College proposal answering article 36 questions SAMEN on Surcharge affair

Recently, SAMEN submitted questions to the college under Article 36 regarding the Surcharge Affair. Attached are the questions asked and their answers.

College Decision:

  1. To agree to answer the questions.
  2. To forward the response through the Municipal Clerk’s Office to the members of City Council.

2nd interim report 2022

The 2nd Interim Report 2022 shows the development of budgets in the first 9 months of 2022. Overspends and underspends expected to differ from the budget at the end of the year are presented to the council. Once approved, the changes are made to the budgets.

The college decides to approve the attached council proposal, which proposes to:

  1. To agree to the overruns and underspends, as included in Parts A and B and the statement of appropriations.
  2. From a budgetary legitimacy perspective, approve additional costs and revenues due to the corona crisis in 2022, to the extent not already included in this report.
  3. From a budgetary legitimacy perspective, approve additional costs and revenues due to the reception of refugees from Ukraine in 2022, to the extent not already included in this report.
  4. To reduce the coverage rate of the investments in suburban facilities from the 2015 Cost Recovery Memorandum to 25% and activate this reduction in the coverage of the investments as yet.
  5. To return the amount of the release from the hedging reserves (approximately €3.1 million) as a result of decision point 4, to repay the pre-financing, to the general reserve for land operations.
  6. Change the name of the reserve "Omgevingswet" to "Omgevingswet and Building Quality Assurance Act" and allocate the reserve for both topics.
  7. To this end, adopt the 12th Budget Amendment of 2022.

Advisory note Stopping two projects task force SD

Within the task force SD projects Medical Referrals and 50,000+ grants, there is no opportunity for further cuts at this time.

The college decides to agree to stop the two projects and incorporate the work into regular work.

Change in team assignment department of space

With the start of a new team manager is the time to also make changes in the composition of the teams within the Space Department. With this proposal we want to make a change in the team Realization by adding the field of traffic to it. The team Strategy and Policy Space will be the place where all project managers will be part of.

College Decision:

  1. Agree to the shift of the traffic discipline from Team Strategy and Policy Space to Team Realization
  2. Approve the transfer of the 2 project managers from Spatial Development Team to Strategy and Policy Space Team

Advisory note on priorities and focal points Integral Security Plan 2023-2026

On November 29, an image-forming session of the AZ Committee will take place to arrive at priorities and focal points for the new Integral Security Plan 2023 - 2026. In preparation for this meeting, a letter will be sent to AZ Committee members outlining the format of the meeting and a number of underlying documents, such as the 2021 Safety Monitor, the 2019-2022 Safety Analysis (first half) and a memo with the proposed priorities and focal points.

College Decision:

  1. Agree to proposed format in the agenda request for the imaging session of the AZ Committee on November 29, 2022
  2. Agree to send the attached draft letter with attachments to the AZ Committee.
  3. To take note of the underlying documents.
