Why does the municipality of Geldrop-Mierlo have a target group regulation?
The municipality of Geldrop-Mierlo has an ambitious housing program for the coming years, such as the 800 houses in the center of Geldrop and the plans in Luchen. The municipality therefore works with a target group regulation. This ordinance provides a (legally) enforceable stick in realizing an affordable housing program.
What is a target group ordinance and how does it work?
A target group ordinance is a local ordinance. In zoning plans, the municipality of Geldrop-Mierlo can set requirements for the housing program (for example, a minimum of 30% social rental and/or 30% middle rental). With a target group ordinance, the municipality of Geldrop-Mierlo imposes a target group zoning (maximum income) for a certain conservation period.
What provisions apply according to the regulation?
The target group regulation includes a number of provisions. Such as:
- Established definitions of social housing categories (price and quality requirements for social owner-occupied housing, social rental housing and mid-rent housing.
- Eligible target population for housing categories (based on maximum income)
- Conservation periods for different housing categories.

The above prices are of the 2022 price level and are indexed according to the MRE glossary. Within the three established definitions, different price segments are distinguished per category (to ensure affordability for a variety of low and middle incomes). To keep the housing available for the target group for a certain period of time, conservation periods have been established:
