City Council Proposal in Response to Questions Under Article 36, No. 2026.36.028, from WZGM/VVD Regarding AED Coverage

The Wij Zijn Geldrop-Mierlo/VVD political group has submitted Article 36 inquiries regarding AED coverage in the municipality of Geldrop-Mierlo.

The council decides to approve the response to the Article 36 questions 2026.36.028 regarding AED coverage.

Policy Memorandum on the Letter of Intent for the Akert Redevelopment

Wooninc., in collaboration with the Anna Zorggroep, aims to redevelop the former Akert care center into lifetime-adaptable social rental housing and affordable owner-occupied homes. To this end, they have entered into a memorandum of understanding. The site-specific principles are set out in the “Appelaar-Akert Principles Memorandum,” which is attached as an appendix to the letter of intent. The purpose of this letter of intent is to expedite a feasibility study of the plan’s development by Wooninc. and the municipality.

The council has decided to enter into the Letter of Intent on Accelerating Housing Construction regarding the (re)development of Akert in Geldrop.

Policy Memorandum on the 2026–2029 Events Implementation Program and Venue Profiles

This events implementation program and the accompanying venue profiles translate existing policy frameworks into practical implementation agreements and tools. These documents thus serve as the link between established policy and day-to-day implementation practices.

The council resolves:
1. To request that the mayor adopt the “Geldrop-Mierlo Municipality Events Policy Resolution 2026,” which includes the following decisions:
a. To adopt the Memorandum on Policy Choices for Events. 
b. To adopt the Events Implementation Program, including venue profiles.
c. To repeal the “Geldrop-Mierlo Municipality Events Policy 2010.”
2. To endorse the mayor’s proposed “Geldrop-Mierlo Municipality Events Policy 2026.” 
3. To inform the municipal council about the adoption of the implementation program and the venue profiles by means of the attached council information letter;
4. The previously adopted Circus Policy will be repealed as of the effective date of the 2026–2030 Events Policy Implementation Program.
5. To use the Implementation Program as a framework for licensing, supervision, enforcement, and cooperation with organizers and partners.

Policy Memorandum on the Administrative Positioning of Geldrop-Mierlo within the MidStad Brabant Partnership

The MidStad Agenda 2026–2027 calls for a clear administrative positioning of Geldrop-Mierlo within the partnership between the medium-sized municipalities of Brabant and the province of North Brabant. MidStad is a partnership among eight medium-sized municipalities in Brabant and the province of North Brabant; it complements existing regional partnerships by focusing on joint knowledge sharing, strategic positioning, and advocacy for issues that specifically affect medium-sized municipalities. For Geldrop-Mierlo, the “Broad Prosperity” program track is particularly relevant. To date, Geldrop-Mierlo, together with Waalwijk, has served as the lead municipality for this initiative. The municipal executive is asked to take note of the agenda and to indicate a preferred choice for the administrative leadership role regarding “Broad Prosperity.”

The council resolves:
1. To take note of the MidStad Agenda 2026–2027 and the course of action outlined therein for the collaboration between MidStad Brabant and the province of North Brabant. 
2. To recommend that Geldrop-Mierlo take an active but selective role within MidStad Brabant. This does not mean leading every program initiative, but rather being visible and setting the agenda on themes that align with Vision 2044 and the local priorities of Geldrop-Mierlo. 
3. To specify as a preferred course of action that Alderman be nominated again in the new administrative term as the administrative leader/ambassador for Broad Prosperity within MidStad Brabant.

Policy Memorandum on the Second Amendment to the Local Insulation Initiative Grant Program

On February 3, 2026, your council adopted the 2026 Geldrop-Mierlo Local Insulation Initiative Grant Program. This program has been very successful. We are seeing strong growth in the number of applications. If this growth continues, we will reach our grant ceiling within a few months. For this reason, the amendment resolution proposes raising the grant ceiling. In addition, there have recently been discussions with various homeowners’ associations (VvE) that wish to take advantage of the program. Several small private landlords operate in their buildings. Under the current program, it is not possible to award subsidies for rented apartments. The amendment resolution proposes to allow this in cases where an application is submitted through a homeowners’ association.

