2. To forward these to the Council.

College proposal Annual grant 2025 Arts Quarterly Foundation

Through this advisory memo, we are requesting approval of the proposed grant amounts for the year 2025 to the Arts Quarter Foundation. This subsidy is before the Board for decision, because since 2022 the Board must agree to the subsidies to eight professional organizations: Basic Library Dommeldal, Stichting MFA Mierlo, Stichting Landgoed Kasteel Geldrop, Stichting Weeffabriek, Stichting De Wiele, Stichting Kunstkwartier and Stichting LEVgroep. This is because in 2021 the mandate regulation was changed for this purpose. For professional organizations not mentioned in this proposal, the mandate lies with the Department Manager Society. In December 2024, the decision-making on Stichting Kunstkwartier has not yet taken place. About the other organizations does. As a result of a (delayed) allocation of requested CmK4 funds from the rijksoverheid , the calculation of the subsidy for Stichting Kunstkwartier has been delayed. This subsidy assumes 50/50 co-financing. The calculation of the subsidy to Stichting Kunstkwartier depends on the allocation of the CmK4 funds.

The college decides:
1. To agree to a the co-financing of 50/50 CmK4 funds of € 26,691.06 to Stichting Kunstkwartier. This brings the available budget for CmK4 for Stichting Kunstkwartier to € 53,382.12.
2. To agree to finance € 36,900.00 for the projects "Ready to Rock" and "Our Stories" from the available budget for culture coach (GALA).
3. To agree to a grant of € 392,472.36 to Stichting Kunstkwartier (including grants from decision point 1).

Advisory note on tender for target group transport Wmo and flexible public transport

In September 2024, the 'Broad administrative consultation Taxbus' decided to start the tender process Taxbus transport and flexible public transport with 18 municipalities and the province of North Brabant. With flexible OV, in addition to regular Taxbus transport, it will be possible to travel from a stop to a hub. A hub is a larger public transport interchange.

The Municipal Executive decides to approve:
1. to adopt the decision of the 'Broad administrative consultation Taxbus' to start the tender process;
2. the memorandum of principles (Appendix 1);
3. to mandate and authorize Alderman Sanders to take the award decision in accordance with the memorandum of principles and to sign the agreement on behalf of the Municipality of Geldrop-Mierlo, respectively.

College proposal RIB progress tender procedure Household Help

On Dec. 31, the interim relief judge concluded that the absenteeism component in the rate calculation used (which was used in the Household Assistance tender procedure) was insufficiently investigated/substantiated. For this reason, the tender procedure has been suspended and an additional investigation is being conducted.

The City Council was already aware of the summary proceedings and could also have taken note of (the purport of the) judgment via the Eindhovens Dagblad (dated 1-1-25). To fully inform them, it is desirable that a council information letter be adopted and forwarded. In the other five municipalities a similar council information letter is submitted to the college.

The college decides to approve the adoption of council information letter "Progress on procurement of domestic help" (Annex 1).

Rates works for third parties 2025

To settle work that the municipality performs for third parties, it is important that the college sets rates for this.
The college itself can make this decision because it is a private act.

The College decides to adopt the following rates works for third parties 2025: 

Rate 1: administrative matters/outside service hourly rate € 72, - excl. VAT;
Rate 2: inside service hourly rate € 84, - excl. VAT;
Rate 3: inside service plus hourly rate € 105, - excl. VAT.

Advisory note Implementation and Enforcement Program Physical Living Environment Geldrop-Mierlo 2025

The Implementation and Enforcement Program Physical Living Environment Municipality of Geldrop-Mierlo 2025 contains the intended activities in the field of licensing, supervision and enforcement within the physical living environment. These activities are also referred to as the 'VTH tasks'. The U&HP 2025 outlines the deployment of capacity, instruments and administrative measures.

The college decides:
1. To approve the Implementation and Enforcement Program Physical Living Environment Geldrop-Mierlo 2025.
2. To inform the Council by means of the attached council information letter.
3. To inform the province of North Brabant about the U&HP 2025.

Advisory note Framework conditions robust local teams

There are several reasons to develop the access for residents to support from the social domain. This proposal offers the board the opportunity to establish preconditions within which the further development, together with network partners, can take place. Some preconditions apply as hard requirements, in other parts a bandwidth is given or free space is left.

With this decision, the first phase of the project "solid local teams" will be completed and a timeline will be set for phase two. In phase two we will work together with partners towards an exploration trajectory. In the exploration process, the further development will be put into practice. The third and final phase concerns the implementation of the exploration trajectory.

The college decides to approve:
Establishing the preconditions for further development of the CMD into strong local teams (Annex 2);
2. Establishing the follow-up process and the start of phase two, in which, within the preconditions, an exploration process will be worked toward (Annex 3);
3. Establishing and forwarding to the city council the council information letter 'Strong Local Teams' (Annex 4);
4. Appointing Alderman Sanders as the administrative principal of the further development 'Strong Local Teams'.

Advisory note B&W confirmation of participation National Park Van Gogh.status grant.Jan25

When signing the Cooperation Agreement National Park Van Gogh i.o. for the period 2024-2028, the college decided at the end of 2023 to make the contribution available only for 2024. This in anticipation of finally obtaining the status of National Park. In mid-October, the State formally decided to grant National Park status to Van Gogh National Park. Now that the status has been obtained, a decision must be made on the financial contribution for the years 2025 through 2028.

The College decides;
1. To take note of the granting of National Park status to Van Gogh National Park.
2. To take note of the established boundary of the Van Gogh National Park, whereby a part of Geldrop-Mierlo falls within the boundaries of the National Park.
3. To agree to make available an annual contribution of € 8,572 for the years 2025-2028 as a result of our participation in the Van Gogh National Park.

The SAMEN group has submitted questions to the college about the possibilities of sharing housing with multiple persons / households.
These questions have been answered in the appendix.

The college decides to agree to SAMEN's Article 36 questions (2025.36.001) on housing sharing.

Advisory note on evaluation of turn of the year 2024 - 2025

Prior to the turn of the year, working agreements were made to limit the nuisance and damage around the turn of the year. After the turn of the year, an evaluation was made of how the year went. The evaluation shows that we can look back on an average New Year's Eve in our municipality. There were no notable or major incidents. The number of reports of fireworks nuisance to the police increased slightly, to the municipality the number increased significantly. Due to two large items of damage, the total amount of damage is higher than in previous years.

The College decides:
1. To take note of the evaluation of the turn of the year 2024 - 2025 (Annex 1).
2. To acquaint council members with the evaluation via the attached council information letter (Appendix 2).
3. To answer questions/requests from the media and citizens regarding information around the turn of the year based on the evaluation.

Every quarter we inform the council about the progress of the Housing Impulse grant through a quarterly report.
The attached quarterly report covers the 4th quarter 2024.

The college decides:
1. to take note of the attached council information letter with quarterly report;
2. to forward the council information letter with the quarterly report to the council.

Advisory note infill front Dorpsstraat 103 in Mierlo (former Johannesschool)

The infill of the front of the former Johannesschool, located at Dorpsstraat 103 in Mierlo, is regularly under discussion. After the purchase agreement was dissolved in June 2023, various initiators for this location have expressed their interest and alternative possibilities to redevelop the site have been investigated. On the basis of this advisory memorandum, the Municipal Executive will make a decision on the manner and Requirements under which the site will be offered on the market again.

The college decides to agree - within the frameworks and on the basis of price - to offer Dorpsstraat 103 in Mierlo on the market, with at least 1 dwelling to be added.
