The decision list of the public college meeting of August 30, 2022 is adopted as presented.

2 Decision on objection Linze 13 at Geldrop

An objection has been lodged against an environmental permit for a canopy. The Objections Committee recommends that the objection be declared admissible and well-founded and that the contested environmental permit be revoked.
The college decides to declare the objections admissible and well-founded and to revoke the contested environmental permit, in accordance with the attached draft decision.

3 Updated Senzer Joint Arrangement.

The municipality of Geldrop-Mierlo participates in the joint arrangement (GR) Werkbedrijf Atlant de Peel (Senzer). The work company has been in existence since 2016. Since then, the organization has continued to develop and the environment in which Werkbedrijf operates has changed. Think for example of changes in laws and regulations, the regional context, developments in the labor market and the integration of the social domain. Thus an update of the joint arrangement is necessary. The colleges of mayor and aldermen of the seven participating municipalities have the final decision-making authority to enter into the updated joint arrangement with Senzer. In accordance with the Municipalities
Joint Arrangements Act (Wgr) permission is requested for entering into the amended joint arrangement.

The college decides:
1. To request the municipal council's permission to enter into an updated joint arrangement with Senzer.
2. To agree to the attached updated common scheme, subject to obtaining the City Council's consent to enter into a common scheme with Senzer in accordance with the draft attached to this decision
3. To agree to the attached view of the updated Senzer joint arrangement and forward it to the City Council for adoption.

4 Policy rule on recovery of business capital Tozo

From March 1, 2020 to October 1, 2021, the Temporary Bridging Scheme for Self-Employed Workers (Tozo) was in effect. The scheme was part of an emergency jobs and economy package related to corona. The Tozo hangs under the Participation Act and is grafted onto the Self-employment Assistance Decree (Bbz 2004). It provides a supplementary living allowance when income falls below the social minimum as a result of the corona crisis and a loan for working capital to cope with liquidity problems caused by the corona crisis. The loan must be repaid by operation of law. Because it concerns working capital, the policy rules on repayment and recovery under the Participation Act, IOAW and IOAZ cannot be followed. A new policy rule on the repayment and recovery of working capital Tozo is needed for this.
The college decides to adopt the policy rule on recovering corporate capital Tozo municipality Geldrop-Mierlo.

6 Spatial vision Bleekvelden 2022

In January 2020, the council adopted the spatial vision for the Bleekvelden. In this document, a spatial vision was drawn up with a subdivision suggestion. The spatial vision established a number of principles for the transformation of Bleekvelden into a residential area. A lot has happened since the document was adopted. Among other things, we as a municipality have received subsidies from the housing impulse, we have the corona crisis behind us and the pressure on the housing market has increased considerably. Based on the municipal housing ambitions, the spatial vision has been further fleshed out. The conclusion for the Bleekvelden is that the housing ambitions from the WBI, based on the spatial vision from 2020, cannot be brought in line with the desired spatial quality at this location. The building heights included in this vision are too restrictive. Therefore, an adjustment and further coloration of the spatial vision in the form of the "spatial vision Bleekvelden 2022" is submitted to the council.

The College decides:
1. To approve the spatial vision Bleekvelden 2022 attached in Appendix 1;
2. To forward to the council the spatial vision Bleekvelden 2022 attached in Appendix 1 including the attached council proposal.

7. Adopt Cooperation and Implementation Program (S&Up) of the RES.

At the end of 2021, the Regional Energy Strategy (RES) 1.0 was adopted for the Eindhoven Metropolitan Region. The present Cooperation and Implementation Program (S&UP) details how we will put the agreements and ambitions from the RES into practice. The S&UP describes what municipalities, provinces, water boards, grid managers and other parties are working on and how that fits into the larger regional picture. From this overview, we in the region can discuss where and how we can carry out our joint task better or faster.

College Decision:

1. To adopt the Cooperation and Implementation Program for the Regional Energy Strategy of the Eindhoven Metropolitan Region (S&UP RES) and the themes and method of cooperation contained therein.
2. To participate in principle in the coalitions selected in the overview in Appendix 2.
3. To continue the deployment of official capacity for the RES of 1 day a week in accordance with chapter 1.3 and chapter 6 of the present S&UP.
4. To agree to the attached Council information letter. 5. To provide this Council Information Letter to the City Council via the Municipal Clerk’s Office along with the S&UP.
