Land subdivision
The demand for affordable and independent housing is growing. Lot division, the division of an existing plot into two separate lots, can help to add extra homes within the existing urban area. We want to cooperate with these kinds of initiatives, subject to clear Requirements.
We want to ensure that applications are assessed in a careful, fair, and consistent manner. In doing so, we take into account both the need for more housing and the livability and spatial quality of our neighborhoods.
What is lot splitting?
When a plot is divided, an existing parcel of land is split up to create a new plot with the possibility of building an additional home. This can also involve converting an outbuilding into an independent home.
A spatial planning procedure is always required for any form of plot division.
When does the process description apply?
The process description for parcel division does apply to:
- New homes through new construction or transformation;
- Projects within built-up areas (existing urban areas, see image below);
- Both single-family homes and apartments;
- Converting an existing outbuilding into a self-contained dwelling;
- Division of a plot into a maximum of two new plots.
The process description does not apply to:
- Requests outside built-up areas;
- Land division on industrial estates;
- Temporary or specific types of housing, such as informal care homes.
When are you eligible for lot division?
Among other things, we pay attention to:
- quality of the plots and homes;
- preserving the character of the street or neighborhood;
- livability and traffic safety;
- parking facilities;
- sufficient green space and water storage.
An application must comply with the following rules:
- both plots comply with the applicable building regulations (environmental plan);
- minimum usable floor space and quality of living;
- the existing dwelling is legal and occupied by a single household;
- Preferably park on your own property, in accordance with parking regulations.
- the new homes fit within the housing vision (e.g., first-time buyers, seniors, or single people);
- creation of at least 8 m² of green space per dwelling;
- rainwater storage in accordance with municipal regulations;
- new exits comply with policy rules;
- take into account the standard of living in the location.
Additional points of attention
Not everything can be expressed in figures. That is why we also look at:
- alignment with the size and scale of the neighborhood;
- preservation of historical and green structures;
- preventing traffic and livability problems;
- privacy and preventing nuisance to local residents;
- sufficient privacy and no disproportionate nuisance to neighbors;
- a healthy and safe living environment.
