4 | College proposal Spuk strengthening libraries 2024-2025This proposal is about awarding a grant of €440,000.00 to the library branches in Geldrop and Mierlo for the period of two years, under the Spuk scheme Strengthening Libraries. This grant is intended to strengthen the libraries, with a focus on improving digital skills, education and increasing their social function. The amount is divided equally between the two branches and comes from a previously granted benefit from the State. 10 | Advisory note Associate partner agreement EthosAs part of the Homelessness Action Plan Eindhoven Region 2024 - 2030, your college has agreed to participate in the third round of the ETHOS census. This agreement must be signed by center city Eindhoven on behalf of all 15 municipalities. 11 | Advisory memorandum Co-operative Covenant on Population CareFor the professionalization of disaster response and crisis management, the municipalities participating in Veiligheidsregio Brabant-Zuidoost (VRBZO) entered into a cooperation agreement in 2011. 13 | Advisory Note Research Rate Protected HousingThe colleges of central Eindhoven and 14 regional municipalities work together in a uniform and regional approach and implementation in the field of Protected Housing and Social Support (BW/MO). Part of this cooperation are the costing agreements of the examination that is done by an employee of Geldrop-Mierlo in case of an indication of Protected Housing. We can claim a maximum of 6 hours per investigation for this from central municipality Eindhoven, at a maximum rate of €65 per hour. This amount has not been indexed since its introduction in 2016. On the other hand, the government contribution from which these costs are paid is indexed annually. It is proposed to correct this amount once and then index it structurally. The Board decides: | |

19 | Advisory note Regulation Youth Aid and Wmo 2025On March 25, 2024, the City Council approved updating the PGB rates in the ordinance, following a ruling by the Central Appeals Council (CRvB) on the informal PGB rates within the social network in the Wmo. This ruling necessitated adjustments to the regulation. During the actualization, several points of interest emerged that also called for changes, but due to the time frame it was not possible to implement these changes in the previous update. In this proposal, these changes have still been made and the regulation has been completely revised in a broad sense. Within the framework of the Taskforce Social Domain, further possibilities to use the regulation as an instrument for more control over spending within the Youth Act and Wmo were also examined from a financial perspective. 22 | Advisory Note on Actualization of Starter LoanThe council proposal concerns the updating of the Starters Loan Regulation 2024 in the municipality of Geldrop-Mierlo. The main changes are the increase of the maximum loan amount from € 35,000 to € 40,000, making it possible to co-finance renovation costs and additional work, and an increase of the budget by € 1,000,000 to provide more loans. These adjustments are intended to better support first-time buyers in buying a home and to promote sustainable housing.
