What is it?
Is your passport or identity card missing or stolen? If so, please contact the municipality. You do not have to report it to the police.

Statement of missing
You can make a Make an appointment appointment to make a statement of missing.
When your passport or identity card is lost or stolen, you sign a declaration of loss at the municipality. Making a declaration of loss is mandatory to apply for a new travel document. It is also advisable to make a declaration of loss if there is no need to apply for a new travel document because you still have another travel document. With a declaration of loss, the government registers the document number of your missing passport or identity card. This registration helps in the fight against identity fraud.
If you still find your passport or identity card, you may no longer use it. You surrender your passport or identity card to the municipality so that it will be invalidated. Even if your passport or identity card is found, it will be invalidated to prevent misuse.
Report to insurance against theft
Has your passport or identity card been stolen and you are insured against theft? If so, it is helpful to report it to the police so you can prove it.
Reporting abroad
Lost your passport or identity card abroad? Report it to the local police immediately. You can then apply to the Dutch embassy or consulate for an emergency document. In the Netherlands you do not have to report this to the Dutch police. With the foreign official report you can apply for a passport or identity card at the municipality.
Apply for emergency passport
Have you lost your passport and need to travel immediately? If so, you can apply for an emergency passport. The emergency passport is for travel only. You can apply for the emergency passport at the Royal Military Police .

What do I need?
- A good-looking passport photo not older than 6 months at the time of application. This passport photo meets the passport photo requirements.
- possibly the foreign official report if you lost your passport or identity card abroad
- debit card (or cash) to pay
How long does it take?
Usually your passport or identity card will be ready after 6 working days.
The municipality may need to conduct research to establish your identity. As a result, it may take longer for you to receive your passport or identity card.
