Decision list public college meeting dated May 30, 2023

The decision list of the public college meeting of May 30, 2023 is adopted as presented.

Solution integration some specific groups

As of 2002, the Integration Act 2021 is in effect. Recently, two points of attention have emerged from groups of persons integrating who are experiencing problems as a result of the arrival of the current system, or who are unable to follow the most optimal integration. Our language provider of the B1 route, ROC Ter AA, has developed an offer in response. The seven regional municipalities recognize that municipalities have a responsibility for these groups and would like to make use of this offer.

The College decides:
1. To agree with the plan of action of ROC Ter AA to eliminate the waiting lists of literacy for people covered by the old Integration Act;
2. To agree to the use of the plus program of ROC Ter AA for young people who are obliged to integrate and who cannot follow the educational route;
3. To make the funds for this available from the budget for civic integration (FCL 6650002); the plus program from the civic integration provisions (ECL 38009); the literacy old wetters from the implementation costs (ECL 43600).

Board proposal update study Coevering and Kerkakkers natural gas-free

With the help of a presentation we update the City Council on the research Coevering and Kerkakkers Aardgasvrij. We are now six months in and want to tell something about the state of affairs and knowledge acquired. This in the context of the declaration of intent that we will probably ask the council in January to pronounce on doing further research into heat networks in the municipality and the neighborhood plan and neighborhood implementation plans that will follow, which will be submitted to the city council for notification and adoption, respectively.

The College decides:
1. To take note of the memo, presentation and agenda request;
2. To forward these to the council.

Follow-up Article 36 questions from SAMEN on career guidance through home to work

On 09-05-2023, follow-up questions were asked by SAMEN regarding the home-to-work.com initiative. Attached you will find the council questions asked and the answers to them.

The college decides to agree to answer the council questions and forward them to the council.

Financial regulation and control regulation update

The financial regulation and the audit regulation based on articles 212 and 213 of the Municipal Law need to be updated. This is particularly necessary due to the shift of the lawfulness responsibility from the auditor to the municipal executive. For further explanation, please refer to the attached council proposal.

The College decides:
1. To approve the updated Financial Regulation and forward it to the City Council through the Audit Committee.
2. To approve the updated audit regulation and forward it to the City Council through the audit committee.

Advisory note council proposal strategy and budget frameworks 2024-2027

The 2024-2027 strategy and the budget frameworks associated with this strategy together form the framework memorandum and are submitted by the college to the council.

The college decides to agree to the council proposal.

2023.05.31 Advisory Memorandum Scenarios Future-proof Weaving Museum May 31, 2023

Recently, the research bureau has delivered its findings of the business case Weaving Museum containing several scenarios related to obtaining a future-proof Weaving Museum in Geldrop-Mierlo. This in response to the council decision in the fall of 2022 in which one-time funds were made available for interim professional direction and compensation for the research/advice. In favor of this decision, it was made clear that the college would return to the council in spring 2023 to present a sustainable improvement. The plan for this is now ready and calculated.

College Decision:

Agree to the council proposal "Scenarios for a Future-proof Weaving Museum" which proposes, for the benefit of the Weaving Museum:
(a) Agree to preferred scenario B;
b) To agree with the structural increase of the basic subsidy with an additional amount of € 84,635 excluding annual correction and thus to agree with the corrected additional subsidy amounts in addition to the basic subsidy being
2024 ad € 114,535.
2025 ad € 98,485.
2026 ad € 82,535.
2027 ad € 65,035.
2028 ad € 65,035.
and to include this in the multi-year budget 2024 and beyond.
c) To agree to the provision of capital expenses of € 40,000,- in 2023, for incidental costs for the one-time physical-spatial investments, which will be charged in the increase of the rent with annuity of 20 years. The increase of the rent by this appropriation 

  1. will take place from 2024; the municipality will make agreements on this with the Weaving Museum in the fall of 2023.
    d) To agree to the incidental costs of € 25,000,- in 2023 for the continuation of the appointment of the director in the period from August to December 2023, in anticipation of the structural contribution from 2024 of which the professionalization of the management is part, and to charge this to the budget balance 2023.
    e) To agree to the incidental costs of € 11,500 in 2023 for the one-time expenses for the preparation of education and communication plan and small-scale adjustments to audiovisual resources permanent exhibitions, and to charge this to the budget balance 2023.
    f) To approve this 8th budget amendment 2023.
    g) To agree to the sequence that the one-time investments for scenario B will be made only if the structural investments of scenario B are chosen.
  2. To forward the council proposal (and council decision) to the City Council for (judgmental) discussion at the Society Committee June 27, 2023 (incl. agenda request Society Committee) and for adoption at the council meeting July 13, 2023.

College proposal council proposal and agenda request

On January 1, 2024, the Omgevingswet will take effect. As a follow-up to Ms. T. van der Schoot's presentation, the next step is this council proposal with concrete proposals for local implementation.
The proposal involves the designation of categories;
- for which the council retains the advisory right;
- In which participation is mandatory;
- in which the council delegates to the college the power to adopt the environmental plan in specifically defined cases.

College Decision:

  1. To agree to the council proposal and agenda request; 
  2. both to be forwarded to the council.
