Memorandum from the Executive Board on Extending the Terms of the RVP and IVP

Every four years, the safety policy goes through a cycle, and plans are adopted at various administrative levels. Both the local Comprehensive Safety Plan and the Regional Safety Plan are in effect through 2026.
Due to the need to develop an improved and updated cycle, the plans must be better coordinated with safety partners. To achieve greater collaboration at the Dommelstroom Base Team level, the possibility of working with a single joint Base Team Safety Plan is being explored, which could be implemented as of 2028. This necessitates a one-year extension of the term of the current “Comprehensive Safety Plan 2023–2026.”
To ensure better alignment with these plans at the regional level and in light of current developments, a two-year extension of the Regional Safety Plan is proposed to allow for the development of a new plan starting in 2029.
The city council will be informed of this and may submit any requests or concerns regarding the matter.

The Executive Board resolves:
1. To extend the term of the Comprehensive Safety Plan 2023–2026 for a period of one year.
2. To extend the term of the Regional Safety Plan 2023–2026 for a period of two years.
3. To inform the city council via the attached council information letter and to provide the opportunity to submit any wishes or concerns regarding the extension of the term of the Regional Safety Plan 2023–2026.

Advisory Memorandum: Appendix on Cost Recovery

In 2026, Fakton Consultancy and Metafoor Ruimtelijke Ontwikkeling conducted a study on the functioning, level, and application of cost recovery within the municipality of Geldrop-Mierlo. The study was prompted by indications that cost recovery might be relatively high and that this could affect the implementation of housing construction projects.
The study consisted of a policy evaluation, a benchmark analysis, and project interviews. The findings and recommendations have been incorporated into an updated version of the appendix to the Land Policy and Cost Recovery Program.
During the presentation to the municipal executive, it was noted that this study provides a good opportunity to conclude the discussion regarding whether the municipality’s cost recovery is too high and is causing delays. It was also noted that the benchmark comparison with other municipalities is important to the council, and the municipal executive therefore intends to share the report with the council via a council information letter.

The council resolves:
1. To take note of the research report “Cost Recovery in Geldrop-Mierlo – Evaluation and Benchmarking.”
2. To submit the updated appendices to the Land Policy and Cost Recovery Program to the City Council at the same time as the 2027 and subsequent budget proposals.
