The decision list of the public college meeting of Jan. 31, 2023, is adopted accordingly.

Settlement Senzer 2022

The Ministry of Social Affairs and Employment has made resources available for the calendar year 2022 for a number of statutory regulations, the implementation of which has been assigned to Senzer by the municipality. It concerns the BUIG resources for benefits and wage subsidy, the Participation budget for the execution of reintegration trajectories, among other things, and the Wsw resources for social employment. For 2022 the subsidy will be definitively determined through your decision on this advice note.

The College decides:
1. To agree to reclaim €735,483 for 2022 from work company Senzer for the provision of benefits to residents who are (temporarily) unable to support themselves or the provision of wage subsidies as referred to in the Participation Act;
2. To agree to the granting of an additional subsidy of € 93,758 for 2022 from work company Senzer for the implementation of participation activities as referred to in the Participation Act;
3. To agree to the granting of an additional subsidy of € 99,242 over 2022 to work company Senzer for the Wsw as referred to in the Participation Act and to cover this from the funds reserved for this purpose;
4. To notify the General Board of Work Company Senzer of the final subsidy by means of the attached draft decision.

Advisory note RIB Progress on integration

In 2022, the new integration system will be in place. The city council wants to be informed periodically about the progress of the new integration. It was agreed to do this by means of a council information letter. In the attached RIB we describe on the basis of some themes where we are now and what has been achieved. Because the start-up phase in 2022 unexpectedly took longer than expected, it is still too early to draw up a numerical progress report. All integration participants in the new system are still in the initial phase of integration.

The College decides:
1. To agree to the contents of the attached council information letter 'Progress in Integration';

2. Forward these to the City Council.

Advisory note Integral security plan 2023 - 2026

Safety is a basic condition for living, working or staying somewhere nice and pleasant. Our ambition is therefore that the residents of our municipality feel comfortable and safe in their own living environment. The municipality has a directing role in safety policy and works together with partners to this end. This directive role is laid down in the Integral Safety Plan (ISP) 2023 - 2026. This plan indicates the preconditions and basic principles under which certain safety topics are prioritized and how these priorities will be addressed in the coming years.

The College decides:
1. To agree on the integral security plan 2023 - 2026.
2. To agree to the attached council proposal to submit the Integral Security Plan 2023 - 2026 to the City Council for decision after judgement in the General Affairs Committee.

Advisory note appointing members Municipal voting committee

For each election, the College of Mayor and Aldermen establishes a Municipal Election Board (CSB). The task of the Gsb is to determine the results of the election at the municipal level during a public session.

The College decides:
1. To appoint the persons listed on Annex 1 as members and/or alternate members/supporters of the 2023 Municipal Voting Committee.
2. To designate the City Hall as the location where the Municipal Voting Committee will hold office.
3. To determine that the Municipal Voting Committee will hold its session on Thursday, March 16, 2023 beginning at 8:00 a.m.

Advisory note Additional adjustment indexing 2023 for PDC Youth

The contracts provide that the annual indexation of youth rates is determined based on the five-year OVA average. In July 2022, indexing 2023 was determined based on the preliminary OVA percentage in accordance with the methodology included in the contracts. In December 2022, the 2023 indexation was adjusted as a change was made to the provisional OVA percentage given the many price developments. Now there is another proposal to change the 2023 indexation.

The College decides:
1.Agree to the one-time adjustment of indexation 2023 from 3.57% to 4.67% as of 1-4-2023.
2.Agree to the attached response to healthcare institutions in response to the letter received on 13-12-2022.

Advisory note Multi-year building maintenance planning 2023-2032

The municipality of Geldrop-Mierlo is responsible for the management and maintenance of the municipal property. Multi-year maintenance planning is used to manage maintenance and risks. An MJOP serves as a basis for budgeting and planning the necessary major replacement maintenance of the municipal property. On the basis of the MJOP, the municipality is able to schedule work, put it out to tender and financially test the work bid. The update of the MJOP now shows that the total annual amount needed, which should be deposited in the provision, comes out to € 1,464,000. And so the provision covers the costs of carrying out major replacement maintenance (GVO) for the next 10 years.

The College decides:
1. To approve Multi-Year Maintenance Planning 2023-2032 (Appendix 1).
2. To continue the maintenance level of municipal buildings in accordance with previously adopted council decision in February 2015 at the level 'reasonable', as defined in the Dutch standard NEN 2767.
3. To include the IMP for the Dorpsstraat 213 building only until and including the end of the Dienst Dommelvallei lease contract (31-12-2024).
4. Based on the updated Multi-Year Maintenance Planning (MJOP), to set the annual allocation to the provision for building maintenance at € 1,464,000.
5. Cover the additional required annual allocation of € 590,000 from the MJOP update contingency of € 400,000 and charge the remainder of € 190,000 to the 2023-2026 budget result.
6. To this end, adopt the 3rd Budget Amendment 2023 (Annex 2).
