Advisory note on mandate register Service Dommelvallei 2025

Dienst Dommelvallei performs tasks on behalf of the municipality in the areas of finance, internal control, personnel and organization, computerization and automation, service provision and social affairs. In order to perform these tasks, the Director and employees of the Dommelvallei Service are granted a mandate. The Dienst Dommelvallei mandate register needs to be updated due to various organizational developments.

The college decides:
1. to adopt the Dommelvallei Service Mandate Register 2025;
2. to revoke the Dommelvallei Service Mandate Register 2024, adopted by resolution dated July 9, 2024;
3. to adopt the Dommelvallei Service Agreements Proxy Decision.

Adviesnota Extension Beschotting Combination Youth Care

Combination Youth Care is one of the largest care providers within our youth aid region. On June 6, 2023, the college agreed to provide advance payments totaling 3.1 million to CJ, of which 1.4 million has already been paid. With this, the municipalities have implemented Step 3 of the Roadmap and CJ has the opportunity to get its financial affairs in order (Step 3).

Despite the fact that CJ has not yet had to use the 1.4 million already paid, the organization is still financially vulnerable. For this reason, CJ has asked the municipalities to extend the advance payment of 3.1 million by one year to Dec. 31, 2026, because the recovery of the financial situation takes more time.

The College decides:
1. To agree to the conclusion of the Addendum Agreement on Advance payments of Stichting Combinatie Jeugdzorg by the Municipality of Eindhoven and the Municipality of Helmond, in which the final repayment date of the advance payments is extended by one year to December 31, 2026.
2. In continuation of decision point 1. to request the mayor to ratify the authorization, to sign this addendum to the bevoorschotingsovereenkomst by the mayor of the municipality of Eindhoven and the mayor of the municipality of Helmond.

Advisory note Desired public transportation subregion East 2025

There is strong mobility growth within the MRE. A mobility transition to more public transport is necessary. The municipalities within the East sub-region want to join forces by drawing up a joint public transport plan that does justice to the challenge of scale in this part of the Brainport region. This will strengthen our position and provide a clear commitment to other (supra)regional tables in the field of spatial development and mobility.

The college decides:
1. To agree to the "Desired Public Transport Subregion East";
2. To agree to the attached council information letter and forward it to the city council.

Advisory note Heer van Scherpenzeelweg Awarding Specifications

On June 10, 2025, the tender took place for specification 2024-04: "Drainage and basin Heer van Scherpenzeelweg" The company vd Boomen B.V. from Den Dungen had the most advantageous tender

The college decides to award the specifications 2024-04: "Sewerage and basin Heer van Scherpenzeelweg" to the company vd Boomen B.V. from Den Dungen, for a contract price of €1,322,000, - excluding VAT.

Advisory note on budget amendment GR Cure 2025

GR Cure has sent the Budget Amendment 2025 to the participating municipalities for their views. In accordance with Article 35 of the Common Regulations Act, the municipal council must be given the opportunity to express its views on this to the board of the scheme. The Budget Amendment 2025 applies to the entire GR Cure, but has been allocated to Geldrop-Mierlo as a budget underrun a k € -17.

The college decides to recommend that the council:
1. Take note of the first budget amendment 2025 of GR Cure;
2. Adopt the view and send it to the General Board of GR Cure;
3. Process the financial consequences in the 2025 annual accounts of the municipality of Geldrop-Mierlo.

Advisory note - Decision on Objection LOD Aragorn 

Enforcement action was taken against the illegal erection of a terrace roofing on a roof terrace of an apartment building with the imposition of an order under penalty.
An objection has been lodged against this order. This advice note serves to make a decision on that objection.

The College decides, in accordance with the advice of the Objections Committee, to uphold the contested decision with the proviso that:
a. the passage "The released building materials must be removed from the site" is rescinded, and;
b. the period of enjoyment attached to the order in accordance with the amendment decision of April 15, 2025 (sent April 16, 2025) is set to the first day of the seventh week after publication (read: the mailing date) of this decision on objection.

