Advisory note on updating the treasury charter for 2026

The current treasury charter, which dates from 2005, is no longer up to date. That is why this update of the charter has been carried out, both in terms of content and layout. The existing processes will hardly change as a result of the update of the treasury charter.

College Decision:

1. To adopt the treasury charter;

2. Send the updated statute in accordance with Article 17(3) of the Financial Regulation to the Council for notification;

3. Amend Article 10.2 and deposit surplus funds only with the Ministry of Finance and financial institutions, and not with BVO Dienst Dommelvallei and/or its participants.

Advisory memorandum on street works rates for 2026

When utility companies perform work on cables and pipes, they cause damage to paving materials, roadsides and green spaces. For this, they pay us a fee. The fees must be set annually by the college.

The council decides to set the recovery rates for the year 2026.

Tender for public transport concession in Southeast Brabant for shared mobility 2027

The province has been preparing for the tender for the Southeast Brabant public transport concession for some time now. An administrative and civil service steering group has been set up for this purpose, and the Taxbus organization is also involved in both steering groups. The province recently adopted the Shared Mobility policy document. This document is attached, along with the accompanying letter. The aim is to bring both documents to the attention of the Municipal Executive.

The council decides:
1. To take note of the policy document on shared mobility and the accompanying letter sent on behalf of the Provincial Executive of North Brabant;
2. To subsequently provide the Provincial Executive with feedback on how the matter was discussed.

Advisory memorandum for the imaging session of the spatial planning committee - GGA Strabrechtseheide

Since 2021, Geldrop-Mierlo has been participating in the provincial Green-Blue Area-Specific Approach program surrounding the Natura 2000 area Strabrechtseheide and Beuven. In mid-2023, the council was informed about the current status. In 2025, the committee wants to include the progress of this program in an exploratory session.

The council decides to forward the attached explanatory note 'Status of GGA Strabrechtseheide' to the Spatial Planning Committee on February 9, 2026, for information purposes.

Council information letter on the entrepreneurs' fund

In the 2026 budget, the municipal council has allocated funds for research into the introduction of a municipality-wide business fund. The council information letter informs the council about the reasons for this research and the intended follow-up process in 2026.

The council decides to approve the council information letter on the Geldrop-Mierlo Entrepreneurs Fund and to forward it to the municipal council.

College proposal Migration statement DataB to network drive

In 2023, it was decided to transfer most tax tasks to the East Brabant Tax Cooperation (BSOB). This transfer was completed in January 2024. Since then, BSOB has been handling old objections, while Dienst Dommelvallei (DD) is still carrying out current collections. Because the tax tasks have been transferred and the DataB application now only contains semi-static data, it makes sense to discontinue use of this application and transfer the data to the network drive of Dienst Dommelvallei. Now that this migration has been completed, it is necessary to draw up a so-called Migration Statement and have it signed by the council. The second appendix concerns the migration report, which describes how the migration took place.

The board decides to approve the migration statement for the migration of tax data from DataB to the network drive.

Advisory memorandum on the Implementation and Enforcement Program for the Physical Environment of Geldrop-Mierlo 2026

The Implementation and Enforcement Program for the Physical Environment of the Municipality of Geldrop-Mierlo 2026 includes the planned activities in the areas of licensing, supervision, and enforcement within the physical environment. These activities are also referred to as the "VTH tasks." The U&HP 2026 outlines the deployment of capacity, instruments, and administrative measures.

The council decides:
1. To approve the Implementation and Enforcement Program for the Physical Environment of Geldrop-Mierlo 2026;
2. To inform the Council about the U&HP 2026 by means of the attached council information letter;
3. To inform the province of North Brabant about the U&HP 2026.

Presentation to the General Affairs Committee on the Liveability and Safety Team

The portfolio holder has promised to inform the municipal council during this council cycle about the implementation of municipal policy in the area of supervision and enforcement of the physical living environment. The Liveability and Safety team plays a central role in this. With the proposed agenda request, the municipal executive is fulfilling its promise to give a presentation.

The council decides:
1. To take note of the content of the presentation;
2. To approve the agenda request Presentation on supervision and enforcement in Geldrop-Mierlo General Affairs Committee of February 23, 2026.

Subsidy application to the Ministry of Social Affairs and Employment regarding integration app

Mr. Boon and Mr. Dekker (Socialum) have developed an app that can promote the integration and participation of migrant workers, Ukrainian displaced persons, and status holders. The Ministry of Social Affairs and Employment has indicated that it wishes to provide financial support for this initiative from ESF+ funds within the framework of the "Work in NLalliance covenant. These subsidies are intended for social innovation to promote labor market participation and social inclusion. NLWork in NLis a collaboration between the national government, municipalities, companies, trade unions, and housing providers, among others, with the aim of providing better information, assistance, and support to migrant workers. In Geldrop-Mierlo, Kuhn, Randstad Employment Agency, and the GEMINI business association have indicated their support for Socialum's initiative and their willingness to collaborate. The municipality of Geldrop-Mierlo, as the local government, has been asked to join as a stakeholder and to submit the subsidy application for this initiative to the Ministry of Social Affairs and Employment (one of the Requirements the "Work in NLalliance). The municipality's cooperation is limited to supporting the project, contributing to it by helping to formulate the package of requirements, and monitoring progress in the interim together with the participating organizations. There is therefore no obligation whatsoever to purchase the app.

The council decides:
1. To support the initiative of Mr. Boon and Mr. Dekker (Socialum) and to enter into cooperation with the participating parties as a stakeholder (without further (financial) obligations); 
2. To agree to submit a subsidy application to the Ministry of Social Affairs and Employment, also on behalf of the collaborating parties, for the further development of the app to promote labor market participation and social inclusion.
