Advisory note Adjusting indexing 2023 for PDC YouthIn mid-June 2022, in accordance with our contract, we set the indexation for 2023 based on the 5-year average of the OVA indexation. Recently, the Ministry of Health has increased the provisional OVA percentage for the year 2023 due to the increase in personnel costs. This tightening of the provisional OVA percentage occurs only if there are special circumstances. Therefore, our recommendation is to still adjust the indexing rate of the PDC as we know it for 2023 with a limited increase. College Decision:

Customized approach to purchasing power lossInflation is at an all-time high, causing the cost of living and especially energy to rise significantly. This threatens more and more people with financial problems. Not only minima, but also people with low and middle incomes. In order to prevent a large number of them from falling into debt or poverty due to the high inflation and energy crisis, a local customized approach to purchasing power loss has been developed. In addition to measures for residents, measures for civil society organizations are proposed. Civil society organizations are also affected by increased prices. Entrepreneurs are no exception. However, this target group is not included in this advice memorandum and the proposed approach, because at this stage it is not yet clear what the effects of the national policy will be in practice and what supplement to it from the municipality will be most beneficial for our entrepreneurs. In order to be able to implement the customized approach to purchasing power loss as quickly as possible, the council is asked to make the necessary budget available. In this approach, it is important that the resources are well targeted and, as much as possible, have a lasting effect for the individual resident. The college decides to adopt the council proposal which includes the following decision points:
