The decision list of the public college meeting of May 28, 2024 is adopted accordingly.

Brainport for Each Other

In 2023, the existing cooperation initiatives Partnerfonds Brainport Eindhoven, Impact040, Together for Eindhoven, Municipality of Eindhoven, Municipality of Helmond and Brainport Development started the program office 'Brainport for Each Other'. By now more than 75 employers, including companies, educational institutions and social organizations are participating. The municipality of Geldrop-Mierlo has also been asked to participate in the initiative. Although the substantive arguments for participation in 'Brainport for Each Other' are certainly there, it is - in view of the financial shortages - not the right time to make additional financial commitments.

The college decides not to participate in the "Brainport for Each Other" collaboration.

College proposal sustainability program progress report

Through this progress report, we chart the progress of the Sustainability Program adopted by the City Council in February 2023. The purpose of this progress report is to keep the City Council informed of the status of the projects in the program, and to show council members what else we are working on outside of the program. In this report, we also highlight some of the projects we have been working on from January 2024 to June 2024.

The college decides:
1. To approve the attached progress report.
2. To provide the attached progress report to the council for information through the Municipal Clerk’s Office .

Advisory note Higher values decision Mierloseweg 28-38

In December 2023, simultaneously with the draft zoning plan Mierloseweg 28-38 Geldrop, the draft decision on higher limit values under the Noise Abatement Act was made available for inspection. Following this, on April 23 your college decided to submit the zoning plan to the city council for adoption. In addition, your college must also take a final decision to establish higher limit values.

The college decides to adopt higher limit values for the Mierloseweg 28-38 plan under Article 83 of the Noise Abatement Act.

Advisory note flag protocol municipality of Geldrop-Mierlo 2024

This advisory note presents the flag protocol for the municipality of Geldrop-Mierlo for decision-making.
The protocol establishes when a particular flag will be raised in our municipality.
The protocol also establishes criteria by which the portfolio holder can judge flag requests.

The college decides:
1. To agree to the ''Flag Protocol Municipality of Geldrop-Mierlo 2024'';
2. To agree to the attached Council Information Letter Flag Protocol Municipality of Geldrop-Mierlo and to place it in the hands of the Municipal Clerk’s Office for forwarding to the council;
3. To agree to mandate the Portfolio Holder to review flag requests on behalf of the college.

Advisory note Profero Luchen 3a

In 2019, the plan was prepared with Profero Real Estate for the construction of sixteen homes, including eight senior housing units and eight life-sustaining units, in Luchen 3a. Due to objections to the zoning plan, this development has been delayed. The zoning plan is now irrevocable and the land is ready for construction, allowing progress to resume. Given the changed market conditions between 2019 and 2024, some adjustments have been made to the plan. The decision now before us ratifies the updating of the agreements and is the basis for the conclusion of the purchase agreement.

The college decides:
1. To agree to Profero Vastgoed's modified plan for sixteen dwellings on Luchen 3a;
2. To agree to use the 2023 land price in the purchase agreement;
3. To agree to publish the intention to sell according to guidelines of the Didam ruling.

Advisory note from Gerven Luchen 3a

In 2019, the plan was prepared with Bouwbedrijf Van Gerven for the construction of six senior housing units in Luchen 3a. Due to objections to the zoning plan, this development was delayed. The zoning plan is now irrevocable and the land is ready for construction, allowing progress to resume. Given the changed market conditions between 2019 and 2024, some adjustments have been made to the plan. The decision now before us ratifies the updating of the agreements and is the basis for the conclusion of the purchase agreement.

The college decides:
1. To agree to the modified plan of Bouwbedrijf Van Gerven for 6 dwellings in Luchen 3a;
2. To agree to the use of the 2023 land price in the purchase agreement;
3. To agree to the publication of the intention to sell according to guidelines of the Didam judgment.

College proposal Annual Report 2023

Herewith we offer you the final version of the Annual Report 2023 Geldrop-Mierlo, including the draft audit report and the response to it by the college (draft).
Compared to the auditor's version, the result of the land company has been revised upwards by approximately € 520,000.

The College decides:
1. To approve the 2023 Annual Report and submit it to the City Council with the accompanying council proposal for adoption.
2. To take note of the draft audit report and agree with the college's response to it.

Advisory note frameworks budget and strategy

The City Council will consider the Frameworks for the 2025-2028 Multi-year Budget and Strategy on July 1, 2024.
Through this proposal, the council proposal for adoption is presented to the college for adoption and forwarding to the City Council.

Adopt Council Proposal Frameworks for Multiyear Budget 2025-2028 and Strategy 2025-2028 proposing to:
a. Adopt the Frameworks for the 2025-2028 Multi-Year Budget;
b. Adopt the 2025-2028 Strategy (excluding targets).

Advisory note college establishing TGO

The college has indicated that they wish to respond to the call from the State and the Province of North Brabant to contribute to the reception of asylum seekers. The intention is to establish a temporary municipal shelter by July 1, 2024, which can serve as an emergency shelter for 12 weeks. Because of the urgency requested, the mayor has decided, based on his authority, to establish the temporary municipal shelter. This provides a basis for making commitments and organizing communications as a matter of urgency. This college proposal is intended to confirm the decision.

The college decides following the decision of Mayor Van Bree dated May 30, 2024:
1. To consent to the establishment of a temporary municipal shelter (emergency shelter) in Geldrop for 150 people for a period of 12 weeks starting July 1, 2024, under the condition that the full costs incurred by the municipality for this purpose will be reimbursed by the State;
2. To consent to the establishment of this temporary municipal shelter (tgo) on the vacant terrain at the De Spaarpot industrial estate, which is owned by the municipality.
