The municipal executive is administratively responsible for safeguarding information security within the municipality. The municipal executive determines the strategic policy for information security for the municipality. The current strategic information security policy is valid until the end of 2025 and is outdated. This policy was adopted by the Municipal Executive in March 2020 and extended in 2024 pending the new Cybersecurity Act. This policy must be updated before January 1, 2026. The council decides: | |
3 | Advisory note Annual subsidy 2026 - Heppie ThuisHeppie (t)Huis is a (temporary) place of residence in Geldrop-Mierlo for young people who can no longer live at home. On September 25, 2023, the municipal council of Geldrop-Mierlo decided to extend the Heppie (t)Huis pilot project by five years. Heppie (t)Huis has been designated a Service of General Economic Interest under the Exemption Decree. Furthermore, on September 25, 2023, the municipal council also approved the basic amount of the subsidy, excluding indexation, for 2024, namely €856,812. This council proposal requests approval for the granting of a subsidy for 2026 to Heppie (t)Huis. The council decides to approve the granting of a subsidy for 2026 in the amount of €1,005,660.96 to Stichting Heppie (t)Huis in accordance with the accompanying grant decision. | |

5 | College proposal Annual subsidy 2026 Weeffabriek FoundationThe municipality provides annual subsidies to social organizations, primarily to organizations with professional staff. For most subsidies, the decision-making authority lies with the Strategy and Social Policy team manager. For some organizations, including Stichting Weeffabriek, this authority lies with the municipal executive. In this advisory note, we ask the municipal executive to make a decision on the subsidy for Stichting Weeffabriek for the year 2026. The council decides: | |
6 | Council proposal Annual subsidies for professional organizations 2026Every year, our municipality allocates subsidies to social organizations. These subsidies are allocated for one year, mainly to social organizations that work with professional staff. These subsidies are generally higher than €50,000 per year. A total of 32 subsidies have been requested for the 2026 subsidy year. The applications come from organizations such as the LEV Group, the Geldrop Castle Estate Foundation, the Leergeld Foundation, the Halt Foundation, the Dommeldal Basic Library, etc. In principle, the mandate to decide on the amount of subsidies to these social organizations lies with the Strategy and Social Policy Team Manager. This does not apply to Basisbibliotheek Dommeldal, Stichting MFA Mierlo, Stichting Landgoed Kasteel Geldrop, Stichting Weeffabriek, Stichting De Wiele, Stichting Kunstkwartier, and Stichting LEV-groep. As a council, you must make a decision on the subsidies for these organizations. Through this advisory note, we ask you to make a decision on the subsidies for these social organizations in the 2026 subsidy year. 7 | Advisory memorandum on the cooperation agreement for the Eindhoven-East and Maarheeze grid expansionTo prevent a lack of transport capacity on the current electricity grid and to guarantee security of supply in the Eindhoven Metropolitan Region (MRE), the existing high-voltage grid will be expanded by constructing a new underground 150 kilovolt (kV) high-voltage connection between the existing 150 kilovolt (kV) high-voltage substations in Eindhoven-Oost and Maarheeze. The new route for this underground power cable, which is yet to be determined, will also run through the municipalities of Nuenen, Someren, Geldrop-Mierlo, Heeze-Leende, and Cranendonck. It is therefore necessary to sign a formal cooperation agreement setting out the responsibilities and tasks of each of these six municipalities and the Province of North Brabant. 10 | Council proposal Early termination of lease agreement Lopersgroep MierloThe Mierlo running club has indicated that it wishes to terminate the lease agreement for its accommodation at the Oudven sports park in Mierlo due to the financial burden (approximately €5,019.94 per year). The standard notice period is one year. The association is requesting a customized solution so that they can terminate the lease earlier. This requires a council decision because there is no power of attorney for such a deviation. The council decides to agree to early termination of the lease agreement with Lopersgroep Mierlo as of December 31, 2025, without observing the contractual notice period of one year. | |
11 | Advisory note on agenda requests from the Society CommitteeIn previous meetings of the Social Affairs Committee, various commitments were made regarding the provision of information to the committee for the purpose of forming an opinion. With the proposed agenda requests, the board provides the presentations that have been promised. Both presentations will be given to the board one week prior to the committee meeting. This ensures that the information is always up to date and that the board has ample opportunity to refine the presentations where necessary. 12 | Advisory memorandum Annual plan for the Helmond-de Peel work center 2026Under the SUWI Decree (Decree on the structure of the work and income implementation organization), all municipalities in the Helmond-De Peel labor market region must adopt an annual implementation plan for employer services. This plan is integrated into the annual plan of the Helmond-De Peel Work Center and is submitted for decision-making with this proposal. The framework promotes uniformity in both substantive and procedural terms. This is an amended version, based on the comments and observations made by the Council on the 2024 version. 17 | College advice on commuting arrangementsAs of January 1, 2026, in accordance with the CAO municipalities and CAO Cooperating Municipal Organizations (SGO), it will be mandatory for employers to have a commuting allowance scheme. A joint scheme has been drawn up for the Dommelvallei organizations. Agreement on the scheme has been reached in local consultations with the trade unions and representatives from the organizations.
