Advisory note Mandate Register Service Dommelvallei 2024

Dienst Dommelvallei performs tasks on behalf of the municipality in the areas of finance, internal control, personnel and organization, computerization and automation, service provision and social affairs. In order to perform these tasks, the director, department heads and employees of the Dommelvallei Service are granted a mandate. The Mandate Register Dienst Dommelvallei 2023, adopted by resolution of January 17, 2023, has been updated due to various developments.

The college decides:
1. To grant the director, department heads and employees of the Dommelvallei Service the mandates, powers of attorney and authorizations as indicated in the Mandate Register Service Dommelvallei 2024.
2. To adopt the Dommelvallei Service Mandate Register 2024.
3. To revoke the Dommelvallei Service Mandate Register 2023, established by resolution dated January 17, 2023.

Board proposal art 36 questions SAMEN location temporary municipal shelter

SAMEN asked Article 36 questions about the use of the Spaarpot site after the temporary municipal shelter for asylum seekers has ended.

The college decides:
1. To approve the answers to the article 36 questions.
2. To forward the answers to the council.

Board proposal answering follow-up questions from SAMEN regarding the Auction grounds in Mierlo.

SAMEN asked questions in April about the redevelopment of the auction grounds in Mierlo.
Following this, SAMEN asked follow-up questions (about the role of the municipality and the process).
This proposal includes an appendix with answers to these questions.

The college decides to agree to answer SAMEN's Article 36 questions about the Auction grounds in Mierlo.

Cooperation agreement between Woonbedrijf and municipality for Coevering neighborhood program.

De Coevering is a neighborhood with many qualities and opportunities and where many great things are already happening. Lots of greenery, most facilities within walking distance, diversity of housing types. Yet there are also challenges, for example in the areas of health, safety and welfare. Gemeente Geldrop-Mierlo and Woonbedrijf have the ambition and feel the responsibility to take up this challenge together. To this end, we are entering into a long-term cooperation agreement. This agreement contains agreements and starting points. The agreement also states that we will do this together with inhabitants, entrepreneurs and professionals.

The College decides to approve the attached cooperation agreement between the Municipality and Woonbedrijf.

College proposal Renewing agreement with LEV Youth Work

The LEVgroep is a large welfare service in the Municipality of Geldrop-Mierlo. They provide adult work, refugee work and youth work for us. This advice note only relates to youth work.
In September 2020, an agreement between the Municipality of Geldrop-Mierlo and Stichting LEVgroep was concluded for the benefit of youth work, after an extensive tendering procedure took place for this purpose. This agreement started on January 1, 2021 for the duration of 4 years. It includes the possibility to extend this agreement twice by 2 years. At the end of 2024, the term of the current agreement expires. Therefore, we are now faced with the choice; re-tender or extend.

The college decides:
1. To approve an extension of the agreement with LEV Youth Work for the duration of 1 year.
2. To agree to a certain modification of the mission to the LEV Youth Work, specifically to focus on reducing risk factors among youth in the municipality.
3. To agree to forward the council information letter to the City Council.

Advisory note college distribution of additional costs DDV WOZ administration

An audit by the Valuation Chamber revealed that not all WOZ objects in Geldrop-Mierlo, Nuenen and Son & Breugel were (correctly) recorded. For this reason, the Dommelvallei Service is bringing the WOZ administration in order. This will result in both additional costs and additional revenues.

The colleges are asked to agree to a different allocation key for the distribution of the extra costs than is normally applied. Dienst Dommelvallei also asks the colleges to impose the tax assessments where relevant up to and including the year t-2.

Dommelvallei Service requests the three colleges to make uniform choices prior to the AB meeting on July 11, 2024.

The college decides:
1. To agree to divide the additional costs for putting the WOZ administration in order in proportion to the additional revenues;
2. To agree to impose tax assessments resulting from putting the WOZ administration in order up to and including the year t-2;
3. To inform the council after decision-making in the AB DDV via a communication from the portfolio holder.

Advisory note updating charging policy

The number of electric cars is increasing rapidly. As part of the Climate Agreement, the National Agenda for Charging Infrastructure (NAL) agreed that municipalities make a charging vision and update it every two years. In the attached updated charging vision, the municipality indicates how the charging infrastructure in Geldrop-Mierlo will be realized so that it does not hinder the growth of the number of electric cars.

The college decides:
1. To approve the attached updated charging vision.
2. To adopt the policy rules for charging facilities for electric vehicles in public spaces, which will come into force after the council has agreed to the charging vision and the amendment of the APV.
3. To carry out a pilot, after the policy rules come into force, in which e-drivers without their own parking facilities under Requirements from a charging point on their own property, are allowed to charge in a public parking space where the cable is covered with a cable mat.
4. To submit the attached APV article to the council for adoption.
5. To adopt the attached application form for a permit "private charging in public spaces".
6. To approve the attached council proposal and forward it to your council.
7. To agree to the attached agenda request.

Advisory note on street names plan Genoenhuizerweg 6

In the plan Genoenhuizerweg 6, 10 houses will be realized. Meanwhile, the urban plan has been completed. Therefore, we hereby submit for your approval the new street name.

The college decides to approve the street name Low Geldrop.

Advisory note Process decision, filing objection

On June 7, 2024, we received a preliminary opinion from the Land Chamber South regarding a provision included in a lease agreement. The provision relates to the Bibob test. The Land Chamber has proposed an amendment and with this amendment we do not agree. Given the limited time for filing an objection, a pro forma objection has been filed first. As a result, we are given the opportunity to submit our grounds by July 15, 2024.

The college decides to file a notice of objection to the preliminary judgment of the Land Chamber South regarding a lease.

College proposal send RIB zoning plan Oudven

The zoning plan Sportpark Oudven has become irrevocable. The city council must be informed of this with a council information letter.

The college decides to agree with the content of the communication from the Council Information Letter.
The communication will not be sent to the council via a Council Information Letter but via a text in the Clerk's Message.

MYOP outdoor sports facilities 2024

Within the organization there is a need for a thorough multi-year maintenance and investment plan (MJOIP) for outdoor sports facilities in the municipality of Geldrop-Mierlo. Until now, maintenance, renovation and replacement work has been done with an activity plan, this system gives too little insight and ensures that future investments cannot be adequately anticipated. Because the internal expertise to draw up an MJOIP is lacking, an external agency with the right expertise will be called in to realize this. The realization of an MJOIP for Outdoor Sports Facilities in Geldrop-Mierlo will also meet the needs of the city council when it comes to insight into the quality of the sports fields and future investments.

The college decides to commission Newae to realize an MJOIP for the outdoor sports facilities in Geldrop-Mierlo.
