Board proposal answering art 36 questions SAMEN: facilities sport hall de Weijer for Uno Animo

SAMEN has asked article 36 questions about the facilities in sports hall de Weijer for Uno Animo. It has come to this party's attention that the municipality is not meeting their need for facilities to perform at a high national level.

The college decides to approve the answers to art 36 questions from SAMEN on the facilities in sports hall de Weijer for Uno Animo and to send them via the Municipal Clerk’s Office to the council members.

Advisory note on draft Grote Bos zoning plan

The location on the Grote Bos in Geldrop was home to the Strabrecht College. The former school buildings have been demolished and a new school building has been realized on the corner of the Grote Bos and Dwarsstraat. The municipality intends to convert the vacant site into a residential area where the houses will be realized in the form of an apartment complex. In order to realize this project, the zoning plan must be amended. In view of the above, the present draft zoning plan has been drawn up. N.b. Simultaneously with this advice memorandum, a council information letter will be submitted to the college in which an explanation will be given of the plans around the Great Forest, of which this draft zoning plan is a part.

The College decides:
1. Not to prepare (or have prepared) an environmental impact assessment for the draft Great Forest zoning plan.
2. To agree to the draft Grote Bos zoning plan.

Advisory note updating covenant Wmo advisory council

This proposal expands the existing covenant to include agreements on the implementation budget and the provision of information to the City Council. There were no clear agreements on this in the previous version

The college decides to approve the update of the covenant with the Wmo Advisory Council.

College proposal environmental permit castle gate

On November 21, 2022, the municipality of Geldrop-Mierlo applied for an environmental permit for the realization of the extension of the existing southern wall of the estate with a fence in the form of a gate. The aesthetics committee issued a negative opinion. This proposal recommends that, in deviation from the advice of the building standards committee, the requested environmental permit nevertheless be granted.

The college decides to grant the environmental permit for the realization of the extension of the existing southern wall of the Estate with a fence in the form of a gate and to deviate from:
1. the opinion of the aesthetics committee;
2. the maximum building height from the zoning plan to 3.07 meters in accordance with Article 2.12, paragraph 1, subsection a under 2 of the Environmental Law (General Provisions) Act in conjunction with Article 4, paragraph 3 of Appendix 2 of the Environmental Law Decree.

This RIB updates the council on the developments within the area development Grote Bos and specifically the status of the completion of new building Strabrecht and the gymnasiums.

The college decides to approve the attached RIB and forward it to the council.

Agenda request information evening June 29, 2023 - Centrumimpuls Geldrop

On January 25 we informed the council about the progress of the project Centrumimpuls Geldrop (CIG). On June 29 we would like to follow up on this.

The college decides to send the attached agenda request to the agenda committee.

Advisory note college Develop (In conversation) and improve (frameworks improvement path)__1684193__

From a widely shared need, the co-creation team "the good conversation" was launched in June 2022 to reform the current method of employee interviews. This resulted in a set of principles, which were adopted by the MT on September 1, 2022. These starting points highlighted the need for a clearer distinction between developing, improving and rewarding. This led to the adaptation and replacement of existing regulations and the creation of new instruments. The distinction in the new situation is made as follows:

* Develop: employee and manager are in discussion about professional and personal development using the instrument 'In gesprek'. In gesprek' is the replacement for the current regulation on employee interviews. We no longer use assessment criteria and measurements in this instrument.

* Improve: If performance calls for necessary improvements, an improvement process is initiated. An assessment cycle is still used in these situations; this is laid down in the improvement process framework.

* Reward: the legal status matters are described in the current salary regulation. Because the link between assessing and rewarding will be
abolished, we are working on a remuneration policy in which the awarding of special rewards takes place on the basis of criteria and motivation. This remuneration policy will be submitted for decision later this year. On January 24, the town clerk/general manager made a proposed decision regarding the introduction of the 'In gesprek' instrument and the frameworks for improvement and the repeal of the regulation on employee interviews. On May 23 last year, the Works Council approved the 'In gesprek' development tool and the improvement process framework. These instruments are submitted to the Municipal Executive for final decision-making by means of this advice memorandum.

The college decides to agree to the decision points.

Board proposal location club building HC Mierlo, extra money field 2 and RIB progress Oudven

The need to replace one field hockey field for HC Mierlo means that choices must be made about replacing a second field and the location of HC Mierlo's new clubhouse. The council can also be informed about a number of issues now.

College Decision:

Approve the contents of the attached council proposal on additional field hockey field budget 2. 

2. forward these to the council. 

