious traffic accident in mid-2025 at the intersection of Eindhovenseweg and Hulsterweg, a proposal was drafted to improve traffic safety at and around this location. At an early stage, consultations were held with a focus group of local residents regarding the proposed redesign. The concerns and suggestions gathered were incorporated, as far as possible, into the further development of the design. The design for the (limited) redesign has since been further developed into a preliminary design. This preliminary design can now be released to proceed through the formal public consultation process.

The Municipal Executive resolves:
1. To approve the implementation of temporary traffic measures at the intersection of Eindhovenseweg and Hulsterweg and to charge the associated costs, amounting to approximately €4,500, to budget line “Elimination of Traffic Bottlenecks” 6210000/38009; 
2. To approve the preliminary design for a permanent modification of the Eindhovenseweg/Hulsterweg intersection and to release it for public consultation.

Memorandum on the Adoption of the Amendment to the Environmental Plan for Fazantlaan-Oost, Luchen

By the end of 2024, the purchase and construction agreements had been concluded with the Van Grunsven Group, and the urban design for the Fazantlaan-Oost subplan had been finalized. In order to actually implement this plan (the construction of 52 homes), a planning procedure must be completed. For this reason, the proposed amendment to the Fazantlaan-Oost environmental plan has been drafted. The plan was available for public review for six weeks. One comment was submitted on the draft environmental plan amendment. This has been incorporated into the revised version of the environmental plan amendment. Therefore, the Fazantlaan-Oost environmental plan amendment is now being submitted to the city council for adoption.

College Decision:

1. To approve the statement of views;
2. To approve the council proposal and forward it to the council for the adoption of the amended environmental plan;
3. To approve the 'Fazantlaan-Oost' environmental plan amendment with plan identification number NL.IMRO.1771.TAMOPH22bFazanOost-VA01;
4. To approve the Visual Quality Plan and forward it to the council for adoption.

Agenda Request from the Social Affairs Committee: Progress Report on Task Force SD, Q4 2025

Every quarter, the council is briefed on the progress of the Social Domain Task Force, and a presentation is given to the Social Affairs Committee. The quarterly report is still being finalized. The annual figures for the social domain may change until March 31, as that is when the process of finalizing the financial statements is completed. Efforts are being made to provide the council with a realistic estimate of the final result sooner.

The council has decided to approve the agenda request submitted by the Social Affairs Committee on April 7 to provide an update on the progress of the Social Domain Task Force.

Draft policy paper on the amended Senzer General Regulation

An amendment to the GR Senzer is scheduled for 2025. This update involves a number of technical and editorial changes aimed at clarifying the GR Senzer. The legal procedures for amending a joint regulation have been properly followed. The final step is simply to adopt the amended joint regulation.

The municipal council has decided to approve the amended Senzer 2025 joint agreement with the municipal councils of Asten, Deurne, Helmond, Gemert-Bakel, Laarbeek, and Someren.

Advisory memorandum on the Framework for Household Raw Materials and Waste 2026-2030

The current waste policy, known as the “Soil and Waste Management Plan 2022–2025,” expires on December 31, 2025. The ‘Framework for Household Soil and Waste 2026-2030’ will succeed the current plan. The Framework explicitly incorporates the impact and considerations of waste policy within a social and spatial context. The council adopts the Framework, after which the municipal executive annually draws up a ‘Household Waste Implementation Agenda’ as input for the budget of GR Cure and the multi-year budget plan of the Municipality of Geldrop-Mierlo.

The Municipal Executive decides:
1. To submit the “Framework for Municipal Soil and Waste 2026–2030” to the City Council for adoption;
2. To implement the Framework annually in the form of an “Implementation Agenda for Household Soil and Waste” as the starting point for the budget of GR Cure and the multi-year budget plan of the Municipality of Geldrop-Mierlo.

Information Memo on Network Congestion

The energy transition is placing heavy strain on the electricity grid and on the organizations responsible for its management and expansion. Due to the rapidly increasing demand for capacity, far-reaching measures have recently been announced, with significant consequences 1. The ACM has determined that, as of July 1, 2026, connections for small consumers will no longer be automatically prioritized; 2. Effective immediately, Enexis is implementing a minimum preparation period of 65 weeks for reconstruction work on the electricity grid. These developments have direct and substantial consequences for municipal projects, including housing construction and road and sewer reconstruction. But this also affects the installation of new public lighting and new sewer pumping stations (for example, in Luchen), the redesign of parking lots, and the construction of emergency shelters. This could create problems for the municipality in carrying out statutory duties such as wastewater collection and traffic safety. The lack of electricity for, for example, a sewer pump or public lighting falls, in principle, within the municipality’s sphere of risk. Although there has been structural project coordination with Enexis for many years and there are short lines of communication between the designated contacts, we must note that the municipality has no influence over the network operator’s final planning and prioritization.

The council decides to take note of the information memorandum.

