Draft Advisory Memorandum on the Priority List for Housing Construction in Geldrop-Mierlo

Our region is facing grid congestion: Enexis does not have sufficient electricity transmission capacity to process all requests for new or higher-capacity connections. As a result, housing construction projects are being delayed, even if they have already been approved under urban planning regulations. To address this problem, the Netherlands Authority for Consumers and Markets (ACM) has enacted the Code Decision on Prioritization of Transmission Requests, which applies throughout the Netherlands. As of October 1, we must therefore apply for electricity for housing projects we intend to complete over the next 10 years—a process known as “early application.” 

To determine the order of these applications, policy rules were previously established. These rules govern the submission, assessment, and ranking of housing construction projects for inclusion on a priority list. The rules ensure a transparent, objective, and non-discriminatory allocation of scarce transmission capacity, with due consideration for the public interest and legal certainty. 

These policy rules have now been adopted. The next step is to draw up a draft priority list for our municipality. This advisory memorandum presents this draft priority list.

The council resolves:
1. To approve the draft priority lists for housing construction in Geldrop-Mierlo;
2. To approve the attached council information letter.
