The decision list of the public college meeting of August 23, 2022 is adopted as presented.

Advisory note DVO Senzer Living Allowance.

For refugees from Ukraine, municipalities provide shelter and support, including the provision of living allowance. In our labor market region, Senzer implements this arrangement. The formal basis for this is formed by a service agreement (with mandate) and an addition to an existing processing agreement.

College Decision:

1. To agree to the conclusion of the service level agreement (DVO) Arrangement for reception of displaced persons Ukraine
2. To propose that the Mayor grant a mandate to Senzer to provide the authority to provide the living allowance for displaced persons Ukraine for the term of the DVO.

Advisory note Adjustment lump sum 2022 segment 1

There is a reduction in the lump sum to be implemented within segment 1 youth care and this must be divided among the municipalities involved. Through this proposal, which has already received approval in the Administrative Platform (BPF) dated June 8, 2022, the local colleges of B&W are asked to agree with the distribution of the reduction of the lump sum 2022 over the 11 municipalities.

The adjustment lump sum 2022 and its distribution is incidental and concerns a benefit for all municipalities in total of € 2.6mln. In scenario 1, based on actual care deployment, we see that the adjustment for some municipalities, however, leads to a higher lump sum 2022. Within a 10 for youth, the Dommelvallei+ municipalities were previously asked to participate in the lump sum calculations where they previously had -through 2020-PxQ agreements with these providers. This was agreed to (also by the municipality of Geldrop-Mierlo) administratively so that the open book system could be implemented and we could follow this process together as a region. In scenario 1 we now see that three municipalities of precisely this region would experience a possible disadvantage. This disadvantage occurs because they either had more clients in 2021 than in 2019 with these providers, or because the Health was heavier than in 2019. From the idea of solidarity and collectivity, the Dommelvallei+ municipalities participated in the lump-sum agreements. The advice of the Administrative Direction Team (BRT) A 10 for Youth is therefore to implement this solidarity in the distribution of the benefit of the lump sum. Scenario 4 then results in the disadvantaged municipalities not seeing their lump sum increase, and the advantageous municipalities seeing their lump sum decrease significantly.

The 2022 lump sum adjustment is a one-time action. Starting in 2023, system providers for all segments will be funded through PxQ funding. Based on completed formats, analysis and discussions with providers, actual rates 2023 will be set for the residential (occurring) products.

College Decision:

1. To agree to the 2022 lump sum adjustment
2. Agree to distribute the 2022 lump sum adjustment to the municipalities based on scenario 4.

Noise pollution Hooge Akker 24

Some residents of houses on the Eindhovenseweg have complained about the noise nuisance experienced by Intera Interieurbouw on the Hooge Akker 24 lot, which is part of the business park 'De Hooge Akker'. Initially we tried to reach a solution through mediation. When this did not succeed, we were asked to give an advice to your college on this matter.

College Decision:

1. To take note of the discussions held in this matter with the concerned residents of Eindhovenseweg and the (former) owner of Intera
2. To decide not to make provisions for (further) reduction of the noise pollution experienced.

Advisory note Gate and contribution foundation Castle Geldrop

Request for permission to place a gate (mainly) on the territory of the municipality of Geldrop-Mierlo and to grant a financial contribution for it.

College Decision:

1. To agree to the placement of a gate (mainly) on the territory of the municipality of Geldrop-Mierlo
2. Agree to provide a financial contribution equal to half of the bid (expected (by now) to be at least €25,000)
3. Initiating follow-up gateway management arrangements.

Area directors in Geldrop - Mierlo - information evening October 2022

The municipality of Geldrop-Mierlo employs four area directors. Over the past year and a half, the area directors, together with the relevant policy advisor Area-focused Work, have given more interpretation to the role of the area director in Geldrop-Mierlo. This with the vision social domain, Personal, Close and Connected as a starting point.
Now that the role of area director in Geldrop-Mierlo is clear, we would like to take the council members through the work and role of the area directors during the information evening on October 10, 2022. This to give the council members an (even) better picture of the work of these colleagues. We will start with a theoretical (policy) part of the presentation. Then the area directors give a number of practical examples of projects or initiatives from the districts of Geldrop or Mierlo.

College Decision:

1. Agree to send the agenda request for the October 10 information evening (Attachment 1) to the Municipal Clerk’s Office
2. To take note of the contents of the (draft) presentation for the information evening on October 10 (Annex 2).

Advisory note Presentation Management Plan Roads

The 2023-2027 Roads Management Plan will be discussed at the Space Committee on September 5. Our external consultant will explain the content of the management plan using the attached presentation. It is customary for the college to take note of the presentation in advance.

The college decides to take note of RHDHV's presentation on the Road Management Plan 2023-2027.
