Advisory note Letter of Intent - 2.0

Many are already dealing with it: congestion in (emergencyHealth for seniors living at home, and the extra work and distressing situations this creates. There is a great sense of urgency to change this and prevent worse. We want the elderly to live happily and safely independently in our Southeast Brabant region and in Geldrop-Mierlo in particular. This is why Het Juiste Thuis came into being, which is a collaboration of many municipalities, Health and welfare organizations, housing corporations and representatives of the elderly. The proposal was held up on 21-03-2022 due to lack of clarity about the financial paragraph. The financial paragraph has thus been amended.

The College decides:
1. To further shape the regional cooperation: The Right Home by

    Agree to the stated objectives.
2. To authorize Alderman Sanders to sign the

    letter of intent at the region meeting on April 19, 2023.
3. To provide a budget of up to €4,500 and allocate this

Advisory note GM Labor market plan

The Netherlands is divided into 35 labor market regions. Municipality Geldrop-Mierlo is part of the labor market region Helmond-de Peel. Within this labor market region we work together with our triple helix partners (education, employees, employers, government and implementing institutions) in the field of labor market issues. Since the beginning of 2022, this cooperation takes place from a new governance, established in March 2022 by all colleges. The triple helix partners in the region commissioned the Core Group in March 2022 to prepare a regional labor market plan. The colleges of the municipalities in our labor market region are being asked to agree to this plan.

The College decides:
1. To approve the Helmond-De Peel regional labor market plan 2023-2027.

2. The labor market resources that center municipality Helmond receives from the state, province and Europe that are intended for the labor market region
to be used for the implementation of the regional labor market plan.

3. To agree with prepared Council information letter.

4. To inform the city council after April 20 by means of the attached council information letter.

Advisory note Grant 2023 LEV Ukraine part 3

LEVgroup supports refugees from Ukraine, some of whom are hosted in municipality shelters and some are staying with host families. It is clear that the refugees will remain in the Netherlands for the time being. In order to continue providing the necessary support, LEV applies for a subsidy (for the third time).

The college decides:
1. To agree to the granting of a one-time subsidy to LEV group for the reception of and support for Ukrainian refugees, in accordance with proposal LEV group 'Reception of Ukrainian refugees in 2023';
2. To cover the costs thereof, namely an amount of € 140,319.68 from FCL 6650002/38103 (costs of reception of displaced persons Ukraine).

Advisory note Ensia BAGBGTBRO 2022 and staff development center arrangement geo

The municipality is legally obliged to complete an annual self-audit for the Basic Administration of Buildings (BAG), Basic Administration of Large-scale Topography (BGT) and the Basic Registration of the Subsurface (BRO). These self-checks were performed and tested by the Eenduidige Normatiek Single Information Audit (ENSIA). An accountability report has been prepared of this. The BGT and BAG score for 2022, like that of 2021, is 100%. This is well above the standard of 75% and therefore well in order. The BRO scores 77% (standard 60%). The goal for 2024 is to achieve 90%. In the GEO Center Arrangement, the municipality of Geldrop-Mierlo is responsible for carrying out tasks in the GEO domain within the Dommel Valley region. The arrangement stipulates that tasks in the context of BGT and BAG belong to the activities in the Center Municipality. The municipalities of Nuenen and Son & Breugel pay an annual fee for the work to be performed and personnel costs. As part of the further development of the center arrangement, from 2023 the surveying activities have been centralized and accommodated in the center arrangement. The participating municipalities have included and financially effected this in the 2023-2026 multi-year budget.

The college decides to approve the accountability reports BGT, BAG and BRO for the year 2022.

Adviesnota Verlenging subsidy scheme compensation energy tariffs social organizations Geldrop-Mierlo

On December 13, 2022, the college adopted the "Subsidy scheme for compensation of energy tariffs of social organizations Geldrop-Mierlo" and it came into effect on December 28, 2022. The purpose of this scheme is to financially support social organizations in Geldrop-Mierlo due to increased energy tariffs in the period October 1, 2022 to March 31, 2023. Part of this scheme (article 10, paragraph 6) is that the college can decide to extend the term of the subsidy scheme until December 31, 2023 at the latest.

The College decides to approve the "Energy Tariff Compensation Grant Scheme, whereby:
a. the term is extended until December 31, 2023;
b. the subsidy ceiling is set at €300,000 in accordance with council decision.

College proposal consideration of audit report on Better Steering of Cure

On March 14, the Court of Auditors report "Managing Cure Better?" was presented. The College has taken note of the findings of the study. This letter is intended as a response by the College to the report of the Court of Auditors, for the audit committee. This response is limited to the conclusions and recommendations.

The college decides to send the prepared reflection on behalf of the college to the audit committee for their meeting.
