Advisory note Parking Ordinance Geldrop-Mierlo 2023

On July 11, 2022, the Parking Vision was adopted by the City Council. This parking vision is the basis for further policy documents such as the Parking Standards Memorandum adopted by the City Council in December 2022 and the present adaptation of the parking ordinance. This parking ordinance and the accompanying policy rules offer the possibility to continue to manage parking, also when the housing impulse in the center of Geldrop is realized. In addition, the new policy rules will anticipate the digitization of the permit system, which will ultimately be more public-friendly and should involve more efficient enforcement.

The College decides:
1. To adopt the draft parking ordinance including associated policies;
2. To submit the draft parking ordinance including associated policy rules to the Space Committee on May 8, 2023 for imaging;
3. To submit the draft parking ordinance including associated policy rules for public inspection (May 11 - June 21);
4. To take note of the presentation to the council.

Advisory note B&W.Framework Note on Forest and Natural Areas Management 2024-2029.apr23

The Bosgroep Zuid Nederland provides management of municipal forest and nature areas totaling approximately 330 hectares. The current framework memorandum "Management of Forest and Nature Areas," which forms the policy framework for the management and work plans, dates from 2012. Because of all kinds of current considerations, such as climate, biodiversity, nitrogen, desiccation, appearance, fire safety and acreage increase, we want to place new accents in our forest and nature management. In the new framework note 'Management of forest and nature areas 2024-2029 Geldrop-Mierlo' a new ambition level is included, for which also structurally extra budget will be needed.

The College decides:
1. To agree to the framework memorandum "Management of Forest and Natural Areas 2024-2029" and the level of ambition contained therein;
2. To agree to the council proposal Framework Memorandum 'Management of forest and natural areas 2024-2029 - Geldrop-Mierlo' with accompanying appendices and to forward these to the city council;
3. To include the additional budget request for forest and nature maintenance in the resource request of the multi-year budget 2024-2027, increasing to € 51,000 structurally in 2027.

Under the Joint Arrangements Act (Wgr), the City Council has the opportunity to express views on Senzer's draft budget. The draft budget must be submitted no later than August 1, 2023, to the province, which is the financial supervisor. Prior to that, all city councils are given the opportunity to submit an opinion. After considering and processing the views of the seven municipalities, Senzer's General Board will adopt the final 2024 budget and multi-year estimate 2025-2027 on July 12.

The College decides:
1. To take note of the draft 2024 budget and multi-year estimate 2025-2027 of the Joint Regulation (GR) Senzer;
2. To approve the opinion on the 2024 draft budget and 2025-2027 multi-year estimate of the Joint Regulation (GR) Senzer and forward it to the City Council for adoption.

Advisory note Report Evaluation Cure 2017-2022

The Cure Joint Arrangement stipulates that once every five years an evaluation of the functioning of the Gr and the desirability of continuing the Gr will be held.

The College decides:
1. To take note of the report Second Evaluation Gr Cure and the implementation plan based on it;
2. To continue the Gr Cure;
3. To take note of the points for improvement from the implementation plan;
4. To inform the council of the evaluation and recommendations via the attached Council Information Letter.

Advisory note Draft Cure 2024 budget.__1630384__ (1)

On June 21, 2023, the General Board of Cure will discuss its 2024 Budget. Cure's Executive Board is now first submitting this budget to the councils of the three municipalities to give them the opportunity to submit a view. A preliminary view has been prepared, which the council can add to or modify.

The College decides:
1. To take cognizance of the Draft Cure 2024 Budget;
2. Not to submit a view;
3. To propose to the council not to submit an outlook and to make this known to the General Board of Cure;
4. To incorporate the financial consequences in the multi-year budget of the Municipality of Geldrop-Mierlo.

Advisory Note Program Land Policy and Cost Recovery

On October 3, 2022, the Space Committee was briefed on the program on Land Policy and Cost Recovery that is being prepared. The questions posed to the groups were answered by four of the eight political parties in mid-December. The program was then further developed in consultation with relevant colleagues, discussed with the auditor and legally reviewed. On April 6, the program was discussed in the audit committee. The current version of the program can now be discussed image-forming in the Space Committee on May 8.

The College decides to approve the attached draft Land Policy and Cost Recovery Program and forward it to the Space Committee on May 8, 2023 for imaging.

Advisory note Regulation Social Medical Indication Municipality of Geldrop-Mierlo 2023

The municipality of Geldrop-Mierlo does not currently have a specific regulation in the field of social and/or medical indication (SMI). But because an allowance for the costs of regular childcare on the basis of a social medical indication (income support) does not fall under the legal framework of the Childcare Act, the Youth Act, the Wmo and may not be considered a subsidy, it is important to draw up a separate regulation for the rules surrounding SMI.

The College decides:
1. To agree with the regulation Social Medical Indication childcare municipality Geldrop-Mierlo 2023.
2. To transfer in the 1st interim report budget-neutral an amount of € 158,000 from program 7 Youth policy and education to program 1 Area-oriented work.
3. To forward to the council with the attached agenda request.
