4 | Policy Paper - 21 Van der Puttstraat, Geldrop The owners of the parcel of land, registered in the Geldrop cadastral registry, section F, number 2181 (address: Van der Puttstraat 21, 5666 TH Geldrop), are using a strip of municipal land measuring approximately 25 m² at the rear of their property and are invoking the doctrine of acquisitive prescription. The council has decided to approve the current owners of the property at Van der Puttstraat 21 in Geldrop’s claim of prescription regarding the strip of municipal land they are using. | |
5 | Policy Memorandum: User Agreement for De Viking Playground The playground at Speeltuinpad 2 in Geldrop serves an important social function in the neighborhood and promotes interaction, physical activity, and social cohesion. The municipality owns the land and/or structures and wishes to entrust the management and operation of the playground to a nonprofit organization. The council has decided to approve the attached agreement for the use of the playground located at Speeltuinpad 2 in Geldrop by the Speeltuin De Viking Foundation, along with the accompanying publication text. | |
6 | Policy Memorandum on the Amendment to the Environmental Plan for Sanghorst 9, Mierlo The project initiators have ceased activities related to pig farming and wish to convert the land use to an agriculture-related business. From that point on, the primary business will be a landscaping or contract farming operation, and a 998 m² warehouse for static storage will also be constructed. The environmental plan amendment “TAM Environmental Plan Chapter 22e Sanghorst 9 Mierlo” was available for public review for six weeks starting December 19, 2025. One opinion was submitted regarding the draft environmental plan amendment. This opinion led to a revised environmental plan amendment. Therefore, the Sanghorst 9 environmental plan amendment is now being submitted to the city council for adoption. The council resolves: | |
7 | Policy Framework for Debt Assistance: Advisory Memorandum As part of the process of developing the debt assistance policy framework, the committee is being consulted to identify the issues they consider important to include in the policy framework. The council has decided to approve the agenda item regarding the debt assistance policy framework for 2026–2029. | |
8 | Draft Goorsedijk Development Plan: City Council Proposal Over the past year, we have worked together with residents, business owners, and other stakeholders to develop a development plan for the area around Goorsedijk in Mierlo. To this end, three (public participation) meetings were organized, during which the area’s strengths and opportunities were identified and ideas for its future development were exchanged. This participatory process has resulted in a (draft) development plan that addresses the question of which functions can be accommodated in the area and how we can simultaneously preserve and enhance the area’s qualities. In accordance with the earlier process agreements, we propose to submit the draft Goorsedijk Development Plan to the Spatial Planning Committee for its consideration. 9 | Memorandum on the Adoption of Amendments to the Genoenhuis Environmental Plan Since the Omgevingswet took effect Omgevingswet January 1, 2024, the municipality has automatically (by operation of law) had a single environmental plan. This environmental plan replaces all existing zoning plans (and management regulations). We must convert this temporary environmental plan into a full-fledged environmental plan by 2032 at the latest. The conversion from the temporary to the new environmental plan will take place in stages and on an area-by-area basis. The first amendment concerns the Genoenhuis residential area in Geldrop. In addition, the preparatory decision adopted by the council last year regarding commercial units on industrial parks is also incorporated into this plan. After the informal participation process was completed in 2025, the formal procedure was initiated in March with the publication of the draft decision. The amendment to the Environmental Plan is now ready for adoption. The council resolves: 2. 10 | Policy Memorandum on the Presentation of the Results of the Public Participation Process for Dorpsstraat 210 On January 27, 2026, the municipal executive approved the administrative mandate to establish development criteria for the redevelopment of Dorpsstraat 210 in Mierlo. These criteria will be drawn up based on established policy and input from the public engagement process. A meeting for those directly involved was recently held, and street interviews were conducted with visitors to the town center. The results will be presented to the Spatial Planning Committee. The input gathered during the public engagement process will be reviewed. Additionally, considerations arising from the public engagement will be presented to further shape the study of the development criteria. The Executive Committee has decided to forward the agenda request to the Council to schedule the presentation on the redevelopment of Dorpsstraat 210, Mierlo, for the committee meeting. | |
11 | Policy Paper on Updating the Client Participation Regulation under the Participation Act & Minimum Income Standards for the Municipality of Geldrop-Mierlo 2026 GR Senzer fulfills the mandatory client representation requirement under the Participation Act through the Regional Client Council. The form and structure of this Regional Client Council have recently been revised. The 2015 Geldrop-Mierlo Participation Act Client Participation Regulation governs the local Client Council (CPM). This ordinance also includes a provision regarding regional coordination. Due to the changes in the Regional Client Council, this provision is no longer sufficient. An update to the ordinance is therefore necessary. This proposal amends the ordinance so that it effectively aligns with the revised regional structure. The Executive Committee resolves: | |
12 | Response to the City Council’s proposal regarding questions under Article 36: SAMEN accident on Sluisstraat Together, Article 36 raised questions about traffic safety and risks following an accident on Sluisstraat in Geldrop. The council decides to approve the attached response to the written questions from SAMEN. | |
13 | Board Proposal for the Construction of Hockey Field 3 at HC Mierlo HC Mierlo’s Field 3 at the Oudven Sports Park no longer meets the standards set by NOC*NSF and the KNHB for safe use and the playing of league matches. The periodic quality inspection conducted by SGS Intron on February 28, 2025, indicates that the field is deemed insufficiently safe for continued long-term use. The Executive Committee resolves: €765,000, including VAT. | |

15 | Memorandum on the Construction Claim Agreement, Purchase and Development Agreement, and DIDA Publication Regarding 18 Owner-Occupied Homes in Centrum-West Following the unsuccessful development of a site, a compensation project was proposed in consultation with the developers (Houta Projectontwikkeling B.V. and Haagdijk Projectontwikkeling B.V.). Part of the compensation will take the form of 18 ground-level owner-occupied homes in Centrum-West. A construction claim agreement and a purchase and development agreement have been drafted for this purpose. This advisory memorandum serves as the basis for decision-making regarding the conclusion of these agreements, as well as the publication of the corresponding Didam notice. 18 | Memorandum on the Adoption of the Regional Implementation Strategy for Facilities (RUS-V) MRE The population of the Southeast Brabant region is projected to grow by approximately 20–25% by 2040. Growth without adequate infrastructure places pressure on schools, Health, sports, culture, and green spaces. Uncoordinated growth undermines quality of life and social cohesion, partly because this growth also results in changing demographics. That is why “Balanced Growth” and “Broad Prosperity” are key concepts here. The Regional Implementation Strategy for Facilities (RUS-V) is part of the 21 municipalities’ response to this challenge. The strategy outlines how we will collectively take responsibility to transform this scale expansion into a leap in quality. The Municipal Executive decides: |
