Advisory note proxy decision non-partisan education council

In the council meeting of September 15, 2025, the City Council adopted the "Regulation on Legal Status of Council and Committee Members 2025. This stipulates that the Municipal Executive decides on applications for participation in non-partisan political training in connection with fulfilling the function of council or citizen committee member.
At the meeting of the General Affairs Committee on September 1, 2025, portfolio holder Van Bree promised to investigate whether mandating this authority to the clerk is possible. This appears to be possible. However, because it concerns a private act, it is not a mandate but a power of attorney.
It is now proposed to the college that the decision on applications by council and committee members for participation in and reimbursement of expenses for non-partisan political training be mandated to the registrar.

The College decides to grant the Registrar power of attorney to decide on behalf of the College of B&W on applications from council and committee members for participation in non-partisan political training in connection with fulfilling the position of council or committee member.

College recommendation council proposal Structural support Weeff factory

In November 2023, the council approved the implementation of the assignments "Future Hofdael/Weeffabriek." In doing so, 2024 was designated as a transition year to put the Weeffabriek's new organizational structure into practice and to test the financial assumptions.
The evaluation of this transition year shows that the organization has realized significant improvements, but that the current subsidy is insufficient to structurally balance the operation. This proposal provides for processing the deficit for 2024 and 2025, a structural adjustment of the subsidy from 2026 and the provision of a one-time contribution to build up a financial buffer. This will ensure the continuity and financial resilience of the Weeffabriek.

The college decides:
To agree to put the council proposal Structural Support Foundation Weeffabriek on the agenda for the December 2025 council meeting, with the following decision points:
To agree to process the compensation amount of € 107,100 for 2024 and 2025 in the 2025 fiscal year for Weeffabriek Foundation and to adopt a budget amendment charged to the 2025 budget balance.
To agree to make a one-time contribution of € 125,000 available in 2026 to Weeffabriek Foundation to build up a financial buffer of 10% of total income, charged to the general reserve through the 2026-2029 multi-year budget.
To agree to structurally increase the subsidy to the Weeffabriek Foundation from 2026-2029 by € 53,550, based on the 2024 results and the findings of the Berenschot report.

Advisory Note Additional Grant LEV Group Reception Ukraine 2025

LEVgroup supports refugees from Ukraine, most of whom are hosted in municipality shelters. A small group stays in host families. The war is still not expected to end any time soon. The refugees will remain in the Netherlands for the time being. To continue providing the necessary support, LEV is applying for an additional grant to the one already awarded for the term from July 1 to December 31, 2025.

The college decides:
1. To agree to grant the additional subsidy to LEVgroep for an extension of hours for the reception of and support for Ukrainian refugees, in accordance with LEVgroep's proposal 'Offer for extension of hours for reception of Ukraine'.
2. To cover the costs of this, namely an amount of € 14,988.96 from FCL 6650002/38103 (costs for reception of displaced persons Ukraine).

Advisory note on funding JGZ research site (4-18 years)

The GGD Brabant-Zuidoost carries out statutory tasks in the field of youth health care (JGZ) at three locations in the municipality of Geldrop-Mierlo. The accommodation costs for two locations (0-4 years) are covered by the municipal contribution to the GGD Brabant-Zuidoost Joint Scheme. For the third location (4-18 years), the municipality of Geldrop-Mierlo is responsible for reimbursing the accommodation costs separately to the GGD Brabant-Zuidoost.

The college decides:
1. To issue to GGD Brabant-Zuidoost the amended decision housing JGZ examination location (4-18 years) dated November 4, 2025 with simultaneous withdrawal of the amended decision rent youth health care location Hofdael dated October 18, 2017 issued earlier by the Municipality of Geldrop-Mierlo
2. Fund the annual housing costs for the JGZ examination location (4-18 years) from FCL 6710000 - Public Health Care.