The council has decided to adopt the second amendment to the 2026 Subsidy Program for the Local Insulation Initiative in Geldrop-Mierlo.

Advisory Memorandum: Decision on the Application for an Environmental Permit for Mierloseweg 54

On December 19, 2025, an application for an environmental permit was submitted for the activity “Deviation from the rules in the environmental plan,” for the development of 24 apartments behind Mierloseweg 54 in Geldrop. During the assessment of the environmental permit application, several issues arose that stand in the way of granting the permit. Nevertheless, in accordance with the “yes, provided that” principle, officials examined the possibilities for the requested development while ensuring that the quality of the physical living environment remains safeguarded. However, this did not lead to the desired result. Given the course of the process and the complexity of the proposed development, the municipal executive is asked to make a decision on the application for an environmental permit.

The council has decided to postpone consideration of the proposal. The council sees opportunities for housing development at this location, but at the same time notes that the plan as presented does not meet the essential preconditions and binding principles. The portfolio holder is exploring possible solutions.

Policy Memorandum: Council Information Letter on the Entrepreneurs' Fund

In 2026, a phased process will be carried out to develop a widely supported proposal for a municipality-wide business fund. Each phase will conclude with a go/no-go decision. The first phase—the exploratory phase—has now been completed. Together with entrepreneurs and community organizations, we explored how an entrepreneurship fund for Geldrop-Mierlo could take shape. This phase concluded with an initial report, which, in accordance with a previous agreement, is being presented to the council for information purposes.

The Executive Committee has decided to approve the Council Information Letter on the Entrepreneurs' Fund and to forward it to the City Council.

Policy Memorandum: Decision on Objections—Eenbes

On August 7, 2025, an environmental permit was granted for temporary modular school facilities at Het Klokhuis Elementary School (part of De Eenbes) at Hazelaar 47 in Geldrop (17712687487).
Two objections were filed against this decision, one of which was filed on behalf of several local residents. The Appeals Committee recommends providing further justification for the decision, conducting a more detailed investigation into the parking standards, re-evaluating the construction plan against the building regulations of the environmental plan, assessing the impacts on the surrounding area, and considering any obligations to compensate for damages. A decision must now be made on the objections that have been filed.

The Board decides:
1. To declare the objections admissible;
2. To uphold the contested decision with additional reasoning and a permit condition;
3. To allow for a minor change to the building’s location;
4. To inform the objector that an appeal may be filed with the court.

Policy Memorandum on the Appointment of the Children’s Mayor for 2026–2027

Following the application process for the position of Children’s Mayor of Geldrop-Mierlo for the 2026–2027 school year, Tamara Mollemans has been selected as the new Children’s Mayor. The selection committee unanimously decided to nominate Tamara. 

Throughout the school year, the Children’s Mayor plays an important role as a representative of the children within the municipality and helps amplify children’s voices. Tamara attends 't Schrijverke Elementary School. Her mission as Children’s Mayor is: “to make sure every child has a friend.” She wants to make her voice heard, stop bullying, and help children feel safe. She has several ideas on how to achieve this. To prepare for this role, Tamara will take a communication training course during summer vacation, focusing on topics such as presenting, public speaking, and representing the children of the municipality. We request that the council officially install the new children’s mayor during the meeting.

The council has decided to schedule the inauguration of the new children’s mayor for the 2026–2027 school year during the first quarter-hour of the council meeting on September 21.

Advisory Memorandum: Amended Version of the Tolerance Decision Regarding the Spaarpot 133 Temporary Shelter Facility

On July 7, 2026, your council decided to issue a tolerance decision for a temporary shelter facility for up to 54 unaccompanied minor foreign nationals (UMFs) at De Spaarpot. It has since become clear that the first residents may move into the temporary facility even before September 1, 2026. In addition, it may be necessary for preparatory construction and fit-out work to begin earlier than the period specified in the original tolerance decision. 

To prevent these activities from resulting in a non-tolerated situation, it is proposed that the tolerance decision be amended to reflect the actual schedule. The amended tolerance decision is therefore being resubmitted to your council for a final decision. The exact dates for occupancy and the start of work have been coordinated with the COA and the contractor.

The council resolves to adopt the amended tolerance policy in accordance with the attached draft resolution.
