SAMEN questions & answers about elevator station

The elevator at the NS station in Geldrop was vandalized during the turn of the year 2022-2023 and has been out of service since then. By SAMEN article 36
questions about the repair and solution for residents who depend on the elevator to travel by train.

The College decides:
1. To approve the attached response to SAMEN's written questions.
2. To forward the response through the Municipal Clerk’s Office to the City Council.

College proposal Council information letter Tracéstudie Eindhoven-Oost - Maarheeze

Tennet has drafted a letter with which they want to inform the Council about the progress of the project 'Underground 150kV connection between Eindhoven-Oost and Maarheeze.' The letter also updates the Council on the background of the project, the process so far, the Mer procedure and communication.

The college decides to approve the attached Council Information Letter Tracéstudie Eindhoven-Oost - Maarheeze and forward it to the council.

Management and damage control of non-native geese Golf Club Riel

For some time now, an ever-increasing group of non-native geese have been causing nuisance at Golf Club Riel. In the process, geese are regularly hit by golf balls. These so called invasive exotics (Nile goose and Canada goose) also cause a lot of nuisance on the neighboring grounds of the Brabants Landschap and in the process suppress indigenous flora and fauna. To prevent the exotic geese from continuing to use the golf course as a refuge location, it is proposed to allow management and damage control on part of the golf course, as is already the case on part of the golf course.

The College decides:
1. To agree to the use of (fauna) management and damage control regarding the population of exotic geese (the so-called invasive exotics
Nile goose and Canada goose) on part of the boundary of Golf Club Riel from the point of view of protecting native flora and fauna and
animal welfare.
2. To enter into a land user agreement for this purpose with the gamekeeper in possession of a hunting license.

Advisory note Subsidy Heppie (t)House 2024

The City Council of the Municipality of Geldrop-Mierlo decided on September 25, 2023 to extend the pilot Heppie (t)Huis by 5 years. In addition, the municipal council agreed to the basic amount of the subsidy excluding indexation for 2024, namely € 856,812. With the indexation as it is used within the purchasing region 10 for Youth (6.43%), the total basic amount comes to € 911,905.

The college decides to approve the granting of a grant in the amount of € 911,905 to Stichting Heppie (t)Huis according to the
enclosed letter.

Advisory note Publicly available for inspection zoning/amendment plans and operating plans

On January 1, 2024, the Omgevingswet will take effect. Zoning and amendment plans that are made available for review as drafts no later than December 31, 2023
are submitted for review, may be completed using current legislation. Currently, there are approximately 13 plans still pending and efforts are being made to make them available for public inspection as drafts by January 1, 2024. For draft submission for public inspection of
zoning and amendment plans, a college proposal is normally written. In order to relieve some of the burden on the civil service, it is requested that this procedure be temporarily departed from and that the submission for public inspection be mandated to the department managers and their deputies.

The college decides:
To make available for public inspection draft zoning plans, amendment plans and exploitation plans and related decisions under the EIA Decree and the Noise Pollution Act that are currently under preparation and ripe for public inspection before January 1, 2024, to
mandate to the department managers and their deputies.
The following Requirements are attached to this:
* The plans are in legal order;
* Cost recovery is legally and factually assured;
* The content has been coordinated with the relevant portfolio holder.

Management letter 2023 Municipality of Geldrop-Mierlo

The auditor issued the management letter following the interim audit in recent weeks. The auditor's opinions are accompanied by management commentary.

The College decides:
1. To accept the Management Letter for notification;
2. To adopt Management comments;
3. To present the Management letter including the management commentary to the Audit Committee.

Advisory Note Neighborhood Families

On October 11, 2023, municipality Geldrop-Mierlo received the grant application from Neighborhood Families for a Living Lab for Neighborhood Families in Geldrop-Mierlo. Neighborhood Families requests for the living lab, active between December 1, 2023 and December 31, 2025 a grant amount totaling 92,070.00 euro. The grant application was assessed against the General Subsidy Regulation Geldrop-Mierlo 2017 (Asv 2017) and juxtaposed with the Youth Reform Agenda. Neighborhood Families is an intermediary facility that recruits support families where children of
demand families on a structural basis. In this way, parents of demand families are relieved, the social network of parents is strengthened, and children can participate in a support family and experience a different parenting environment without the need for indicated youth care.

The College decides:
1. To agree to award the amount of €92,070.00 as a grant to Neighborhood Families;
2. To agree to the Requirements and agreements in the Implementation Agreement and to have them signed by the Mayor;
3. To agree that the amount of 92,070.00 euros for the grant to Neighborhood Families will be charged to the Preventive Youth Policy budget, FCL 6610019.

Adjustment ordinances cleaning fees and ozb plus council proposal

A new proposal is being made for the council's 2024 Ordinances proposal due to adjustments in the OZB and the Garbage Levy.

College decision:
To agree to the amended council proposal for tax ordinances 2024 which, notwithstanding the proposal that was on the agenda for the 2024 budget discussion at the November 9, 2023 council meeting, proposes to:

a. No longer charge the waste collection remission of €185,000 to the
closed operation waste.
b. To cover the additional charges to the general service from an additional property tax increase of 2.7% for all rates of the OZB.
c. Adopt ordinance cleaning charges 2024.
d. Adopt Ordinance Property Taxes 2024.
