Advisory note budget Bizob 2026 + multi-year estimate 2026-2029

With this advisory note, the budget of Bizob for the year 2026 as well as the multi-year estimate for the period 2026-2029 is presented to the Municipal Executive for notification.

Bizob is a foundation that guides procurement processes in the region. As a participating organization, we have had a contract with Bizob for several years for this purpose. Bizob works with a pay-as-you-go system, in which the costs of the organization are apportioned to the participating organizations. This is not done in equal parts, but is linked to the level of service they receive from Bizob.

The College decides to take note of the budget of Bizob for the year 2026 as well as the multi-year estimate for the period 2026-2029.

Advisory note - Views on supra-regional cooperation MRE

The Eindhoven Metropolitan Region (MRE) is facing a major expansion of scale in the areas of economy, housing, mobility and facilities. This growth reaches beyond the region's borders and also affects surrounding municipalities. In order to better absorb the pressure on the Brainport region and jointly exploit opportunities, the MRE has drawn up draft arrangements and cooperation agendas with the municipalities of Weert, Meierijstad and Venlo. The aim of this cooperation is to act jointly in programming work locations, accelerating housing construction, improving mobility connections and strengthening talent development and facilities. The cooperation is complementary to the existing cooperation within the MRE and focuses on creating a win-win: relieving pressure within the Brainport region and supporting the growth ambitions of the municipalities involved.

The College decides:
1. To adopt the views on:
(a) the joint arrangement "without more" MRE - municipality of Meijerijstad,
(b) the joint arrangement "without more" MRE - municipality of Venlo,
(c) the joint arrangement "without more" MRE - municipality of Weert,
(d) the draft Cooperation Agenda MRE-Meijerijstad,
(e) the draft Cooperation Agenda MRE-Venlo and,
(f) the draft Cooperation Agenda MRE-Weert,
all as expressed in the attached draft letter of opinion.
2. Through an amended council proposal to request the council to adopt the view of the college, so that a joint view can be submitted from the municipality of Geldrop Mierlo.

Advisory note on establishing Entrepreneur Fund Geldrop-Mierlo

The municipality is preparing the establishment of a municipality-wide entrepreneurial fund, together with entrepreneurs and social partners. The fund is intended for all non-residential users (businesses, schools, sports and cultural institutions) and will enable joint investments in greening, safety, cleanliness and strengthening of the centers, among other things.

The process starts in 2026 under the guidance of an external agency and goes through three phases: orientation, broadened research and decision-making. The fund can be operational by January 1, 2027 and contributes to the strategic objectives for vital business parks, strong centers and sustainable cooperation in Geldrop-Mierlo.

During the afternoon session of the college on Sept. 9, Blaauwberg will give a presentation on this subject.

The college decides:
1. To agree to the attached memo.
2. To forward the attached memo with agenda request to the General Affairs Committee for an image-forming discussion on October 6.

Advisory note developments Local Prevention Agreement THE STEP to healthier Geldrop-Mierlo

During the meeting of the committee Samenleving on August 26, 2025, a presentation was given on the developments of the regional and local prevention policy. During this meeting, a number of council members asked questions about the concrete activities that are being carried out in the context of our Local Prevention Agreement DE STAP naar gezonder Geldrop-Mierlo. In response to these questions, it was promised that the council will receive a newsletter in which a selection of the activities of the past year is made clear.

The college decides to approve forwarding to the city council the council information letter Developments Local Prevention Agreement DE STAP towards healthier Geldrop-Mierlo and accompanying Newsletter DE STAP towards healthier Geldrop-Mierlo (August 2025).

Advice note mandate decision Transformation Plans and SPUK Transformation Resources Geldrop-Mierlo

The Integral Care Agreement (IZA) includes national agreements on the accessibility, affordability and availability of Health. Part of the agreements include stimulating the movement from Health to health and deflecting care demands in order to relieve medical Health and reduce care costs. In the form of transformation plans, the IZA regions are given the opportunity to realize and strengthen this. In the IZA Eindhoven-De Kempen region, two transformation plans have been drawn up and submitted to the health insurer(s) for assessment: Samenredzaam in het netwerk and Mentaal Gezondheidsnetwerk Eindhoven-De Kempen. Prior to approval by the health insurer(s), all municipalities from the IZA region must agree to the plans and, after approval, one municipality from the IZA region can apply for the Specific Allowance (SPUK) Transformation Resources. From these funds, the intended (cost) deployment of the Social Domain can be paid for during the term of these transformation plans.

The College decides:
1. To ratify the decision taken on August 26, 2025 by the Municipal Executive of the Municipality of Eindhoven to adopt the Transformation Plan Samenredzaam in het netwerk and the Transformation Plan Mental Health Network.
2. To adopt the Mandate Decision Transformation Plans and SPUK Transformation Resources Geldrop-Mierlo 2025 in accordance with the attached Annex 1.
3. To enter into the SPUK Transformation Resources Agreement attached to this proposal (Annex 2).
4. To have the Mayor adopt the Mandate Decree Transformation Plans and SPUK Transformation Resources Geldrop-Mierlo 2025, in accordance with the attached Annex 1, insofar as it concerns his authority.

Advisory Note Going Apart

In 2018, the national Divorce Without Harm program was launched, which aimed to reduce the negative consequences of (marital) separations, especially for children. The program stopped in 2021, but the objectives and ideas of Separate Without Harm have remained and are being continued by other regions. In Hart van Brabant, "Going Apart" evolved from Divorce Without Harm, and they see as results a decrease in complex divorces and youth aid costs. In the proposal before us, the recruitment of a project leader is proposed to develop an integral and regional approach to divorce for the municipalities of Geldrop-Mierlo, Nuenen, Son en Breugel and Waalre.

The College decides:
1. To agree to the project proposal 'Going Apart'.
2. To agree to participate in the project 'Going Apart' for a duration of 2 years (2025-2027), aimed at preventive support of parents in case of intended divorces.
3. To charge the costs to the preventive youth policy budget (FCL 6610019/ ECL 38009).

Advisory note draft framework data-driven work

Society is digitizing rapidly, and data is playing an increasingly important role in it. Municipalities have a lot of data at their disposal, from population statistics to traffic flows. By using this data effectively, the municipality can better respond to social issues and develop policy more efficiently.

The use of data within municipalities does not stand alone, but is part of broader national and regional developments. From the Rijksoverheid and collaborative organizations such as the Association of Netherlands Municipalities (VNG), guidelines are being drawn up around digitization and data-driven policy. It is important that the municipality follows these developments and integrates them into its own policy.

Before you is the concept framework data-driven working of the Municipality of Geldrop-Mierlo. This framework describes the ambition but also the starting points to develop into a data-driven organization.

Prior to the creation of the draft framework for data-driven work, a participation process took place in collaboration with Native Consulting and a delegation of the Dommelvallei organizations. An advisory report was delivered which is specific advice for the municipality of Geldrop-Mierlo. The next steps will be to embrace this Dommelvallei-wide and to implement it jointly.

The college decides to agree to the draft frameworks for data-driven work and to submit them to the general affairs committee for its opinion.
