Advisory note Adoption of Gijzenrooi Master Plan

The area program Gijzenrooi aims to strengthen the valuable landscape of Gijzenrooi. As early as 2021, an area process was started for this purpose. After the exploratory phase, work was done on a Master Plan. The Master Plan contains a vision for the development and future management of Gijzenrooi and serves as the basis for the area program Gijzenrooi.

The college decides:
1. To approve the Gijzenrooi Master Plan;
2. To request the council to adopt the Gijzenrooi Master Plan.

College proposal DD Audit 2024

Before the auditor starts the audit of the 2024 financial statements, it is necessary to adopt the 2024 audit protocol including the framework of standards and the method of budget legitimacy.

The college decides:
1. To adopt the 2024 Framework of Standards;
2. To approve the 2024 Audit Protocol;
3. To approve the 2024 Budget Accuracy Procedure;
4. To approve the council proposal.

College proposal Spuk strengthening libraries 2024-2025

This proposal is about awarding a grant of €440,000.00 to the library branches in Geldrop and Mierlo for the period of two years, under the Spuk scheme Strengthening Libraries. This grant is intended to strengthen the libraries, with a focus on improving digital skills, education and increasing their social function. The amount is divided equally between the two branches and comes from a previously granted benefit from the State. The goal is to strengthen the libraries' role as a meeting place and learning environment, with a specific focus on low literacy and digital inclusion.

The College decides:
1. To agree to award a "Strengthening Libraries" grant of €440,000.00 (€220,000.00 per year) to Stichting Bibliotheek Dommeldal for the period of two years (2024-2025), in accordance with the Requirements of the Spuk Scheme and the plan of action for the deployment and justification of hours prepared by Stichting Bibliotheek Dommeldal;
2. That the grant is task-setting, meaning that a maximum amount of grant is provided and that there is no possibility to increase the grant.

Advisory Note on Gladness Control 2024-2025

The basic principles for ice control are established in the 2021 Ice Control Plan. The operational smoothness control plan is adopted annually by the college.

The college decides to adopt the Operational Gladness Control Plan season 2024-2025.

Advisory note Regulations taxes, fees and charges 2025

Every year a proposal on the rates of municipal taxes, fees and charges is made to the City Council. The corresponding ordinances must be adopted by the council.

The college decides:
1. To approve Ordinances 2025 and associated fee tables;
2. To approve the 10th Budget Amendment 2024 (240100);
3. To submit the council proposal to the council for decision.

Advisory Note Policy Choices Theme Housing

This advisory note deals with the policy choices for the Housing theme. With the policy choices, the City Council provides direction for the College to address the challenges within the theme.

The college decides to propose that the council adopt the policy choices for the Housing theme.

Advisory note adding health insurer VGZ to municipal policy

The municipality currently has a collective health insurance/municipal policy with health insurer CZ for minima (income up to 120% assistance level). At the request of the Client Council Participation Act and Minima (advice dated February 12, 2024), the municipality has investigated the possibility of also adding VGZ as health insurer to the municipal policy. This appears to be possible and VGZ is also interested in this. A formal cooperation requires an agreement with VGZ. This agreement, with its purchasing strategy, is now before you.

The college decides:
1. To agree to add VGZ to the municipal policy;
2. To agree to enter into the agreement with VGZ (Annex 1);
3. To agree to associated procurement strategy (Annex 2);
4. To agree to the attached council information letter (Attachment 3) and place it in the hands of the Municipal Clerk’s Office for forwarding to the council;
5. To take note of the memo "No implementation of RUB scheme now" (Attachment 4) and agree with its contents.

Advisory note on extension of SKIP regional project

In 2019, the 38 municipalities in the East Brabant police region launched the supra-regional project "SKIP" to combat the increasing normalization of drug use among young adults. The project will continue until 2024, and currently consists of the following cooperation partners, in addition to the municipalities: Novadic-Kentron, GGD hart van Brabant, GGD Brabant Zuidoost, the police and the security region, among others. The project organization has written a proposal to extend the project until 2028, it is advised to continue participating in the project.

The college decides:
1. to agree to The extension of the regional SKIP project in accordance with the project proposal for the calendar years 2025 and 2026 and to make €7,684 annually available for this purpose;
2. Not to participate in principle in the project for the calendar years 2027 and 2028 unless additional (state) funds are available for this in due course.

Advisory note Associate partner agreement Ethos

As part of the Homelessness Action Plan Eindhoven Region 2024 - 2030, your college has agreed to participate in the third round of the ETHOS census. For the organization of the census, the participating regions need to enter into an Associate Partner Agreement with Hogeschool Utrecht. This agreement must be signed by center city Eindhoven on behalf of all 15 municipalities. In order to sign this agreement on behalf of the entire region, Eindhoven needs mandate and power of attorney from the regional municipalities.

The college decides:
1. To agree with the contents of the Associate Partner Agreement;
2. To grant the College of the Municipality of Eindhoven a mandate to enter into the Associate Partner Agreement with Hogeschool Utrecht on behalf of the Municipality of Geldrop-Mierlo and to authorize the Municipality of Eindhoven to represent the Municipality of Geldrop-Mierlo in signing the agreement.

Advisory memorandum Co-operative Covenant on Population Care

For the professionalization of disaster response and crisis management, the municipalities participating in Veiligheidsregio Brabant-Zuidoost (VRBZO) entered into a cooperation agreement in 2011. The agreements made in this agreement were updated and laid down in a covenant in 2023. A Uniform Quality Level has also been added. It is requested to agree to the cooperation covenant, and to adopt the Local Uniform Quality Level for its own municipality.