Council proposal regarding written questions 2026.36.010 from the PvdA concerning the ROZE Foundation following the RIB

The PvdA council faction has submitted Article 36 inquiries regarding the ROZE Foundation. The council member in question notes that there has been concern surrounding the ROZE Foundation for some time. Although it is not a joint arrangement, the council member argues that the municipality does bear responsibility for tasks outsourced to the foundation, including those related to residents who face greater barriers to the labor market. In response to signals, reports, letters to the editor from (former) volunteers, and the limited information available about the foundation, the recent RIB raises several questions, according to the council member. Attached you will find an official response to the questions posed.

The Municipal Executive resolves:
1. To approve the attached response to the written questions from the PvdA;
2. Municipal Clerk’s Office the response to the City Council via the Municipal Clerk’s Office .

Memorandum - Expiration of the right of way near Christinastraat 1, Mierlo

The owners of the parcel of land, registered in the land registry as Municipality of Mierlo, Section F, Number 2850 (address: Christinastraat 1, 5731 BL Mierlo), are using a strip of municipal land measuring approximately 95 m² in front of their property and are claiming adverse possession.

The council has decided to approve the current owners of the property at Christinastraat 1 in Mierlo’s claim of prescription regarding the strip of municipal land they are using.

Draft Participation Ordinance

The 2026–2029 multi-year budget identifies participatory working as a priority. An administrative directive to this effect will be issued shortly. Since municipalities must have a participation ordinance in place by January 1, 2027—one that also includes the right to challenge—we are already taking the necessary steps in parallel. The ordinance forms the basis for implementing participatory working and helps ensure that residents can actively contribute ideas and participate in government tasks. The ordinance will be drafted in a participatory manner with relevant internal and external stakeholders. To this end, we will consult with the council to gather information for the further development of the ordinance.

The Executive Board resolves:
1. To approve the agenda request for the AZ Committee;
2. To inform the Council of the memo in preparation for the AZ Committee meeting.

Policy Memorandum on Participation in the East Brabant Tax Cooperation Group

Effective January 1, 2024, the public body Dienst Dommelvallei, on behalf of the municipalities of Geldrop-Mierlo, Nuenen and Son en Breugel, entered into a service agreement with the public body Belastingsamenwerking Oost-Brabant (hereinafter referred to as: BSOB), whereby the performance of the WOZ and tax tasks that Dienst Dommelvallei previously carried out for the municipalities was transferred to BSOB. The agreement expires by operation of law on January 1, 2028. It is proposed to join the BSOB Joint Arrangement (hereinafter referred to as: GR BSOB).

The Municipal Executive resolves:
1. To inform the BSOB Board, via the attached letter, that the Municipal Executive of Geldrop-Mierlo intends to join the GR BSOB, subject to approval by the Municipal Council;
2. To adopt the attached text of the council information letter and forward it to the Municipal Council.

Advisory note Adjusting ordinance municipal valuations

On June 23, 2025, a motion was adopted calling for attention to be paid to the policy regarding municipal property valuations. Additionally, the Mierlose Mens requested to be reinstated in the municipal honors system. In November, we held exploratory discussions with the council regarding the desired changes. On November 24, 2025, the municipal council approved the amendment to this ordinance. We are now submitting an amended ordinance to them. Once the ordinance is adopted, communication regarding this matter will begin. The municipal executive will also amend the representation policy accordingly.

The council resolves:
1. To approve the new municipal award, the “Silver Badge of Honor,” which replaces the silver medal of honor, the volunteer medal, and the sports medal of the municipality of Geldrop-Mierlo;


2. To approve the request from the Mierlose Mens Foundation to include the Mierlose Mens award in the new ordinance;
3. To request the council’s approval to repeal the current “Ordinance on the Establishment and Awarding of Honors by the Municipality of Geldrop-Mierlo, effective from January 8, 2004, through the present”;
4. To request the council’s approval to enact the new “Regulation on the Establishment and Awarding of Honors in the Municipality of Geldrop-Mierlo,” effective as of April 20, 2026.

Termination of the Plus Team 2022 Joint Arrangement

After the municipal executives of Waalre and Geldrop-Mierlo both announced their intention to dissolve the PlusTeam 2022 Joint Arrangement, the municipal councils of the respective municipalities were given the opportunity to share their views on the matter with the municipal executive. The municipal council of Waalre issued a statement. 

This advisory memorandum provides guidance to the municipal executive on the next steps in the process of dissolving the PlusTeam 2022 Joint Arrangement.

The Municipal Executive resolves:
1. to recommend to the City Council, based on the attached council proposal, that it grant authorization to the Municipal Executive, pursuant to Article 1, paragraph 4, of the Joint Arrangements Act, to dissolve the PlusTeam 2022 joint arrangement; 
2. subject to the municipal council’s approval, to decide to dissolve the PlusTeam 2022 joint arrangement;
3. to express the intention to conclude a Cooperation Agreement or Service Agreement (DVO) between the municipalities of Geldrop-Mierlo and Waalre; 
4. to base this on the eleven principles, as established and included in the appendix “Principles for the Continuation of the PlusTaken Collaboration,” which forms an integral part of this resolution;
5. to give the municipal council the opportunity to express any wishes or concerns regarding the intention to conclude a Service Agreement; 
6. to propose to the municipal council that it refrain from expressing any wishes or concerns.
7. to approve the attached 4th budget amendment for 2026 and to cover the incidental expenses from the 2026 budget surplus.
