Each year, these arrangements submit their draft budgets to the participating municipalities. Under the Joint Arrangements Act, the municipal council may submit an opinion on this matter. The municipal executive prepares this through a council proposal and a draft opinion letter, after which the council may provide points for consideration before the General Board definitively adopts the budget. 4 | Response to the supervisory assessment by the Ministry of Asylum and Migration regarding the Distribution Act and the Geldrop-Mierlo project The Ministry of Asylum and Migration has issued a supervisory assessment regarding the municipality of Geldrop-Mierlo’s implementation of asylum accommodation facilities, as part of the intergovernmental oversight of the Distribution Act. The letter states that, as of July 1, 2025, the municipality partially meets its statutory target. The Ministry requests further information on the progress made and the steps to be taken to fully meet the target. [2026-04-09...rop-Mierlo. 5 | Memorandum on Street Naming for the Lommerrijk Housing Project Three new streets are being built as part of the Lommerijk housing project. All of these streets need to be given a street name. 7 | Policy Paper on BVP and Program-Based Procurement According to the IHP 2025–2029, five new schools must be built within the municipality of Geldrop-Mierlo in the coming period leading up to 2030. To date, the municipality has always opted for the “traditional” form of project management when building schools. Now that the decision has been made to assign project management for all these schools to the municipality, there is also an opportunity to efficiently allocate the total available financial resources for the construction of five schools and to transition to programmatic procurement. Programmatic procurement is an approach in which a government agency procures not on a per-project basis, but for an entire series of projects or a program. To this end, the municipality intends to utilize techniques and/or components of the Best Value Procurement or Performance-Based Procurement method to select the most suitable party for the overall project of five schools, one that will undertake both design, construction, and long-term major maintenance.
