Advisory note answering written questions Mackenzie Street- ''Woods Edge''

SAMEN has submitted written questions about the difference in designation of the Mackenziestraat and Bosrand area in the Coevering. They say the different designation comes at the expense of transparency.

The college decides to approve the responses to SAMEN's written questions.

Advisory note PDO Willem Alexander Street 2A

Objection to the granting of an environmental permit for the establishment of a store and hair salon in the premises at Willem-Alexanderstraat 2A in Mierlo.

The College decides:
1. To declare the objection admissible;
2. Declare the objection unfounded;
3. Inform objectors that this decision may be appealed to the court.

College proposal RIB plan development Appelaar-Akert

With this council information letter we inform the council about the process steps to achieve the development of the Appelaar and Akert sites and invite them to the information meeting on October 9, 2025.

The college decides to approve the attached council information letter and forward it to the council.

College proposal MMMP

Over the past period, work has been done in a regional context to draft the MMMP (Multi-Year Multimodal Mobility Package) for the Eindhoven Metropolitan Region. This is an elaboration of the previously adopted Regional Mobility Vision. It concerns an adaptive package of measures with which we, together as a region, want to realize a mobility transition to more sustainable modes of transport. The MMMP is to be adopted in the Poho Mobility MRE of October 1 and will serve as a basis for co-financing from the state, province and region.

The college decides to approve the Multi-Year Multimodal Mobility Package (MMMP) for the Eindhoven Metropolitan Region, so that the MMMP can be jointly adopted by the 21 municipalities in the portfolio holders' meeting (Poho) Mobility MRE on October 1, 2025.

Advisory Note Health in Education Time

The current system of youth aid in special (primary) education is fragmented, inefficient and leads to high administrative burdens and inequality in care access. Students now receive individual indications, resulting in many different youth aid providers at one school. This hinders effective cooperation and leads to unnecessary costs and bureaucracy. The 21 municipalities in Southeast Brabant jointly want to change this by organizing and funding youth aid in schools collectively.

The college decides:
1. To agree to start a joint purchasing process regarding Youth Aid in special education, secondary special education and special primary education in Southeast Brabant in order to structurally fund it collectively, based on the starting points in the final recommendation (Annex 1);
2. To agree to extend the cooperation agreement "collective funding Health in Educational Time" for a period of one year;
3. To agree to include an amount in the multi-year budget of €65,000 in 2026, €150,000 in 2027, €100,000 in 2028 and €50,000 in 2029 (Independent Living Youth (6672003/34111));
4. To give Purchasing and the project team on behalf of A 10 for Youth the administrative assignment that the purchase of Health in Education time must be organized as cost-efficiently as possible and that in addition, as part of the monitor of the working method and financing, the financial effects necessary for the municipality - including cost savings in various domains - are explicitly monitored and visualized;
5. To agree with the "Decision to 3rd Amendment of the Regulation of Authority A 10 for Youth Geldrop-Mierlo 2021" in which mandate is given to the program manager of A 10 for Youth to sign the purchasing strategy Health in Education Time.

Advisory note Adjusting ordinance municipal valuations

On June 23, a motion was passed calling attention to the policy surrounding municipal valuations. The policy adopted by the City Council in 2004 is not in line with the 2021 Representation Memorandum. Also, the Mierlo Man has requested to be included in the municipal decoration system again. We would like to hear the City Council's thoughts on this in an image-forming session. This input will be used to update the 2004 ordinance and, derivatively, the representation memo.

The college decides to approve the attached memo and forward it to the General Affairs Committee for image-forming discussion.