Advisory note establishing 2024 Heppie Home grant

Heppie (t)Huis is a (temporary) place of residence in Geldrop-Mierlo for youth who can no longer live at home. The municipal council of Geldrop-Mierlo decided on November 6, 2017 to start the pilot Heppie (t)Huis, and on September 25, 2023 decided to extend the pilot Heppie (t)Huis with 5 years. A grant of 911,905 euros was provided for this purpose in 2024. In this college proposal it is requested to agree to establish the grant to Heppie (t)Huis.

The college decides to agree to establish a grant in the amount of € 911,905 for 2024 to Heppie (t)Huis.

Advisory note Follow-up steps urban design vision Lommerrijk

This proposal deals with the steps to be taken to bring the urban design vision of Lommerrijk to fruition.

The college decides:
1. In the future (after spatial procedure) to launch tenders for the sites that do not (yet) have a building claim and for which a developer should be selected.
2. To actively search for replacement housing for Ukrainian residents Stationsstraat 33 in Geldrop (former GGD building).
3. The future demolition of Stationsstraat 33 in Geldrop (former GGD building), Parallelweg 10a in Geldrop (Jeugdhuis de Prell) and Parallelweg 8 in Geldrop (Van der Puttschool) in accordance with the urban development vision Lommerrijk.

Advisory note Development direction Gulbergen estate

For Landgoed Gulbergen, after an extensive preliminary process, the MRE has prepared a spatial vision, namely the Development Vision Landgoed Gulbergen. This latest MRE Development Vision is the reason that the two territory municipalities also assess the proposed developments based on the municipal visions of Nuenen and Geldrop-Mierlo. These lead to their own development direction. The decision-making on this will be submitted simultaneously to both councils.

The college decides:
1. To approve the Development Direction Gulbergen Estate;
2. To forward the council proposal to the council:
- 1. To adopt the development direction Landgoed Gulbergen for the territory of the municipality of Geldrop-Mierlo.
- 2. To take cognizance of the development direction Landgoed Gulbergen for the territory of the municipality of Nuenen.

Advisory note on decision on objections to traffic decision

The Municipal Executive decided on October 8, 2024, by a traffic decree, one-way traffic, excluding (moped) cyclists, in the southern direction in Vogelpoelstraat and Bolsiusstraat. This traffic decree was published in the Municipal Gazette (No. 48322) on October 17, 2024. 

Objections to this traffic decision were filed on October 29, November 25 and November 26, 2024. These objections were heard by the Objections Committee on February 10, 2025. 

This advisory note advises the College of Mayor and Alderman on the decision to be made on the objection.

The College decides:
1. To declare the objections of October 29, 2024, November 25 and November 26, 2024 admissible.
2. To uphold the contested decision with additional reasons and to adopt the decision on objection.

The Wmo Adviesraad Geldrop-Mierlo recently shared its annual report of 2024. This shows what activities they performed with the received implementation budget of €6000.

The college decides to take note of the annual report 2024 of the Wmo Adviesraad Geldrop-Mierlo.

Advisory note on sale of land Enexis - Genoenhuizerweg 9 and Munnikenakker 2

At two locations within our municipality, Enexis Netbeheer BV (hereinafter Enexis) intends to install transformer stations. The land still belongs to our property, and Enexis wishes to obtain ownership of this land through a transfer of ownership. Two draft purchase agreements have been drawn up for this purpose.

The College decides to approve the two purchase agreements in accordance with the attached drafts.

IHP Advisory Note

In this council information letter, we inform you about a different distribution of the financial impact of the Integral Housing Plan (IHP) for the budget period 2026-2029 and beyond.

The college decides to adopt the council information letter IHP.

College proposal policy rules on self-occupancy obligation

The self-occupancy obligation is intended to ensure that affordable owner-occupied housing is actually occupied by the intended target group. By doing so, the municipality wants to prevent these homes from being rented out or used for investment and in the way contribute to a fairer housing market and better opportunities for house seekers.

The college decides:
1. To adopt the policy rules on compulsory self-housing of affordable new-build owner-occupied dwellings in Geldrop-Mierlo;
2. To take effect after the municipal council has repealed the council decision on compulsory self-housing of February 7, 2022;
3. To propose to the municipal council that the council decision on compulsory self-housing of February 7, 2022 be repealed.