The college decides:
1. To agree to the Covenant of Cooperation Bevolkingszorg Brabant-Zuidoost 2024;
2. To adopt the associated locally uniform quality level Bevolkingszorg for Geldrop-Mierlo.

Advisory Note - Decision on Complaint - home visit by boa's

It concerns the handling of a complaint. The complaint concerns the conduct of a home visit by boa's. The complaint was submitted to the independent Complaints Committee. The committee has issued an opinion after which the college must make a decision on the complaint. This is done in this advice note.

The College decides:
1. To declare the complaint unfounded in accordance with the opinion of the Grievance Committee;
2. To notify the complainant in accordance with the draft offered.

Advisory Note Research Rate Protected Housing

The colleges of central Eindhoven and 14 regional municipalities work together in a uniform and regional approach and implementation in the field of Protected Housing and Social Support (BW/MO). Part of this cooperation are the costing agreements of the examination that is done by an employee of Geldrop-Mierlo in case of an indication of Protected Housing. We can claim a maximum of 6 hours per investigation for this from central municipality Eindhoven, at a maximum rate of €65 per hour. This amount has not been indexed since its introduction in 2016. On the other hand, the government contribution from which these costs are paid is indexed annually. It is proposed to correct this amount once and then index it structurally.

The Board decides:
1. To increase the hourly rate for implementation costs for protected living from € 65 to € 72 as of January 1, 2024;
2. To index the hourly rate for implementation costs for protected living of € 72 (price level 2024) annually as of 2025 in accordance with the indexation of the collective labor agreement for municipal civil servants;
3. To adopt the addendum with adjustment of article 14 of the administrative agreements in accordance with decision point 1 and 2 (Appendix 1).

Advisory note PDO forwarding

An incoming complaint was forwarded to Senzer for processing. An objection has been lodged against this forwarding. A decision on this objection is made via this advice note.

The College decides to declare the objection inadmissible in accordance with the draft decision offered.

Advisory note Turn Back Time festival

Last year the Roman Catholic Gymnastics Association Uno Animo organized a music festival in honor of the 100th anniversary of the association in sports hall de Weijer at Heer van Scherpenzeelweg 22 in Mierlo. The organization experienced this as very positive and they would like to organize this again on October 25, 2025.

The college decides:
1. To agree to allow the event music festival 'Turn Back Time Festival' to take place in sports hall de Weijer on October 25, 2025 in deviation from the zoning plan;
2. In addition, to allow other events that comply with the event policy until the environmental plan is amended.

The college decides to approve the attached council proposal and submit it to the council for adoption.

College proposal 2nd interim report 2024

The 2nd Interim Report 2024 shows the development of budgets in the first 8 months of 2024. Overspends and underspends expected to differ from the budget at the end of the year are presented to the council. Once approved, the changes are made to the budgets.

The college decides to approve the overruns and underspends as included in items A and B and the credit report.

College proposal Update City Council on heat transition

With the help of a presentation we update the city council on the research Coevering and Kerkakkers Aardgasvrij. We talk about the principles we are using, the steps we have taken and will take, and how we will communicate about this with residents and the city council.

The college decides:
1. To note the memo, presentation and agenda request;
2. To forward these to the council.

Advisory note Regulation Youth Aid and Wmo 2025

On March 25, 2024, the City Council approved updating the PGB rates in the ordinance, following a ruling by the Central Appeals Council (CRvB) on the informal PGB rates within the social network in the Wmo. This ruling necessitated adjustments to the regulation. During the actualization, several points of interest emerged that also called for changes, but due to the time frame it was not possible to implement these changes in the previous update. In this proposal, these changes have still been made and the regulation has been completely revised in a broad sense. Within the framework of the Taskforce Social Domain, further possibilities to use the regulation as an instrument for more control over spending within the Youth Act and Wmo were also examined from a financial perspective.

The college decides to submit the council proposal "Revision of Regulation Youth Aid and Wmo 2025" to the city council for adoption.

Advisory Note on Actualization of Starter Loan

The council proposal concerns the updating of the Starters Loan Regulation 2024 in the municipality of Geldrop-Mierlo. The main changes are the increase of the maximum loan amount from € 35,000 to € 40,000, making it possible to co-finance renovation costs and additional work, and an increase of the budget by € 1,000,000 to provide more loans. These adjustments are intended to better support first-time buyers in buying a home and to promote sustainable housing. The current policy rule has been integrated into the new regulation, allowing it to be repealed.

The college decides:
1. To approve the attached council proposal and forward it to the council;
2. To repeal the 2020 Starter Loan Policy Rule simultaneously with the entry into force of Regulation Starter Loan 2024.

Adviesnota Visie werklocaties Zuidoost-Brabant

An important part of the scale leap that the Brainport region needs to make comes from the economy, which to a large extent has its place on work locations. In 2023, therefore, we made a start on drawing up a regional vision for work locations, which eventually led to the vision for work locations in Southeast Brabant, which was drawn up as a framework document for our regional programming of work locations.

The college decides:
1. To submit the 'Vision work locations Southeast Brabant, version 4.1' to the council for decision-making.
2. To approve the termination of the Financial Arrangement Stedelijk Gebied Eindhoven belonging to programming work locations 2016 and 2021.
