College proposal noise action plan 2024-2029, 4th installment

Pursuant to the European Environmental Noise Directive, our municipality, as part of the Eindhoven agglomeration, must draw up an action plan. The content and details of the Noise Action Plan are therefore laid down in legal regulations. A Noise Action Plan is a mandatory program. The draft Action Plan was adopted in the college meeting of June 18, 2024. In accordance with the law, the draft Noise Action Plan was available for public consultation for a period of 6 weeks. The council was informed by means of a council information letter. No reactions were received, as a result of which the final action plan can be adopted unchanged by the college.

The college decides:
1. To adopt the Noise Action Plan 2024-2029, 4th installment.
2. To publish this adoption.

RIB Supplement Program Plan 10 for Youth

The council raised questions in response to the council information letter on the 10 for Youth program plan. This supplemental council information letter answers the council's questions.

The College decides to inform the City Council by memo.

GroenLinks has asked written questions about the uprooting of two chestnuts due to chestnut blight. The answers to these questions are presented to you for adoption.

The college decides:
1. To agree to answer the questions of GroenLinks about the uprooting of two chestnuts due to chestnut blight.
2. To forward these to the council.

College proposal Council information letter update Green Zone Isolate

On Dec. 12, 2022, our council decided to participate in Green Zone Isolation. October 10 was the administrative kickoff of this project. With the attached council information letter, we would like to inform the council about the latest state of affairs.

The college decides:
1. To approve the attached council information letter.
2. To provide this council information letter to the council through the Municipal Clerk’s Office .

College proposal update special assistance

The policy rules on special assistance describe the special situations in which the municipality can offer financial support to its residents. It always concerns special and necessary costs, which the resident cannot meet from the available income or available assets (ability to pay). This proposal aims to review and update our special assistance policy rules. In these policy rules, for legal tenability, among other things, the extra-legal beneficiary policy has been redefined. An example is the possibility of special assistance for glasses for children up to the age of 18. In addition, a number of changes have been included.

The college decides to adopt the policy rules Special Assistance Participation Act 2025 Geldrop-Mierlo with simultaneous repeal of the Policy Rules Special Assistance Participation Act 2023 Geldrop-Mierlo.

Advisory note work program ODZOB 2025

After the Omgevingsdienst (ODZOB) became operational in 2013, we have to make concrete work agreements with them every year in the form of an annual work program. The work program prepared for 2025 is now before you.

The College decides to approve the attached Work Program 2025.

College proposal evaluation plan Help to Measure

In recent years, the municipality of Geldrop-Mierlo has invested a lot in (preventive) support for residents with money worries and in early detection of debts. With the project 'Hulp op Maat', as part of the broader thematic program Exaansaanszekerheid (Mens Centraal), we want to reduce these problems and tackle them preventively or early on with various activities. The time has now come to evaluate the activities and (effective) components of Hulp op Maat, as many activities have now been implemented and there is a need for insight into the results in order to develop further. This involves insight into reach, effects, efficiency and points for improvement and possibilities for further development within the approach.

The College decides:
1. To agree with evaluation plan of project Help to Measure (annex).
2. Agree to quote Bonkend evaluation Hulp op Maat (attachment) €10,887.58 and to pay this from the budget Hulp op Maat, FCL6630020 approach custom purchasing power loss.

Advisory note on sale of green belt Mierlo

Residents filed a claim of prescription regarding the land strip located behind the homes. The appeal of prescription was not granted. However, the use of the strip of municipal land should be legalized. There are no objections to sell the land and therefore the land has been offered for sale to the residents. This proposal deals with the question of whether, given the exceptional situation, the land can be offered at an adjusted land price.

The College decides:
1. To take note of the rejection of the appeal on prescription.
2. To deviate from the established price for green spaces located at the rear and sell the land for 30 euros per m2 k.k.
3. To agree to the purchase agreements.
