Advisory note New policy rules displaced persons Ukraine 2025

Since 2022, through a service level agreement (DVO) for the seven municipalities of the labor market region, Senzer has been implementing the living allowance, and later the co-payment scheme, for displaced persons from Ukraine, to their full satisfaction. Regionally uniform policy rules have been drawn up for the provision of living allowance, and later the collection of co-payments from employed persons. As of October 1, 2025, the co-payment for working people in municipal shelters will be increased and the rules will be adjusted slightly. Following this, the policy rules will also be adjusted.

The college decides to adopt the Policy Rules on Displaced Persons Ukraine Geldrop-Mierlo 2025 with retroactive effect as of October 1, 2025 while simultaneously repealing the Policy Rules on Displaced Persons Ukraine Geldrop-Mierlo (2024).

The College decides to agree to send the attached council information letter to the City Council.

Advisory note Progress report backlog of 2025 housing target for status holders

In a letter dated August 27, the Province of North Brabant notes that the municipality of Geldrop-Mierlo has achieved the regular task of housing status holders, but that the backlog from the earlier period has not yet been completely cleared. Given our explanation of the progress, the province waives the earlier request to draw up a plan of action. A progress report is now sufficient, which includes an overview of housing completed and yet to be completed through December 2025. In addition, we must indicate what actions are being taken to catch up from previous periods.

The college decides:
1. To take note of the supervision opinion of the Province of North Brabant on the realization of the housing of statusholders in the first half of 2025.
2. To agree to the offer letter and progress report (with short- and long-term steps to be taken) in response to the province's supervisory opinion.
3. To inform the City Council in the next Council information letter "Status of reception of refugees and displaced persons".

Advisory note Hourly rate preschool and early childhood education 2026

For the implementation of preschool work and early childhood education, the municipality provides subsidies under the Subsidy Scheme for Early Childhood Education Geldrop-Mierlo 2022. According to this regulation, the board annually sets the hourly rate. The annual updating of this hourly rate is of great importance for realistic and transparent funding. By regularly reviewing the cost rate, we can ensure fair funding that does justice to the actual commitment, quality and costs of VE providers within our municipality.

The College decides:
1. To set the maximum hourly rate for preschool work and early childhood education 2026 at €13.74.
2. To set the hourly rate for HBO-trained pedagogical policy officer/VE coach at € 58.09.

Advisory note Council information letter Ethostelling

Within the framework of the regional Action Plan Homelessness 2024 - 2030, your college has promised to inform the city council about the progress of the approach to homelessness in the Eindhoven region. It is proposed to do this through a council information letter that addresses the results of the ETHOS census, it is also proposed to provide an image-forming presentation in the society committee.

The College decides:
1. To agree to send the "council information letter results ETHOS census" to the City Council.
2. To agree to adopt the agenda request 'results ETHOS census and recalibration of regional agreements' for the November 18, 2025 Society Committee meeting.
