Policy Memorandum on the Implementation of the Temporary Restraining Order Act Using Support Software from Khonraad

Imposing a temporary restraining order is a far-reaching administrative measure that requires careful, timely, and uniform implementation. Implementing this measure places high demands on cooperation, information sharing, and record-keeping between the municipality, the police, and Veilig Thuis.

The temporary restraining order module developed by Khonraad (hereinafter: the Khonraad module) supports professionals from the municipality, the police, and Veilig Thuis in a clear and secure workflow. This ensures timely and careful decision-making through collaboration among the parties involved.

The council resolves:
1. To purchase and implement the “temporary restraining order” module from Khonraad for the enforcement of the Temporary Restraining Order Act;
2. To include the one-time costs (€532.62) for 2026 and the estimated annual recurring costs (€1,972.15) in the 2027 budget and beyond, and to cover these costs from the Safety Policy budget.

Policy Memorandum on the Bizob 2025 Results

This advisory memorandum is submitted to the Municipal Executive to bring to its attention a letter from Bizob regarding the distribution of the net income for the 2025 fiscal year.

Bizob is a foundation that oversees procurement processes in the region. As a participating organization, we have had a contract with Bizob for this purpose for several years. Bizob operates on a cost-sharing system, whereby the organization’s costs are allocated among the participating organizations. This allocation is not made in equal shares but is linked to the level of services they receive from Bizob.

The financial result for the 2025 fiscal year, minus the withdrawal from equity for the purpose of building resilience, results in a positive balance. The surplus will be returned to the participating organizations. Geldrop-Mierlo will receive a payment of €68,228.05, including VAT. This amount will be allocated to the “procurement and tendering” budget for 2026.

The council decides to take note of the letter regarding the distribution of Bizob’s net income for the year 2025.

Memorandum on the Decision Regarding the Objection to the Placement of an Underground Waste Container on Heggestraat

On February 10, 2026, an appeal was filed against a decision that had not yet been made. For this reason, on June 8, 2026, the Appeals Commission recommended that the appeal be declared inadmissible.

The college decides to declare the objection inadmissible.

Advisory Memorandum on the Decision Regarding the Appeal Against the Tree Felling Permit for Nuenenseweg

On January 7, 2026, an environmental permit was granted for the removal of four trees across from Nuenenseweg 165 in Geldrop. The trees are dying, posing a risk of broken branches. An objection has been filed against this decision. The objector is concerned about increased noise pollution and the precedent this sets.

The Board decides:
1. To declare the objection inadmissible.
2. To inform the objector that an appeal may be filed with the court.

Policy Memorandum on the Reconstruction and "Blue Vein" Project on Adelaartlaan in Geldrop

The municipality of Geldrop-Mierlo is preparing for the reconstruction of Adelaartlaan and the construction of a “Blue Vein” in the Coevering neighborhood. The project aims to improve water management, traffic safety, quality of life, and the quality of public spaces.

A preliminary design has been drawn up for the project, which integrates various disciplines, such as traffic, green spaces, sewer systems, and climate adaptation. Among other things, the design calls for the construction of a stormwater drainage system (Blue Vein), the replacement of the pavement, and improvements to the layout of public spaces.

By a decision dated January 13, 2026, the municipal executive has already approved the release of the preliminary design for public participation. This advisory memorandum additionally requests that the participation plan be adopted and that the further participation procedure be formally ratified.

The council has decided to defer the proposal because it is not yet sufficiently ready for a decision. The council requests a more detailed explanation of the relationship between the current participation proposal, the 2015 participation standard, and the council’s decision-making role. In addition, the council notes that the proposal does not sufficiently clarify what participation has taken place, what participation is still to take place, and how this relates to the schedule. It is also notable that the advisory memorandum contains more substantive information than the participation proposal itself. Because the participation proposal refers exclusively to informing residents, it gives the impression that no participation is taking place. The City Council also asks whether the Communications team was involved in the development of the proposal.

The City Council sees a need for a clear, uniform standard for these reconstruction and redevelopment projects, in which the participation approach, the various stakeholders, the timing of participation, and the City Council’s role in the process are clearly described.

Advisory Memorandum on the Executive Board’s Proposal for the 2025–2026 Archives and Information Management Improvement Plan and the KPI Report for IBT Oversight in 2026

Each year, the improvement plan for records and information management is submitted to the province as part of the intergovernmental oversight (IBT) process. Every two years, the Key Performance Indicators (KPI) report must also be submitted as part of the information arrangement. Based on this information arrangement, the province assesses records and information management on a three-point scale: satisfactory/partially satisfactory/unsatisfactory.

The Executive Board resolves:
1. To adopt the 2025–2026 Improvement Plan for Records and Information Management;
2. To adopt the KPI Report for April 2024–April 2026;
3. To approve the submission of the following documents to the Intergovernmental Oversight Body (IBT);
