Policy Memorandum: Runway Pilot Program 2.0

Working helps status holders integrate more quickly. It helps them learn the language, build a network, and boosts their self-confidence. For this reason, the Ministry of Social Affairs and Employment has developed the “Startbanen” pilot programs. The city council is being informed about the “Startbanen 1.0” and “Startbanen 2.0” pilot programs through a council information letter.

The Executive Committee has decided to approve the attached council information letter regarding the entry-level job pilot program and to forward it to the City Council.

Advisory Memorandum on the Sale of Land by Enexis Near Spaarpot 24 in Geldrop

Enexis Netbeheer BV (hereinafter referred to as “Enexis”) intends to construct an electrical substation at the front of the lot located at Spaarpot 24 in Geldrop. The land is still owned by the municipality, and Enexis wishes to acquire ownership of it. A purchase agreement has been drawn up for this purpose.

The council has decided to approve the purchase agreement and to correct the date of the council decision as stated in the agreement for the sale of land to Enexis for the purpose of constructing a transformer station on Spaarpot.

Policy Memorandum: Roadmap for the Decommissioning of the “Art & Kitsch” Collection, Municipality of Geldrop-Mierlo

Once the inventory and appraisal have been completed, the Executive Board requests a policy memorandum setting out the considerations regarding retention and deaccessioning. The Executive Board wishes to review these considerations and the proposed guiding principles before any deaccessioning measures or other follow-up steps are implemented.

The council resolves:
1. To approve the recommendation from Business Art Service as described in Appendix 1 and to proceed with the disposal of the collection as shown in Appendix 2.
2. To commission Business Art Service to deaccession the collection as described in Appendix 1.

Advisory Memorandum: Comments on the Draft Brabant Water Board Regulation

The three water boards in Brabant are in the process of amending their Water Board Regulations. The draft of the new Water Board Regulations is currently available for public review. This allows the municipality to submit its comments regarding the proposed amendments.

The council decides to endorse the opinion and forward it to the Water Board.

Policy Memorandum: Pilot Project to Strengthen Collaboration Among General Practitioners as Part of Task Force 2026 (1)

In 2019, the Social Domain Task Force was established to make the social domain future-proof and financially manageable. As part of the “Strengthening Collaboration with Primary Care Practices” project, research was conducted into how collaboration between the municipality and primary care physicians can be improved. Discussions with stakeholders and a comparison with other municipalities show that having municipal staff physically present in general practices yields positive results. Therefore, it is proposed to develop a new approach in which the municipality, general practitioners, and youth practice support workers (POH-jeugd) collaborate more closely from within the general practice. By speaking with parents and/or young people together and conducting a broad, systems-oriented triage, the request for help can be carefully assessed in Map , and it can be determined which support or Health is the best fit. The guiding principles are normalization, light support where possible, family involvement, and sustainable solutions.

It is proposed to test this approach for one year through a pilot program at a single family practice in Geldrop-Mierlo. Based on positive experiences elsewhere, it is expected that this will lead to a reduction in the need for specialized youth services and cost savings, thereby recouping the investment in the pilot. 

This approach serves as a precursor to the recently launched Stevig Lokaal Team (SLT) in Coevering. The experience gained—particularly in collaboration with general practitioners—can contribute to the rapid implementation and further development of the SLT at other locations in Geldrop-Mierlo.

The council resolves:
1. To approve the allocation of: 16 hours per week of a youth social worker; 3 hours per week of a project manager; 0.5 hours per week of a behavioral expert, for a period of one year, for the preparation, implementation, and evaluation of a pilot program at a single family practice, aimed at strengthening cooperation between the municipality and the family practice, for a total amount of €61,816.25.
2. To approve the allocation of €61,816.25 for the implementation of the pilot and to cover this investment from the Youth Services budget, in anticipation of the cost savings on specialized youth services that the pilot is expected to yield.
3. To evaluate the effectiveness of the initiative after six months and to incorporate the results into the 2028 budget.

Policy Memorandum on Waste Collection on St. Catharinaweg, Luchen

At the corner of St. Catharinaweg and Luchen, 15 (starter) apartments are to be built. The waste generated by these future households will need to be collected. The waste management policy of the municipality of Geldrop-Mierlo stipulates that underground waste collection must be implemented for apartment buildings. Several locations have been evaluated for these containers. The most feasible location would impact the trees and green spaces. For this reason, the municipal executive is being asked to make a decision regarding the location of the containers.

The council resolves:
1. To approve the proposed location for waste containers for the residential development on St. Catharinaweg, Luchen (Appendix 1).
2. To determine that, in this specific case, the importance of placing waste containers justifies the impact on the existing trees and green spaces.

Advisory Memorandum on the Grant Application for the Toekomstvisie Kern Zesgehuchten Foundation

On June 25, 2026, the Toekomstvisie Kern Zesgehuchten Foundation submitted a grant application to hire a social planner for the area development of the Zesgehuchten town center. With this proposal, your council is asked to make a decision on this grant application.

The council has decided to reject the grant application from the Toekomstvisie Kern Zesgehuchten Foundation, received on June 25, 2026.

Policy Memo on Replacing Electrical Street Cabinets

This advisory memorandum follows the Executive Board’s decision dated August 25, 2026 (document no. 3720066) regarding the replacement of the electrical street cabinets on Molenplein in Mierlo, and specifically the council proposal to make the funds available. Contrary to decision point 3, which called for addressing the financial implications through the second interim report of 2026, we wish—in order to maintain momentum—to address the financial implications through the seventh budget amendment.

The Executive Board resolves:
1. To approve the council proposal and place it on the agenda for the Spatial Planning Committee on October 5, 2026.
2. To take note of the deviation from decision point 3 in the advisory memorandum (document no. 3720066). 
3. To approve the forwarding of the agenda request to the Agenda Committee for consideration by the Spatial Planning Committee on October 5, 2026.

The May Circular 2026 was published on May 29, 2026, and outlines the financial implications of the national government’s Spring Memorandum for municipalities. For Geldrop-Mierlo, the circular results in a positive adjustment to the general grant.

The Executive Board has decided to submit the council proposal in the May 2026 circular to the City Council for a decision.

Council Proposal: Amendment to the General Regulations of the Southeast Municipal Health Service (GGD Zuid-Oost)

In January 2026, the draft of the sixth amendment to the Joint Regulation of the GGD Brabant-Zuidoost was submitted to the participating municipalities. The amendment addresses three areas: updating the legal basis for compulsory education and early school leaving, clarifying the basis for the processing of personal data, and including the “Nu Niet Zwanger” program in the GGD’s core services. On April 20, 2026, the municipal council adopted a statement of opinion on the draft. The GGD’s General Board weighed the opinions received and made no substantive changes to the draft regulation. In a letter dated August 17, 2026, the General Board asked the municipal executives to approve the amendment. The municipal executive can only do so after the municipal council has granted its approval. The GGD is asking the municipalities to notify it of their decision by November 16, 2026, at the latest.

The Executive Committee resolves:
1. To propose to the City Council that it grant the Executive Committee authorization to approve the sixth amendment to the Joint Regulation of the Brabant-Zuidoost Municipal Health Service (GGD Brabant-Zuidoost).
2. Upon receiving authorization from the City Council, to approve the sixth amendment to the Joint Regulation of the Brabant-Zuidoost Municipal Health Service (GGD Brabant-Zuidoost).
3. To submit the council proposal for a decision to the municipal council meeting on October 26, 2026, and to send the corresponding agenda request to Municipal Clerk’s Office for that purpose.
