Intake table

Do you have an initiative that does not or only partially fit into the environmental plan? If so, it is important to contact the municipality in time. For all initiatives and construction projects, such as the development of a home, the construction of a commercial building or the transformation of real estate, the municipality uses a structured planning process. We call this the "Intake Table" for spatial initiatives. The initiatives put on the table here usually do not fit (entirely) within the environmental plan (formerly: zoning plan).

The Intake Table allows the municipality to consider whether it wants to cooperate with your plan.
The advantage for you is that you know whether your initiative is promising, before you develop the plan in full. This will also make the formal procedure run more smoothly, with more prospects of a positive end result.

What does the Intake Table do?

The Intaketafel is an internal consultation consisting of a team of strategic advisors and specialists in the spatial and social domain within the municipality of Geldrop-Mierlo. Your initiative is discussed by the team to see if your plan is feasible, socially feasible and desirable. The team will also examine whether your initiative fits within the legal framework and municipal policy.

What do we need from you in submitting your initiative?

In order for us to properly and fully evaluate your initiative, please provide the following information: 

  • A sketch plan containing a description of your initiative with the desired function, massing, siting, measures related to sustainability and, if applicable, information about parking spaces and overall architectural appearance.
  • A description of the current use of the land or building.
  • Land position information: you are the owner, have an owner's intention to purchase, or are making the request on behalf of the owner. 
  • Description of the impact of your plan on the surrounding area.

You can also have an architect or urban planning firm do this for you.

Before making a sketch plan, we ask you to take note of the legal and policy framework of the state, province, water board and municipality. This may include legislation, visions, programs and other applicable policies.

If your plan does not comply with the policy, chances are your plan will not receive our cooperation.

The Intake Table

Through the Intake Table you will receive an official assessment of your initiative. This gives you an early indication of whether you can proceed with it.
The outcome may be:

  • You have a desirable initiative, possibly with points of interest for further elaboration. You are advised to submit a permit application. 
  • You have a desirable initiative, but further study of feasibility is needed. Due to the size of the project, guidance from multiple municipal disciplines is needed. We will then inform you about the follow-up and discuss with you the possible schedule given the available capacity of the municipality. You will then be invited to the follow-up phase to arrive at a feasible plan.
  • Your initiative is not desirable. You will receive a letter containing the justification. 

Please note that the Intake Table does not issue a formal decision. Therefore, you cannot appeal the advice.

After the Intake Table

If the municipality indicates that it wants to cooperate with deviation from the environmental plan for your initiative, you will receive a planning cost letter. This contains the spatial frameworks and the overall costs involved in pursuing your plan. A schedule is also given for the follow-up, depending on the commitment required from the municipality in the further handling of your initiative.
One of the Requirements for further processing is that you return the plan cost letter signed.

Our advice is that at this stage you already have an idea of the level of support in the area.

We call involving the interests of third parties "participation. In the next section, we discuss how to determine the degree of participation and what means you can think of. 

Participation

The municipality of Geldrop-Mierlo considers it important that you involve your surroundings or other interested parties in your planning at the earliest possible stage through an 'environmental dialogue'. To know whether much or little participation is needed, you determine the impact of your plan on the surrounding area. During the preparation of the plans, you will discuss with the municipality whether and, if so, how you have involved the environment. Always discuss your plans with your neighbors before applying for a permit! After all, that application is already published.

Follow-up after positive outcome of intake

If the outcome is positive, we will discuss the planning for the follow-up with you. This depends in part on the commitment required from the municipality for further guidance of your initiative. As soon as your plan is considered, a case manager or project leader will supervise your plan. This phase involves two components: the spatial development of your plan and the financial agreements with you (the so-called "anterior agreement").

You can prepare for this so-called feasibility phase by working out the sketch plan and initiating any investigations, depending on the feedback you received after the intake.

In the feasibility phase, the detailed plan and all relevant policy documents are compared. This will show whether the plan complies with the assessment framework and whether adjustments are necessary for the formal procedure. This allows you to work towards a final design with the spatial justification. During this phase it may already be necessary to have results of studies. After signing the anterior agreement, the preparation of the formal procedure necessary to develop your plan can begin. This process involves (depending on the initiative high) costs that will be charged via fees, planning cost letter and anterieure agreement or an exploitation plan.

Submit an initiative to the Intake Table - the Concept Request

How do you submit an initiative to the Intake Table?

  • Get a good picture of the initiative yourself or have a sketch plan prepared by an expert (for example, an architect or urban planning consultancy).
  • You then offer the initiative via the Internet at the 'Omgevingsloket'.

    Choose 'Request'.
  • Then fill out your application as completely as possible.
    Your initiative may require you to select multiple activities.
  • At step 7 ("Submit Request"), you can click through a page and check there that it is a "Draft Request.

What does it cost?

According to the Fees Ordinance and the associated Table of Rates, fees are payable for the processing of an initiative by the Intake Table ("request for environmental consultation").

The costs depend on the complexity of the initiative and how it is explained by you. The better the substantiation of your initiative, the faster the request can be processed.
