| Advisory Memorandum on the Geldrop-Mierlo Participation Ordinance 2026 Participatory working is an organization-wide initiative within the “Organization” budget program. One objective of this initiative is the implementation of the Participation Ordinance. A new development is that, pursuant to the Act on Strengthening Participation at the Decentralized Level—which is incorporated into Section 150(3) of the Municipalities Act—municipalities are required to have a participation ordinance in place by January 1, 2027, that includes the so-called “right to challenge.” This contributes to a careful and transparent approach in which residents, business owners, and civil society organizations are given the opportunity to actively contribute ideas, participate in discussions, and engage in municipal policy and the implementation of municipal tasks. The “Geldrop-Mierlo Municipality Participation Ordinance 2026” is hereby submitted to you for adoption (hereinafter: the Participation Ordinance). This ordinance provides a legal and policy framework for the application of participation within the municipality. In addition, as part of the “Participatory Working” initiative, investments will be made in the coming years to strengthen participatory working practices. Part of this is the “Guidelines for Participation in Spatial Initiatives,” September 2024. These guidelines will be updated following consultation with the council and will apply not only to spatial initiatives. |

| Policy Paper on the Brainport Approach to Network Congestion On April 13, 2026, Enexis announced a moratorium on new connections to the power grid: as of July 1, 2026, all new connection requests in several municipalities within the Metropolitan Region will be placed directly on a waiting list, and more substations are needed. At the Brainport Administrative Consultation on May 27, 2026, it was agreed that the national government and the region, together with TenneT and Enexis, would establish a joint crisis response plan, similar to the one in the FGU area. The goal is to prevent grid congestion from hindering Brainport’s scaling up; to this end, a package of measures will be developed, offering potential solutions for areas designated “code red.” On August 27, 2026, the mayors of the 21 MRE municipalities were informed; during the combined municipal executive meeting, it was decided that the Brainport Approach to Grid Congestion would be submitted to the municipal executive boards for approval. |
| City Council Proposal on Scenario Selection for Marktplein and Post Office Location Since 2008, the municipality has been working on the redevelopment of the city center. The Marktplein, home to Albert Heijn and Nettorama, is a key location in this project. For a long time, planning efforts with market stakeholders failed to gain traction. As a result, in 2020, the municipality sought funding to get this development—among others—off the ground. In 2021, the municipality received a grant from the Housing Stimulus Program, bringing the revitalization of the city center one step closer. Significant steps have since been taken: the zoning plan for the Bezorgershof has been adopted, and the former post office has been purchased and demolished. Last year, a letter of intent was signed with a development consortium (Rialto/Whoon) to assess the feasibility of redeveloping the market square. The parties intend to further formalize this letter of intent into a cooperation agreement. This marks the first steps toward actually realizing the redevelopment of this area. For example, the Nettorama building was purchased in consultation with the relevant parties, land parcels at the post office site were acquired, and various scenarios were identified that are feasible based on the framework established by your council. Discussions have also been held with various stakeholders, such as landowners, supermarkets, business owners, tenants, and organizations. In order to proceed in a focused manner with the revitalization of these important development sites in the city center, it is important to now make a choice among the various development scenarios. The key question in this phase is what role the supermarkets will play in the city center, as this decision will guide the further elaboration of the development options. To objectively assess the various scenarios, we asked Movares and Retail Prospect to assist us. They examined three scenarios: -Barbell model: The Nettorama at the site of the former post office, a larger Albert Heijn on the Marktplein, and the closure of the Albert Heijn on Eindhovenseweg. -Spread-out model: The Nettorama at the site of the former post office, the Albert Heijn on Marktplein, and retention of the Albert Heijn on Eindhovenseweg; -Marktplein cluster: Relocating the Nettorama and Albert Heijn back to Marktplein and retaining the Albert Heijn on Eindhovenseweg. In all scenarios, there is also room for neighborhood shops and new housing. In selecting the scenarios, the effects of each were examined at various levels: 1. The effects on the supermarket structure were assessed across the entire town of Geldrop; 2. At the downtown level, the municipality’s objectives and ambitions for the downtown area were considered; 3. At the site level, the expansion possibilities at each location were evaluated. Based on this analysis, the dumbbell model emerged as the best option. |
| Municipal Executive Proposal: Resolution on the Municipal Executive’s Mandate to the Employers’ Committee On October 26, the City Council adopted the 2026 Employer Committee Ordinance (see attached council resolution). Through this ordinance, the council has transferred its powers regarding its role as an employer to the Employers’ Committee. In order to perform the legal acts under private law that arise from the exercise of these powers, the Employers’ Committee requires a mandate from the municipal executive. Hence, this mandate resolution. |
| Policy Memorandum: Service Concept 2026 The municipality of Geldrop-Mierlo has developed a new service concept that sets the direction for the development of municipal services in the coming years. The concept outlines the ambition for service delivery, based on the organizational values of reliability, commitment, and creativity, and identifies five key priorities for the further development of services. With this proposal, the service concept is adopted as a framework for municipal services. Once adopted, objectives and actions will be incorporated into the “Services” theme in the multi-year budget and the Planning and Budgeting (P&C) cycle. |
