3 | Policy Paper: Evaluation of the East Brabant Drug Agreement 2025–2030 In 2025, the East Brabant Administrative Steering Group (hereinafter “BRG”) and subsequently your municipal executive adopted the 2025–2030 Covenant on Addressing Drug Hotspots (hereinafter “Drug Covenant”). According to Articles 16.1 and 16.2 of the Drug Covenant, the parties commit to evaluating the covenant and their collaboration every two years. The BRG has decided to conduct an evaluation after one year instead of the biennial evaluation specified in the agreement. The reason for this is that new laws and regulations have come into effect since the agreement was adopted, including amendments to the Opium Act. List 1a of the Opium Act has been added to the agreement. The Province has also been added as a partner to the agreement. |
4 | Policy Paper on Data-Driven Work Data-driven working is no longer being developed solely by the municipality of Geldrop-Mierlo; since the beginning of 2026, it has been tackled jointly by the Dommelvallei organizations. By pooling their knowledge, capacity, and resources, the participating organizations can respond more efficiently to the increasing complexity of data and information issues. In this letter, we would like to inform you about this development and the next steps for the coming period. |
5 | Policy Paper on Strategic AI Policy for Dommelvallei Organizations, 2025–2029 The Dommelvallei Authority and the municipalities of Geldrop-Mierlo, Nuenen, and Son en Breugel—hereinafter referred to as the Dommelvallei organizations—embrace the possibilities offered by artificial intelligence, such as ChatGPT and Microsoft Copilot. The AI policy outlines objectives, areas of application, legal frameworks, ethical principles, and an implementation strategy. Explicit attention has been paid to privacy legislation (GDPR), the AI Regulation, the Cybersecurity Act (Cbw, the law that ensures implementation of the NIS2 Directive), the BIO, and sector-specific laws such as the Social Support Act (Wmo), the Youth Act, and the Participation Act. Steering and responsibilities (also referred to as “governance”) are broadly and multidisciplinary in scope: ranging from management to users and from IT to residents. |
6 | Policy Memorandum on the Health Additional Duties Agreement Health School Hours The current system of youth support in special (elementary) education is fragmented. Students receive individual assessments, which results in many different youth support providers at a single school. This hinders effective collaboration and leads to unnecessary costs and bureaucracy. On September 30, 2025, all 11 municipal councils in the “Een 10 voor de Jeugd” procurement region approved the launch of a joint procurement process to collectively organize and finance Health Onderwijstijd.” This decision granted a mandate to the program manager of “Een 10 voor de Jeugd” (10vdJ) to decide, on behalf of the 11 municipalities, to enter into agreements for the procurement of Health Onderwijstijd.” However, with the entry into force of the joint arrangement, this mandate has lapsed. The decision that Health School Hours” will be procured through the “A 10 for Youth” procurement partnership remains in effect. This agreement stipulates that the “A 10 for Youth” Youth Region Joint Arrangement may carry out the procurement tasks related to Health School Hours” on behalf of the municipality. |
7 | Memorandum on the Decision to Reject the Appeal Against the Enforcement Request By decision dated January 26, 2026, a request to take enforcement action against various violations was rejected. An appeal against this decision was filed by certified mail on February 7, 2026. The appeal was referred to the Appeals Commission. The Commission issued its recommendation on June 1, 2026. A decision on the appeal is currently being made. |
8 | Policy Memorandum: Annual Report of the Appeals Committee and Complaints Committee 2025 In accordance with the Regulation Objections and Complaints Committee Geldrop-Mierlo 2023, the Objections and Complaints Committee reports annually on its activities in the preceding calendar year. |
9 | Questions from SAMEN about specialized childcare, May 21 SAMEN has submitted questions regarding the youth assistance product Specialist After-School Care. The answers to these questions can be found in the appendix. |
10 | City Council Proposal: 2025 Annual Report on Child Care Child care includes the following services: Daycare Centers (KDV), After-School Care (BSO), Child Care Agency (GOB), and Child Care Facilities (VGO). Under the Child Care Act, municipalities are responsible for supervising and ensuring the quality of child care services. The Municipal Executive reports annually on the performance of its duties to both the municipal council (the horizontal supervisory body) and the Education Inspectorate (the intergovernmental supervisory body). Accountability to the Inspectorate is fulfilled through the attached annual report. |
11 | Executive Proposal: Council Information Letter on Regional Advisory Opinion on the 380 kV High-Voltage Transmission Line Between Maasbracht and Eindhoven National grid operator TenneT is set to construct a new 380 kV overhead high-voltage transmission line between the Maasbracht and Eindhoven high-voltage substations. The national government is currently following a project procedure for this. Before the minister selects a preferred route through a preference decision, she will request a regional recommendation from the local authorities. The province of North Brabant, together with the province of Limburg and all relevant municipalities and water boards, will initiate the process to arrive at a joint regional recommendation. The two provinces will submit this recommendation to the minister on behalf of all local authorities in January 2027. |
12 | Policy Memorandum on the Update to the APV 2026 - Text Suggestions from the Council Committee On June 22, 2026, the council committee discussed the update to the Geldrop-Mierlo General Local Regulation (APV). During this meeting, a number of suggested amendments were made to the proposed changes to three articles. This advisory memorandum explains how and why these suggested amendments are being adopted. |
