Adoption of the provisional agenda for the Executive Board meeting on April 7, 2026

Decision on the objection to the designation of permanent spreading fields

On December 16, 2025, your council decided to grant a permit to designate the St. Jozef Cemetery in Geldrop and the H. Lucia Cemetery in Mierlo as permanent scattering grounds, as referred to in Article 66b of the Burial Act. On January 3, 2026, the council received an objection to this decision. The Appeals Committee reviewed the case during a hearing and issued a recommendation. This proposal requests that your council issue a decision on the objection.

In accordance with the committee’s recommendation, the council has decided to declare the objection inadmissible and to uphold the contested decision.

Board Proposal: 2025 Annual Report of the National Ombudsman

The National Ombudsman has provided the Overview of Requests Handled and Received from January 1, 2025, through December 31, 2025 (hereinafter referred to as “the overview”). 

The overview shows that in 2025, 16 requests/complaints were received and 15 requests/complaints were resolved (one of which was received in 2024). Two complaints received in 2025 will be further processed in 2026. 


According to the overview, the complainant was informed or referred in 13 cases. In two cases, an intervention took place. Neither of these cases relates to complaints concerning the conduct of an administrative body of the municipality of Geldrop-Mierlo.

The Executive Board resolves:
1. to take note of the Overview of Requests Handled and Received from January 1, 2025, through December 31, 2025, submitted by the National Ombudsman.
2. to forward the Overview of Requests Handled and Received from January 1, 2025, through December 31, 2025, submitted by the National Ombudsman, to the Council for information.

Policy Paper on Ownership and Management of Windmills in Geldrop-Mierlo

Over the past five years, the management of the Standerdmolen in Mierlo and ’t Nupke in Geldrop has been governed by a building lease agreement. In accordance with the terms of this agreement, an evaluation was recently conducted as that period drew to a close. The evaluation revealed that the arrangements regarding maintenance, funding, and the foundation’s governance do not sufficiently align with their intended purpose, as originally agreed. The foundation has also considered the future and identified three scenarios for this. Given the complexity and the need for further clarification regarding risks, finances, governance, and collaboration, it is proposed to select option 2 (in the evaluation in Appendix 1) and to implement it in consultation with the relevant board members and millers.

The council resolves:
1. To take note of the results of the evaluation of the easements for the two windmills in Geldrop-Mierlo and not to renew the easements.
2. To approve the establishment of two separate foundation boards for the future management and maintenance of the two windmills.

The municipality of Geldrop-Mierlo participates in various joint arrangements to tackle regional challenges collectively and, where applicable, because participation is directly required by law and regulations. Each year, these arrangements submit their draft budgets to the participating municipalities. Under the Joint Arrangements Act, the municipal council may submit an opinion on this matter. The municipal executive prepares this through a council proposal and a draft opinion letter, after which the council may provide points for consideration before the General Board definitively adopts the budget.

The Executive Board resolves:
1. To submit the council proposal “Opinion on the 2027 Draft Budget of the Brabant-Zuidoost Safety Region” to the council for a decision. 
2. To respond to the 2027 draft budget of the Brabant-Zuidoost Safety Region (VRBZO) with the attached opinion letter. 
3. To incorporate the financial implications, in anticipation of the adoption by the VRBZO General Board, into our municipality’s 2027 program budget and 2028–2030 multi-year estimate.

The municipality of Geldrop-Mierlo participates in various joint arrangements to tackle regional challenges collectively and, where applicable, because participation is directly required by law and regulations. Each year, these arrangements submit their draft budgets to the participating municipalities. Under the Joint Arrangements Act, the municipal council may submit an opinion on this matter. The municipal executive prepares this through a council proposal and a draft opinion letter, after which the council may provide points for consideration before the General Board definitively adopts the budget.

The Executive Board resolves:
1. To submit the council proposal “Opinion on the 2027 MRE Draft Budget” to the council for a decision.
2. To propose that the council respond to the 2027 MRE Draft Budget and the accompanying documents using the attached opinion letter. 
3. To decide to incorporate the financial implications, in anticipation of the adoption by the General Assembly, into the 2027 program budget and the 2028–2030 multi-year estimate.

Memorandum on the Purchase Agreement and Dida Publication Regarding Social Housing in Centrum West

The housing association Stichting Woonbedrijf intends to have 39 social housing units built in Centrum West in Geldrop. The land is owned by the municipality of Geldrop-Mierlo, which has led to the drafting of a purchase agreement. In accordance with the guidelines of the Didam ruling, this proposed land sale must be published. The purchase agreement may be signed twenty calendar days after the date of publication of the intention to sell, unless third parties file for preliminary relief. The signing of this purchase agreement is tentatively scheduled for Thursday, April 30, 2026, for which a power of attorney is required.

The Municipal Executive resolves:
1. To approve the purchase agreement for Centrum West with Woonbedrijf.
2. To approve the public notice regarding the proposed sale of the Centrum West property to Woonbedrijf for the purpose of constructing social housing. 
3. To approve granting a mandate to Alderman Gestel or his potential successor to sign the purchase agreement.
