Advisory note covenant SGE 2023

The covenant SGE 2023 is an updated version of the covenant to the cooperation agenda2018-2025. The update follows the adoption of the cooperation agenda SGE 2023 by the councils. The Administrative Platform of the SGE asks the colleges of the 9 participating municipalities to adopt the covenant and thus endorse the substantive agreements and frameworks.

The College decides:
1. To adopt the Covenant Urban Area Eindhoven2023 and   

     hereby:
(a) To endorse, implement and propagate the general principles of cooperation;
b) To undertake to proactively inform and involve the council on matters of administrative relevance within the cooperation;
c) To agree on the responsibilities and composition of the Administrative Platform;
d) To agree to the use of portfolio holders' meetings and their responsibilities and composition;
e) Endorse the use of an official platform, coordinators' consultations, official consultations (per theme) and secretariat, and endorse the working method regarding the use of official working groups;
f) To implement the financial and personnel agreements;
To release the covenant Urban Area Eindhoven 2023 for

   signature in the Administrative Platform;

3.Agree to send the attached

   council information letter after signing the Covenant Urban

   Area Eindhoven 2023.

Advisory note on Geldrop-Mierlo participation in M7 and M50

Geldrop-Mierlo has been invited to participate in the alliance 'medium-sized municipalities Brabant', also known as M7. In this college proposal is presented to participate in this and then also to take action to join the M50, being the national association of medium-sized municipalities.

College Decision:

1. to accept the invitation and by extension
2. to seek affiliation with the national variant (M50) in accordance with the MT's proposal;
3. evaluate after one year what joining the M7 and M50 Geldrop-Mierlo has brought.

Advisory note DAR

Starting September 1, we will expand our digital services. In addition to our regular services, we are joining the national digital application for driver's licenses (DAR) pilot. Applying digitally is only possible for driving license renewals or category extensions. We would like to inform the council about this via a council information letter.

The college decides:
1. to approve the attached council information letter;
2. forward it to the City Council.

Advisory note Future the Weijer aug 2023

The operation of the catering section of De Weijer has not been successful in recent years and will be discontinued as of August 2022. From the athletes there is a need for a catering area where, besides having a drink after sports, also connecting activities can be organized. Given the current need to restore the functionality of the catering area for the benefit of the athletes, it is desirable to give the catering area a temporary filling. This temporary period will be used to give the right legal basis and for the realization of a permanent filling which also does justice to the accommodation policy and meets the desire of the associations involved.

The College decides:
1. To agree to the temporary operation (up to 2 years from

    start date) of the hospitality area at De Weijer sports hall by a

    hospitality entrepreneur at a reduced rental rate of approximately €500.

    per month including inventory, excluding utility costs and excluding VAT.
2. To agree to the filing of an application amendment

    zoning; from Social purposes to Sports purposes.
3. To approve and forward the council information letter

    to the council.

Advice note decision on objection

Several letters of objection have been filed against the decision of the college granting an environmental permit to expand the parking lot of Kasteel Geldrop. The Objections Committee has recommended that the objections be declared inadmissible because objectors do not qualify as interested parties.

The College decides:
1. To declare the objections inadmissible;
2. To leave the contested decision unchanged.

Advisory note decision on objection new version

A notice of objection has been lodged against the decision of the college granting an environmental permit for the extension of the canopy and the raising of the yard fence on the parcel Loeswijk 28 in Mierlo. In essence, the Objections Committee recommended that the contested environmental permit be revoked and that the request for reimbursement of legal costs be granted.

The College decides:
1. To declare the objections unfounded;
2. To uphold the contested environmental permit;
3. Reject the request for reimbursement of legal costs;
4. Add the following requirement to the environmental permit:
If and insofar as the accessory building is used for placing or storing at bee hives, this will only be permitted in the form of static storage of (empty) bee hives during the months of October through March.
