Council proposal Response to 2026.36.002 Questions SAMEN about the status of starter loans

The SAMEN political party has submitted questions to the council regarding the Starter Loan (including questions about the closure of the office and when it will reopen). We have answered these questions.

The council decides to approve the response to the Article 36 questions (2026.36.002) from SAMEN regarding the Starter Loan.

Advisory memorandum on extending administrative agreements for 2026 Protected Housing and Shelter

This proposal concerns the extension of the current Administrative Agreements and mandates for Sheltered Housing (BW) and Social Relief (MO) within the region. Because the national decision-making process on the residence principle has been postponed again, there is no new financing system in place yet. However, the regional municipalities want to continue the collaboration and work towards new substantive and financial agreements in 2026. Temporarily extending the existing agreements will ensure continuity and create space to carefully develop new regional collaboration agreements.

The council decides:
1. To adopt the extension of the existing Administrative Agreements on Sheltered Housing and Social Care (Appendix 1) and the accompanying addendum until January 1, 2027 (Appendix 2).
2. To grant the assignment, mandate, authorization, and power of attorney for Protected Housing and Social Shelter for the period from January 1, 2026, to January 1, 2027, to the Municipal Executive and the Mayor of the Municipality of Eindhoven, in accordance with the attached draft municipal gazette (Appendix 3).

Advisory note on subsidy scheme for local insulation measures

The municipality of Geldrop-Mierlo has received a Specific Grant (Spuk) from the government as part of the National Insulation Program. This Spuk enables the municipality to set up its own insulation approach for poorly insulated owner-occupied homes in the municipality of Geldrop-Mierlo. In this context, the subsidy scheme Local Approach to Insulation Geldrop-Mierlo 2026 is being submitted to your council for approval.

 

The council decides:
1. To adopt the subsidy scheme Local Approach to Insulation Geldrop-Mierlo 2026.
2. To mandate the spatial development team manager to decide on subsidy applications by means of the attached mandate decision.
3. To cover the financial costs of this subsidy scheme from the Specific Payment Local Approach to Insulation.
4. To inform the council about the subsidy scheme by means of the attached council information letter.

Advisory memorandum Work Plan 21 for Youth 2026

This council proposal concerns the adoption of Work Plan 21 for Youth 2026. This work plan sets out the agreements, governance, budget, and allocation of resources for the regional coordination and implementation of specialist youth assistance within the collaboration of 21 municipalities in Southeast Brabant. It concerns the files on youth protection, youth rehabilitation, Youth Care Plus, and Safe Home, which have been organized regionally for several years.

2026 is a transitional year due to the entry into force of the Youth Care Availability Improvement Act. Although the legal collaboration will shift to two robust regions (Een 10 voor de Jeugd and Samen voor Jeugd) from 2026, the existing collaboration within 21 voor de Jeugd will continue in 2026 in order to carefully prepare for the transition. One implementation task (the Regional Expert Team) will be transferred to the two regions from 2026 onwards.

The council decides to approve the agreements, budget, governance, and distribution of resources from the "Work Plan 21 for Youth 2026."

SAMEN has submitted questions regarding the youth assistance product Specialist After-School Care. The answers to these questions can be found in the appendix.

The council decides to approve the response to the questions under Article 36.

Advisory memorandum on decision on objection to traffic decision 2025-04

On July 24, 2025, the Municipal Executive issued a traffic decision designating the new lane to be constructed on Mierloseweg in Geldrop for the exclusive use of public buses.

On August 19, 2025, the objector lodged an objection to this decision. This objection was heard by the Objections Committee on November 17, 2025. On January 14, 2025, the committee issued a recommendation to declare the objection admissible, but to uphold the decision.

This advisory note advises the mayor and aldermen on the decision to be taken on the objection.

 

The Board decides:
1. To declare the objection admissible;
2. To uphold the contested decision and to adopt the decision on the objection.

Advisory memorandum on removing the hospital site WBI project from the WBI.

As part of the Housing Stimulus Program (WBI), a study was conducted to determine whether housing construction on the Anna Zorggroep sites (Heggestraat and Laarstraat-Noord) is feasible. A joint integration study has shown that this 'linking opportunity' is not feasible, either financially or spatially. The costs for the necessary parking facilities significantly exceed the maximum land revenues. It is proposed that the two WBI projects on the hospital site be removed from the WBI.

The council decides:
1. To agree to remove the Heggestraat and Laarstraat-Noord projects on the Anna Zorggroep site from the WBI;
2. To incorporate the financial impact of removing these projects from the WBI (preventing a shortfall of €144,781) into the land exploitation and annual accounts; 
3. To inform the municipal council about this by means of the attached Council Information Letter.
