7 | Memorandum from the Executive Board on Extending the Terms of the RVP and IVP Every four years, the safety policy goes through a cycle, and plans are adopted at various administrative levels. Both the local Comprehensive Safety Plan and the Regional Safety Plan are in effect through 2026. Due to the need to develop an improved and updated cycle, the plans must be better coordinated with security partners. To foster greater collaboration at the Dommelstroom Basic Team level, the possibility of adopting a single, joint Basic Team Security Plan is being explored, which could be implemented as of 2028. This necessitates a one-year extension of the term of the current “Integrated Safety Plan 2023–2026.” To ensure better alignment with these plans at the regional level and in light of current developments, a two-year extension of the Regional Safety Plan’s term is proposed to allow for the development of a new plan starting in 2029. The City Council will be informed of this and may submit any requests or concerns regarding the matter. |

The study consisted of a policy evaluation, a benchmark analysis, and project interviews. The findings and recommendations have been incorporated into an updated version of the appendix to the Land Policy and Cost Recovery Program. During the presentation to the municipal executive, it was noted that this study provides a good opportunity to conclude the discussion regarding whether the municipality’s cost recovery is too high and is causing delays.
