Advisory Note on Gladness Control 2025-2026

The basic principles for ice control are set forth in the Ice Control Policy Plan 2025-2030.
Annually, the operational smoothness control plan is adopted by the college. The operational plan includes the gritting routes and personnel deployment.

The college decides to adopt the Operational Gladness Control Plan season 2025-2026.

Advisory note RIB research transfer value Appa Wtp

On January 1, 2028, all aldermanic pensions will be transferred to the ABP and all pension payments will no longer take place through the municipality but will be made through the ABP.
A value transfer must take place. In order to estimate the amount to be transferred, we participated in a study initiated by the Ministry of the Interior and Kingdom Relations.
These results are now known.

The college decides to send the attached council information letter to the council.

College proposal technical adjustment white goods regulation

On October 21, 2025, your college approved the White Goods Provision Policy 2025. After further investigation, there appears to be a technical imperfection in the current version of the policy rules provision of white goods Geldrop-Mierlo 2025. Through this proposal we are asked to correct this. The policy rules have not yet been published, and therefore are not yet in force.

The current version of the policy rules refers to a reference date, which unintentionally also applies in case an application will be submitted. However, in the case of an application, the reference date should not be the reference date, but the date of application. As an example, this causes residents who have moved to the municipality of Geldrop-Mierlo after the reference date of September 10, 2025, to unintentionally fall outside the white goods scheme. The policy rules have been clarified and simplified on this point in article 3 paragraph 1 and paragraph 2, and article 4 paragraph 2 and paragraph 3.

The College decides to revoke the Policy Rules for Provision of White Goods Geldrop Mierlo 2025 as adopted on October 21, 2025 and to adopt the new version Policy Rules for Provision of White Goods Geldrop Mierlo 2025 (Annex 1).

Advisory note Results of research into a heat grid in Coevering

The Dutch government has determined that homes should no longer be heated with natural gas by 2050. Municipalities have the task of providing clarity on the most suitable alternative to natural gas. Research has taken place into the technical and financial feasibility of a heat network in Coevering. This advisory memorandum discusses the results of this research.

The college decides:
1. To take note of 'Feasibility study heat grid Coevering' .
2. To decide not to opt for a heat network in Coevering at this time.
3. To decide to encourage homeowners in Coevering to choose an electric heat pump as an alternative to natural gas.
4. To decide to determine at the reassessment of the Heat Program in five years whether there is cause for additional research into alternatives to natural gas.
5. To approve the council information letter and forward it to the council.

Advisory note on energy guides heat transition Kerkakkers and Coevering

The Dutch government has determined that homes should no longer be heated with natural gas by 2050. It is now clear that buildings in Kerkakkers and Coevering will be heated by means of a full electric heat pump in the future. To give homeowners an action perspective, customized energy guides were created for these neighborhoods to guide them through the sustainability process.

The college decides:
1. To approve the energy guides for Kerkakkers and Coevering.
2. To decide to have the energy guides distributed in the neighborhoods.
3. To agree to the council information letter and forward it to the council.

Advisory note Final direction of governance and steering

Since 2019, the Geldrop-Mierlo organization has been developing into an agile organization that integrally responds to social issues and is in control. In 2020, this resulted in a modified organizational structure and further professionalization was worked on from four development tracks. Within the development track Working with programs, the question arose in 2023 whether the - at the time - current method of control was sufficient for the control of programs. This led, within the development track Managing and steering, to an evaluation of the steering method. The result was an experimental garden aimed at a hybrid form of steering for both line and program activities. The pilot project has now been completed and, based on the results, a final decision must now be taken regarding the future method of steering the organization.

The College decides to approve:
1. The continuation of the hybrid management of line and tasks, whereby:
1.1 The departmental columns have been abandoned.
1.2 All team managers are under the direction of the corporate manager with focus area 'Line'.
1.3 The tasks are managed by the corporate manager with focus area 'Tasks'.
2. Maintaining the formative size of the CMT (3 Fte).
3. The steering method on the total, line and tasks.
4. Leaving the team manager position unchanged.
5. Leaving the steering line 'line' (Annex 1) unchanged.
6. Changing the steering line 'programs: from programs to tasks (Appendix 1).

The council will be informed of the progress of the social domain task force through the quarterly report.

The college decides:
1. To approve the content of the quarterly report of the Task Force on Social Domain Q3 2025.
2. To forward this to the council by means of a RIB.