3. locate the site for HC Mierlo's new clubhouse at its current location.

4. agree to the contents of the attached council information letter on progress at Oudven Sports Park.

5. forward these to the council.

Board proposal traffic study additional access to Luchen

A motion by DPM, CDA and DGG on the traffic structure of Luchen was adopted in the City Council on October 17, 2022. This motion asked the college to investigate the construction of an additional access for the Luchen neighborhood. This study has now been completed. It is proposed to take note of this and to inform the city council about it by means of a council information letter.

The College decides:
1. To take note of the study on the additional access to Luchen.
2. To forward the council information letter on the investigation into the additional access to Luchen to the council.

Advisory note grant scheme Energy House Smart Living

It is mandatory for municipalities to have an energy desk. The Energy House Smart Housing (EHSW) fulfills this role for our municipality, among others, supporting our residents in the area of energy conservation and making homes more sustainable. To ensure the future funding of the EHSW enable, a subsidy scheme is needed and, in conjunction with it, a Designation Order Service of General Economic Interest (SGEB). The latter is necessary to ensure that through the grant scheme, grants can only be awarded to the Energy House Smart Housing, without unauthorized state aid.

The College decides:
1. To continue the cooperation with the Energy House Smart Living until at least December 31, 2026.
2. To adopt the subsidy scheme Energy House Smart Living.
3. To make the draft Designation Order Services of General Economic Interest (SGEI) for implementation of a municipal energy counter by the Energy House Smart Living available for inspection for six weeks for views.
4. To adopt the Energy House Slim Living grant application form.

Annual documents 2022 Geldrop-Mierlo advisory note 2nd consideration college

Herewith we offer you the final version of the Annual Report 2022 Geldrop-Mierlo, including the auditor's report (draft) and the response to it from the college (draft). Compared to the auditor's version, the result has been adjusted upward by approximately € 50,000.

The College decides:
1. To approve the 2022 Annual Report and submit it to the City Council for adoption.
2. To take note of the audit report and agree with thecollege'sresponse to it.

College proposal 1st turap 2023

The 1st Interim Report 2023 shows the development of budgets in the first 3 months of 2023. Overspends and underspends expected to differ from the budget at the end of the year are presented to the council. Once approved, the changes are made to the budgets. 

The college decides to approve the overruns and underspends as included in items A and B and the credit report.

Advisory note Scenarios for extending pilot Heppie (t)Huis tbv image-forming committee June 27 v3

Heppie (t)Huis is the special and prominent care facility for youth in Geldrop-Mierlo that effectively started in 2019 and will have its last project year in 2023. The city council decided in 2017 to commit to this facility for 5 years from its opening. In the interim, in recent years, the organization has accounted for itself in reports, which have also been shared with the council. In order to determine how the municipality wants to continue with this facility from Jan. 1, 2024, the facility has been evaluated and, as a result, an assessment has been made of what the future may look like. The choices for a future continuation of the pilot will be presented to the City Council by means of the Council Memo, which will be discussed in the Society Committee on June 27, 2023, in an image-forming manner.

The college decides to agree to send the Council memo on the scenarios for renewal of the Heppie (t)Huis pilot prepared based on the evaluation of the Heppie (t)Huis pilot.

Advisory note adopting Future Perspective Housing and Health

After the discussion of the Future Housing and Health Perspective in the Society Committee, the input of the committee members was processed. At the same time, the partners involved also had the opportunity to respond to the draft. Both the input of the committee members and the reaction of the partners involved, have led to sharpening of the future perspective. The college is asked to decide to submit the sharpened version to the city council for decision-making.

The college decides to approve:
1. forwarding to the council for decision the amended draft Future Perspective Housing and Health 2023-2040 as the first paragraph of the further to be developed program Housing;
2. adopting the memo "processing committee meeting" for forwarding to the council;
3. accepting for notification the draft Implementation Program and forwarding it to the council for information;
4. to take notice of the draft Assessment Framework and forward it to the council for information;
5. to forward the council proposal to the Space and Social Affairs Committees of June 27 and 28, respectively, for consideration of opinions, and to the city council of July 13, for decision;
6. forwarding the agenda request to the agenda committee.

Advisory note on Losweg redevelopment

By agreeing to the following resolution, the preliminary design of Los Road and Los Road Park is released for citizen participation.

The College decides:
1. To approve the two design alternatives for the redesign of the Losweg.
2. To agree to the two design variants for the redesign of Losweg Park.
3. To release the design variants for the Losweg and Losweg Park for public participation.
