Policy Paper on Wishes and Concerns Regarding Participation in the Regional-National Coordination Hub (KCR2) VRBZO

In recent years, the importance of supraregional and national cooperation in crisis management has continued to grow. Recent crises have shown that issues are increasingly transcending the regional level. Safety regions are therefore collaborating with the national government on the Regional-National Coordination Hub (KCR2), a national center for operational information exchange and crisis coordination. The council is being given the opportunity to express its wishes and concerns regarding the draft resolution to participate in the national KCR2 foundation.

Advisory Memorandum on the Authorization Form for the Draft Selection Decision

The evaluation of the 2020 Selection List of Municipalities and Intermunicipal Bodies and the new Archives Act, which will take effect on January 1, 2027, are two important reasons for drafting a new Selection Decision on behalf of municipalities. Due to the implementation of the new Archives Act, you are required to issue a new authorization. The previous authorization was issued under the old Archives Act, which means it will no longer be valid after January 1, 2027.

Policy Memorandum on Participation in the “Buurt in Beweging” Regional Plan

In Southeast Brabant, preparations are underway for the “Buurt in Beweging” regional plan. The project focuses on residents who, due to medical, social, or other barriers, find it difficult to participate in regular sports and physical activity programs. “ Health,” municipalities, neighborhood sports coaches, lifestyle coaches, and sports and physical activity providers are collaborating on this initiative. The approach consists of a guided exercise program lasting approximately 12 weeks and strengthening the local connection between Health and appropriate physical activity programs. A grant is being requested from the province of North Brabant for the regional implementation. Participating municipalities are asked to provide commitment and co-funding. This proposal submits Geldrop-Mierlo’s participation in the regional plan for approval.

Advisory Memorandum on the Adoption of the Zoning Plan for Bleekvelden 30, Mierloseweg 22–26, Geldrop

On December 29, 2023, the draft zoning plan “De Bleekvelden – Barrier in Geldrop” was published. The plan calls for the relocation of the Gamma store from De Bleekvelden to the Barrier and the construction of residential units with green spaces on properties at De Bleekvelden 30 and Mierloseweg 22, 24, and 26. In response to the comments submitted and given that, after 2.5 years, there is still no agreement between the parties regarding the relocation of the Gamma store, we propose adopting the zoning plan with amendments.

Policy Memorandum on Establishing the "Plus" Team for the Social Domain and Approving the Staffing Plan

After the municipal councils of both Geldrop-Mierlo and Waalre granted approval to dissolve the PlusTeam 2022 Joint Arrangement, the municipal executive’s decisions to that effect have become final. As a result, the PlusTasks will be carried out within the municipal organization itself starting in 2027. For the municipality of Geldrop-Mierlo, this means that these tasks must be integrated into its own organization. Geldrop-Mierlo also carries out the PlusTasks for the municipality of Waalre under a service agreement. This proposal asks the municipal executive to establish a new Plus social domain team, determine its staffing structure, and include the additional one-time costs associated with this integration in the 2nd Turap.

Policy Memorandum on the Termination of DVO Plus Tasks with Waalre

The municipal councils of Geldrop-Mierlo and Waalre granted their approval to dissolve the PlusTeam 2022 Joint Arrangement and indicated that they had no requests or reservations regarding the municipal executives’ intention to continue the collaboration on the PlusTasks in a different manner. Based on the eleven guiding principles established by both municipal executive boards, a Service Agreement (DVO) was subsequently drafted, on which there is administrative agreement between the municipalities. This advisory memorandum proposes that the municipal executive board resolve to enter into this Service Agreement with the municipality of Waalre, effective January 1, 2027.

Policy Memorandum on the Stadteland Initiative Fund

This year, research began on a municipality-wide fund: the Stadteland Initiatives Fund. The council previously received the initial memorandum and a council information letter regarding the progress. The findings have since been further developed into a draft report. This report is now being submitted to the committee, along with a presentation on the key insights, public participation, and next steps.

Advisory Memorandum on the Adoption of the Hulst 124 Environmental Plan Amendment

The development company Ruimte voor Ruimte intends to redevelop the (former) livestock farm site at Hulst 124 in Geldrop for residential construction. After your council established the framework for redevelopment last year and concluded the preliminary agreement with the project initiator, the necessary procedure to amend the environmental plan was initiated at the end of 2025. This amendment to the environmental plan is now ready for adoption by the council.

Memorandum on the Decision to Reject the Appeal Regarding the Woo Request for I&U Power from CMD

On March 3, 2026, the Board received a request pursuant to the Open Government Act (hereinafter: Woo). This request sought information on the number of individuals hired, who left, or who were dismissed—specifying their respective positions—within the CMD, for the period from 2014 through the present, broken down by calendar year. The Municipal Executive rejected this request by decision of March 17, 2026, because the requested information is not recorded in documents held by the Municipal Executive. An objection to this decision was filed on April 6, 2026. In response, the Appeals Committee issued an advisory opinion.

Policy Memorandum on the Replacement of Electrical Street Cabinets at Molenplein in Mierlo

This advisory memorandum follows the Executive Board’s decision dated August 25, 2026 (document no. 3720066) regarding the replacement of the electrical street cabinets on Molenplein in Mierlo, and specifically the council proposal to make the funds available. Contrary to decision point 3, which called for addressing the financial implications through the second interim report of 2026, we wish—in order to maintain momentum—to address the financial implications through the seventh budget amendment.
